According to Sheriff David Naquin during the last 24 hours the Sheriff’s Office responded to 39 complaints and reports the following arrests:

Jorge Pedro Sebastian 23 yoa of 720 Cypress St., Amelia was arrested on 10-30-2008 at 8:27 am for Hit and Run Driving, Operating a Vehicle without Lawful Presence in the United States, Careless Operation and No Drivers License. Deputy was called to Hwy 182 and Lakeview Dr. in Amelia in reference to an accident and suspect vehicle leaving the scene. Upon Deputy’s arrival it was learned from victim that he was traveling west bound on Hwy 182, when suspect vehicle ran intersection hitting and collided with the side of vehicle. Suspect vehicle then left the scene. Deputy patrolled the Amelia area and located suspect vehicle at the Conrad Aluminum yard. Driver of Suspect vehicle was located and after investigation was placed under arrest and booked into the parish jail with no bond at this time.

Noel A. Vaszil 48 yoa of 153 Parro Lane, Berwick was arrested on 10-30-2008 at 11:13 am on warrants for two counts of Issuing Worthless Checks and a warrant from the Attorney Generals Office for Theft over $500.00 and Misrepresentation Concerning Workers Compensation Benefits. Suspect was located at her residence, placed under arrest and booked into the parish jail with a $5500.00 bond and was later released.

Jamie L. Butler 27 yoa of 223 Arlington St., Bayou Vista was arrested on 10-30-2008 at 4:15 pm on warrants for Unauthorized Use of an Access Card and Failure to Appear on the charge of Theft. Suspect was located at Wendy’s Restaurant in Bayou Vista, placed under arrest on warrants and booked into the parish jail with no bond at this time.

Cynthia Billizon 49 yoa of 1 Stone Throw Dr., Houma La. was arrested on 10-30-2008 at 11:22 pm on a warrant for Issuing Worthless Checks. Deputy was patrolling the Amelia area, when he conducted a traffic stop on Lake Palourde Road. During investigation it was learned of a warrant for suspect’s arrest. Suspect was placed under arrest and issued a summons to appear in court on 1-12-2009.

Jamal A. Charles 23 yoa of 134 Charles Lane, Jeanerette was arrested on 10-31-2008 at 3:39 am on a warrant for Failure to Appear on the charge of three counts of Theft. Deputy was patrolling the Amelia area, when he conducted a traffic stop. During investigation it was learned of a warrant for suspect’s arrest. Suspect was placed under arrest and booked into the parish jail with a $10,000.00 bond at this time.

According to Sheriff David Naquin during the last 24 hours the Sheriff’s Office responded to 37 complaints and reports the following arrests:

Kathy M. Dural 37 yoa of 1503 ½ West Ibert St., Franklin was arrested on 10-29-2008 at 10:49 am on a warrant for Failure to Appear on the charge of Domestic Abuse Battery. Suspect turned herself into the Sheriff’s Office after learning of a warrant for her arrest. Suspect was placed under arrest and booked into the parish jail with a $1000.00 bond and was later released.

Patrice M. Granger 27 yoa of 526 ½ Augustine Maze St., Franklin was arrested on 10-29-2008 at 1:08 pm Theft by Shoplifting. Deputy was called to Wal-mart in Bayou Vista in reference to a shoplifter. Upon Deputy’s arrival it was learned from store security that suspect was caught stealing clothes valued at $53.88. After investigation suspect was placed under arrest and issued a summons to appear in court on 1-12-2009.

Michael C. Luke Jr. 34 yoa of 9001 Hwy 182, Centerville was arrested on 10-29-2008 at 6:29 pm for Disturbing the Peace Intoxicated and two counts of Simple Battery. Deputy was called to 117 Darwin Road in Centerville in reference to a disturbance. Upon Deputy’s arrival it was learned from complainant and witnesses that above suspect was intoxicated causing a disturbance and had committed a battery on two subjects. After investigation suspect was placed under arrest and booked into the parish jail with a $1250.00 bond at this time.

BOYKIN GETS AWARD


Jerome Boykin is the recipient of the Louisiana NAACP Badge of Courage Award, and will receive the honor Friday, Oct 31, during the opening session of the 2008 State NAACP Conference in Lafayette.

State President Dr. Ernest L. Johnson Sr. said Boykin, President of the Terrebonne NAACP, is a true leader.

“Few would argue that this award and Jerome Boykin are a natural fix. He exudes the kind of leadership and quality of character that one comes to expect out of a true NAACP leader,” Johnson said.

Boykin, who is facing Houma-Terrebonne Housing Authority Manager Troy Johnson on Nov 1 in chapter elections, said he is honored with the award.

“It’s not always easy to do what’s right, to stand up for what you believe in. You take a lot of heat, and then you take more,” Boykin said.

“But there isn’t one call to action by the NAACP, that I would not do again, because they’re all a call of mind to justice,” he said.

Boykin announced his honor during the local chapter’s Oct 23rd meeting, where he announced that State Rep. Joe Harrison is spearheaded a letter, along with the Terrebonne State delegation of lawmakers, asking Louisiana Supreme Court Justice, the Honorable Catherine D. “Kitty” Kimball, to call a judicial review to add a minority judgeship for the Houma City Court – a goal Boykin has pushed during his tenure as president.

Harrison writes in the letter that before the legislature can act on a bill to create the new judgeship, a “designee of the Judicial Council shall provide information to the appropriate legislative standing committees…as to the necessity of creating the new judgeship.”

Also, he said that while the 32nd Judicial District presently has five judges, the Houma City Court has only one. He also reminds Kimball that the building in Houma previously used as the federal courthouse was purchased by the Terrebonne Parish Consolidated Government in order to house the Houma City Court. “The building facilities are certainly sufficient to sustain the operations of two city court judgeships,” he wrote.

Boykin said he is in awe of Harrison’s request. “You just find a Republican helping the NAACP,” he said.

Meanwhile Johnson, who also spoke during the Oct 23rd meeting, believes Boykin needs to do more as NAACP President. “He should have held Get out the Vote Drives for this most important Presidential Election, and nothing has gone on,” Johnson said.

Persons who are members of the Terrebonne Parish Chapter of the NAACP can cast their vote for either Boykin or Johnson, during an election on Saturday, Nov 1st, at the NAACP’s local headquarters, 6122 West Park in Houma.

Voting times will be 10 a.m. to 4 p.m., with election results by 5 p.m..

The St. Mary Multi-Jurisdictional Drug Task Force, consisting of St. Mary Sheriff Dept., Morgan City Police Dept., Patterson Police Department Franklin Police Dept., Baldwin Police Dept., Berwick Police Dept., and Chitimacha Police Dept., report the following arrests:

Operation Red October II

On October 22, 2008, Agents of the St. Mary Parish Narcotics Task Force had arrest warrants signed on the following Individuals. These arrests stem from ongoing investigations that Agents are continuing to work operation “Red October II”. This Operation will continue and additional arrests are expected.

Daniel L. Griffin 32 yoa of 320 Wren St., Morgan City was arrested on 10-22-2008 at 2:39 pm on a warrant for two counts of Distribution of Cocaine. Suspect was being held in the Morgan City Jail, the additional charge was added with suspect being held with no bond at this time.

Eric Robertson 45 yoa of 1429 Railroad Ave., Morgan City was arrested on 10-22-2008 at 2:39 pm on a warrant for Distribution of Cocaine. Suspect was in the parish jail on unrelated charges and was additionally charged with warrant with no bond at this time.

Gerald Dupas 22 yoa of 801 Iberia St., Franklin was arrested on 10-22-2008 at 2:39 pm on a warrant for Distribution of Cocaine. Suspect was being held in the parish jail on unrelated charges and was additionally charged with warrant with no bond at this time.


Quan Van Tran 48 yoa of 112 West Syls Lane # 2, Amelia was arrested on 10-22-2008 at 8:58 pm for Possession of Cocaine. Agents were patrolling the Amelia area, when they conducted a traffic stop on Lake Palourde Road. During investigation consent to search was conducted with crack cocaine being located in a cigarette pack belonging to the suspect a passenger in the vehicle. After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.

Houston Company eyes $500 million investment in St. Mary Parish

Franklin – The St. Mary Parish Council learned Henry Gas Storage of Houston is proposing a $500 million project in St. Mary Parish, creating 1,600 construction jobs and 20 permanent jobs.
The company, a subsidiary of Ranger Gas Storage LLC of Houston, wants to build an underground natural gas storage facility on Cote Blanche Island, according to Michael McCall, a spokesman with Henry Gas. The project will include 12 miles of new natural gas pipeline to connect with interstate and intrastate natural gas pipelines in the area.

Parish Clerk Kim Pusateri presented a brief letter from McCall to the Council at their regular meeting last night. He was not present for the meeting, but indicated the company will hold an open house in the near future to share information about the project. Also, he said the company will launch a website.

“Henry Gas Storage is currently in the early stages of the project’s development, assessing market conditions, reviewing permit requirements and talking to all interested parties,” she said.

The company expects to complete permitting for the facility by the third quarter of 2009. Pending approval, construction of the gas storage facility will commence in 2009 and will be finished in 2012, with initial site operations beginning in 2012.

Pusateri said the Federal Energy Regulatory Commission will have the primary responsibility for overseeing the permitting and construction of the project.

She said that although Henry Gas has not filed a formal application with them, the federal government has begun an environmental study of the company’s plans. Parts of this process will include an opportunity for public comment from landowners, stakeholders and others.

In other business, the Council agreed to address a new policy on appointments to its various 44 parish wide boards, due to new citizens being appointed without applying for the jobs, most of which are unpaid. The new policy would be formed at their next meeting in November.

However, the Council did agree to relax the policy for already sitting members to continue serving, should they desire and there is no council opposition, without having to reapply.

Council Chairman Steve Bierhorst said that “I didn’t realize we were appointing persons without them filling out an application for the position.”

“That’s why we need to be in contact with our boards more often,” Amelia Councilman Chuck Walters said.

“A person should know when it is time to quit. A lot of these boards are really friendship gatherings,” Franklin Councilman Albert Foulcard said.

“I agree, but I would also like to add that some board members feel they are running their own business,” Four Corners Councilman Craig Matthews said.

“That’s because we sit up here and keep our mouths shut,” Foulcard replied to Matthews.

“Well I don’t,” Matthews retorted.

John A. Clark Jr. 42 yoa of 138 Westside Trailer Park, Amelia was arrested on 10-22-2008 at 11:13 am on a warrant for Failure to Appear for Criminal Neglect of Family. Deputy was called to above location in reference to Child Enforcement Agents having above suspect in custody. Suspect was placed under arrest and booked into the parish jail with a $3646.81 bond and was later released.

Ciara Williams 20 yoa of 110 Third St., Morgan City and Paris Bias 17 yoa of 505 Arkansas St., Morgan City were arrested on 10-22-2008 at 2:31 pm for Theft by Shoplifting with Williams also being arrested on two warrants for Failure to Appear on the charge of Theft. Deputy was called to Wal-mart in Bayou Vista in reference to shoplifters. Upon Deputy’s arrival it was learned from store manager that the suspects were observed shoplifting items valued at $214.36 and when suspects seen manager they took off running discarding items in the store. During Investigation it was also learned of warrants for Williams’s arrest. Both suspects were placed under arrest with Williams being booked into the parish jail with no bond at this time and Bias being issued a summons to appear in court on 1-12-2009.

Raylon J. Walker 22 yoa of 778 Parish Road 131, Franklin was arrested on 10-22-2008 at 2:38 pm on warrants for Failure to Appear on the Charge of Unauthorized Use of a Movable and Failure to Appear on the charges of Flight From an Officer, Reckless Operation, Driving Under Suspension, Improper Lane Usage and Speeding. Deputy was patrolling the Verdunville Boat landing when he conducted an investigative stop on suspect sitting in a vehicle at the boat landing. During investigation it was learned of warrants for his arrest. Suspect was placed under arrest and booked into the parish jail with no bond at this time.

Wayne C. Demarco Jr. 20 yoa of 118 Sydney Joe Lane, Berwick was arrested on 10-22-2008 at 5:32 pm on warrants for Failure to Comply with Terms and Conditions of Drug Court, Resisting an Officer by Flight and was additionally charged with Resisting an Officer by Flight. Deputy received information that above suspect was at Apt. # 103 on Fortin Road, Berwick. Deputy went to location to conduct an investigation, during investigation suspect was located in the residence and fled from Deputy’s on foot. After a short foot pursuit suspect was apprehended, placed under arrest and booked into the parish jail with no bond at this time.

Brandon C. Sadler 20 yoa of 4231 Cooley Road, Craceville, Florida was arrested on 10-22-2008 at 8:15 pm for Peddling without a License. Deputy was called to Yokley Road in Franklin in reference to a subject selling magazines door to door. Deputy went to location and located suspect. After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.

Anthony P. Ruffin 29 yoa of 384 Prairie Road, Franklin and Gabrieo Boulanger 19 yoa of 101 Southwest Blvd., Bayou Vista were arrested on 10-23-2008 at 12:03 am on warrants for Morgan City Police Department with Ruffin being charged with Driving Under Suspension and Loud Music and Boulanger being charged with Loud Music. Deputy was called to Club Expressions in Amelia in reference to suspicious persons. Upon Deputy’s arrival suspects were located in the parking lot. During investigation it was learned of warrants for suspect’s arrest. Suspects were placed under arrest and booked into the parish jail with no bonds at this time.

Suspect turned herself into the Sheriff’s Office after learning of a warrant for her arrest. Suspect was placed under arrest and issued a summons to appear in court on 1-12-2009.

Kisha Turner 26 yoa of 512 Duke St., Morgan City was arrested on 10-21-2008 at 8:59 pm for Tail Lamps Required, Driving Under Suspension and warrants for Issuing Worthless Checks and Failure to Appear on the charge of Speeding. Deputy was patrolling the Bayou Vista area, when he conducted a traffic stop. During investigation it was learned of warrants for suspect’s arrest. Suspect was placed under arrest on above charges and booked into the parish jail with a $1295.50 bond and was later released.

Donald E. Stoppa 42 yoa of 202 South Railroad Ave., Morgan City was arrested on 10-21-2008 at 9:54 pm on warrants for Jefferson Parish for Unauthorized Use of a Movable and Grand Isle Mayor’s Court for Failure to Appear on the charges of Passing in a NO Passing Zone, General Speed Law and No Drivers License. Agents were patrolling the Amelia area conducting Operation Red October II, when they conducted an investigative stop on suspect walking on Lake Palourde Road. During investigation it was learned of warrants for suspect’s arrest. Suspect was placed under arrest and booked into the parish jail with no bond at this time.

Robert H. Fox III 73 yoa of 136 Cecilia St., Morgan City was arrested on 10-21-2008 at 11:44 pm for DWI 3rd and Driving under Suspension. Deputy was patrolling the Amelia area, when he observed a vehicle parked with the engine running in the church parking lot at Lake Palourde and Friendship Alley. Deputy went to conduct an investigation and located the above suspect sitting in the vehicle. Upon Speaking with suspect an odor of alcoholic beverage was observed upon his breath and person. After investigation suspect was placed under arrest and transported to Berwick Police Department to run on the Intoxilyzer 5000. Suspect had a test result of .105g%. Suspect was booked into the parish jail with no bond at this time.

Michael Millro 48 yoa of 1309 Eliza St., New Orleans was arrested on 10-22-2008 at 2:08 am on a warrant for Failure to Appear on the charge of Drug Paraphernalia. Deputy was patrolling the Amelia area, when above suspect was located in the parking lot T&N Food Mart and an investigative stop was conducted. During investigation it was learned of a warrant for his arrest. Suspect was placed under arrest and booked into the parish jail with no bond at this time.

According to Sheriff David Naquin during the last 24 hours the Sheriff’s Office responded to 41 complaints and reports the following arrests:

Nick A. Broussard 30 yoa of 2011 Laurel Court, Mobile, Alabama was arrested on 10-20-2008 at 6:04 am for DWI, Improper Lane Usage and No Drivers License on Person. Deputy was patrolling Lake Palourde Road in Amelia, when above suspect vehicle was observed driving off the shoulder of roadway and back onto roadway crossing the center line. Deputy conducted a traffic stop and upon coming into contact with driver observed a strong odor of alcoholic beverage upon his breath and person. After investigation suspect was placed under arrest and transported to Berwick Police Department to run on the Intoxilyzer 5000. Suspect had a test result of .188g%. Suspect was booked into the parish jail with no bond at this time.

Matthew Braden 29 yoa of 3373 Evangeline Hwy, Jennings, La. was arrested on 10-20-2008 at 11:14 am on warrants for Monroe County Florida for Criminal Trespassing and Resisting Arrest with Violence. Deputy assisted U.S. Customs and Border Patrol with the arrest of above suspect whose vessel was docked at Diamond Services in Amelia. Suspect was placed under arrest and booked into the parish jail with no bond awaiting extradition to Florida.

David R. Brown Jr. 20 yoa of 2304 Federal Ave., Morgan City was arrested on 10-20-2008 at 11:43 am for Domestic Abuse Battery. Deputy was called to Wal-mart in Bayou Vista in reference to a disturbance. Upon Deputy’s arrival security from the store advised that above suspect committed a battery upon his girlfriend in the store. After investigation above suspect was placed under arrest and booked into the parish jail with no bond at this time.

Kyle B. Holmes 24 yoa of 1202 Iberia St., New Iberia was arrested on 10-20-2008 at 2:32 pm on a warrant for Failure to Appear on the charges of Stop Sign Violation, Expired Inspection Sticker and Driving under Suspension. Suspect turned himself into the Sheriff’s Office after learning of a warrant for his arrest. Suspect was placed under arrest and booked into the parish jail with a $1000.00 bond and was later released.

Scott C. Turner 26 yoa of 734 David Dr., Patterson and Robert W. Toups Jr. 29 yoa of 1915 River Road Lot # 9, Berwick were arrested on 10-20-2008 at 9:20 pm on warrants for Issuing Worthless Checks. Deputy was patrolling the Amelia area, when he conducted a traffic stop on Hwy 182. During investigation it was learned of warrants for both suspects arrest. Both suspects were placed under arrest and issued a summons to appear in court on 1-12-2009.

Anthony E. Evans 31 yoa of 69 McCoy Ave., Satsuma, Alabama was arrested on 10-21-2008 at 1:28 am for DWI, Improper Lane Usage and Driving Under Suspension. Deputy was patrolling Hwy 182 in the Amelia area, when he was following suspect vehicle and observed him cross the fog line on two incidents. Deputy conducted a traffic stop and upon coming into contact with suspect observed an odor of alcoholic beverage coming from his breath and person. After investigation suspect was placed under arrest and transported to Berwick Police Department and run on the Intoxilyzer 5000. Suspect had a test result of .181g%. Suspect was booked into the parish jail with no bond at this time.

Agents of the Narcotics Task Force were continuing “Red October II” Operations when they were assisted by Franklin Police Department in located above suspect at his residence. Suspect was placed under arrest and booked into the parish jail with a $100,000.00 bond at this time.

Ray S. Roy 36 yoa of 131 ½ Riverview Dr., Patterson was arrested on 10-20-2008 at 9:40 pm for Possession of Cocaine, Possession of Drug Paraphernalia 3rd, Possession of Marijuana, Failure to Signal and Expired Inspection Sticker. Agents of the Narcotics Task Force were continuing to work Operation Red October II and was patrolling the Morgan City area, when they conducted a traffic stop on Brashear Ave. During investigation a search of suspect vehicle was conducted with suspected cocaine, marijuana and drug paraphernalia being located. After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.

According to Sheriff David Naquin during the last 24 hours the Sheriff’s Office responded to 36 complaints and reports the following arrests:

Norman Carter 44 yoa and Larosa Washington 49 yoa both having No Address were arrested on 10-16-2008 at 11:35 pm for Criminal Trespassing with Washington also being charged with Possession of Drug Paraphernalia and a warrant for Failure to Appear on the charge of Unauthorized Use of a Movable. Deputy was conducted a Check of the Marine Shale Building in Amelia in reference to subjects sleeping in the building. While Deputy was checking the building the suspect’s were located on the property. During investigation drug paraphernalia was located on Washington’s person and it was also learned of a warrant for his arrest. Both suspect’s were placed under arrest and booked into the parish jail with Carter having a $1000.00 bond at Washington having a $7000.00 bond at this time.

Leroy Walker 55 yoa of 103 Eleventh St., Morgan City was arrested on 10-17-2008 at 1:50 am on a warrant for Issuing Worthless Checks. Deputy was patrolling the Siracusaville area, when he conducted a traffic stop. During investigation it was learned of a warrant for suspect’s arrest. Suspect was placed under arrest and issued a summons to appear in court on 1-12-2009.

The St. Mary Multi-Jurisdictional Drug Task Force, consisting of St. Mary Sheriff Dept., Morgan City Police Dept., Patterson Police Department Franklin Police Dept., Baldwin Police Dept., Berwick Police Dept., and Chitimacha Police Dept., report the following arrests:

Alesha Cleary 24 yoa of 1110 Lee Charles St., Franklin was arrested on 10-15-2008 at 5:37 pm for Possession of Marijuana with Intent to Distribute and Entering Contraband onto the ground of a Penal Institution. Agents of the Narcotics Task Force conducted an investigation into illegal narcotics being delivered to the Law Enforcement Correction Center. Agents came into contact with suspect in the parking lot and conducted an investigation. During investigation Agents retrieved marijuana and other contraband that suspect was attempting to deliver. After investigation suspect was placed under arrest and booked into the Berwick Police Department Jail with no bond at this time.

Lawrence Green III 41 yoa of 3393 Second St., Berwick was arrested on 10-15-2008 at 8:21 pm on warrants for 10 counts of Issuing Worthless Checks. Suspect was located by Deputy in the Berwick area, placed under arrest on warrants and issued a summons to appear in court on 1-12-2009.

Karla Morein 48 yoa of 1413 ½ Lake Palourde Road, Amelia was arrested on 10-15-2008 at 9:41 pm for Possession of Cocaine. Deputy was patrolling the Amelia area, when he conducted a traffic stop on Lake Palourde Road. During investigation suspect a passenger in the vehicle was also questioned. During investigation a search of suspect’s person was conducted with a rock of crack cocaine being located on her person. After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.

Jesse Allender IV 30 yoa of 16116 Naples St., Brooksville, Florida was arrested on 10-15-2008 at 11:09 pm for Disturbing the Peace Intoxicated and Telephone Harassment. Deputy was called to the Cove marina in reference to suspect calling and harassing his father. Upon Deputy’s arrival it was learned from complainant that suspect keeps calling and harassing him after being told to stop. Suspect was located and after investigation was placed under arrest and booked into the parish jail with a $750.00 bond at this time.

Michael Alvarez 32 yoa of 118 Beadle St., Amelia was arrested on 10-15-2008 at 10:39 pm for Possession of Cocaine. Deputy was patrolling the Amelia area, when he observed suspect staggering in the roadway and conducted an investigative stop. During investigation a rock of crack cocaine was observed in suspect’s mouth and recovered. Suspect was placed under arrest and booked into the parish jail with no bond at this time.

Ernest J. Henry 43 yoa of 1024 River Road, Berwick was arrested on 10-16-2008 at 4:20 am for Domestic Abuse Battery. Deputy was called to above location in reference to a disturbance. Upon Deputy’s arrival it was learned from complainant that she and suspect had been arguing and that she went to sleep in another room, when suspect entered the room and began fussing with her and poured a bottle of water on her while she was in the bed. After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.

Southern Leadership Conference in Senator Circle

Rev. Al Sharpton never showed as local and regional leaders of the Southern Christian Leadership Conference called for cooperation between residents of Senator Circle and the Houma-Terrebonne Housing Authority.

They rallied on Friday in front of the Operations and Maintenance Building in Houma’s predominately African-American development, but had a smaller audience and a different
message than a previous rally held at the same site on Oct 2.

There, the members of the SCLC said they would turn Houma in to the next Jena, if Houma-Terrebonne Housing Authority Director Wayne Thibodeaux was not removed from office. Also, they drew a list of demands which included provisions for alternative housing for Senator Circle residents while the housing authority repairs their units, and stipulations that no rent or utilities be paid, until all repairs are made.

They also announced that Rev. Al Sharpton, president of the National Action Network, would be attendance at the next protest.

On Friday, rumors circulated in a small crowd that began gathering around 4:30 p.m. that Sharpton was in town and was meeting at a local attorney’s office with Rev. Vincent Fusilier, Terrebonne Parish Councilman Alvin Tillman, Housing Authority Maintenance Director Troy Johnson, and Thibodeaux.

But shortly after 5 p.m., Terrebonne SCLC President Rev. Vincent Fusilier, arrived and told the crowd help was on the way after having had a successful meeting with Thibodeaux. “You may have to move to a different place for a while so that a professional can come here and clean it, we don’t want anyone getting sick…The Housing Authority is going to find proper housing for you, and we’re not leaving until you have a place to live, and you’re not leaving until you have a place to live.”


Fusilier is also pastor of the New St. Matthews Baptist Church in Houma. “I also want to assure you that the fight is not over. We’ve have a bigger fish to fry, and the fish is FEMA…but allow Mr. Thibodeaux to do what his boss allows him to do.” (Watch Pastor Fusilier's comments at http://www.breezebytes.com/. Rev. Marie Galatas, Louisiana Women’s Coordinator of the SCLC, and Pastor of New Creation Christian Church in New Orleans, backed Fusilier. “FEMA should not play us cheap. We’re going to see that FEMA gets you what’s rightfully yours!”

Rev. Raymond Brown, president of the New Orleans chapter of the National Action Network, explained Sharpton could not appear because of “legal complications” due to an arrest earlier this year, while protesting the not-guilty verdict of New York Police officers who shot Sean Bell of Queens.

However, he read pre-prepared message from the civil rights activist which said, “I will be here next time to join you in your struggle.”

Rev. Dr. Norwood Thompson, Jr, president of the New Orleans Chapter of the SCLC, said he just marvels at out “…people are crying for help and they’re not getting it.”

Houma-Terrebonne Parish Housing Authority Commissioner Brenda Belcher was the only member of the administration to attend the rally. (Attempts to reach Director Wayne Thibodeaux have been unsuccessful as of press time.)

Belcher called for an end to all of the confusion regarding the help and recovery needed in Senator Circle. “Confusion, we don’t need. We were born in confusion.”

Afterward, Belcher said that Thibodeaux “Cannot do anymore than what he is doing. I don’t see any reason why they want him to resign. He is only one individual and he has steps and a chain of command to follow within his job.”

Parish Councilman Alvin Tillman also promised that he would be with the crowd “until the end.”



“I’ve been in contact with Congressman Charlie Melancon’s office and he would see what he could do to send help to the area. We’ve been in talks with FEMA. We’re going to get you safe and healthy housing, and we’re going to expedite this process,” Tillman said.

Telisa Clark, vice-president of the Houma-Terrebonne Housing Authority Resident Council, confirmed there was a meeting at local attorney Kevin Thompson’s office, and that she was not allowed inside.

“I don’t know why, but they would not let me in the meeting. My job is to represent the residents,” Clark said. “The president of our group, Alvin Livas, had a heart attack and is in the hospital. He can’t be there, but I should have been.” she said.



Clark said that she and her husband Kevin had just returned to the area, after having evacuated with 19 non-family members. “Mr. Thibodeaux is continuing to help, but he has limited resources”

“Frankly, I don’t feel that that all of this confusion has been necessary… too many people assumed too many things that are and were going on,” she said, adding that many of residents have refused to leave their homes to use hotel vouchers, because they do not want to leave the area.

Still, residents said their units still reek of sewage, mold infestation and have no power.
Angela Welch, who has been living in Senator Circle for one year, said her unit has mold and she has a child with asthma. She evacuated to Bunkie, La.

Pearly Welch, her sister, who is a four year resident of Senator Circle, said her unit has mold as well. She evacuated to Hinesville Georgia.



Kilben Lafont, a resident of Bayou Towers, another Houma-Terrebonne Housing Authority development, this one predominately white, was also in attendance at the rally.
“Mr. Thibodeaux is working hard at getting us up and running,” Lafont said.

He explained that Bayou Towers is also closed, because the roof over the 11th floor came off, and rain leaked throughout the building. “I’m more fortunate than other people, and am living with my brother.”
It should be noted that although the housing developments are federal property, a housing authority director in another area who has been said watching the scenario in Senator Circle, said that as in his town, the local government receives revenues from the federal government – a pilot tax, on sewerage and utilities. “Terrebonne Parish government should be assisting the housing authority,” the director said, who asked that their identity be withheld.

Chet Williams 41 yoa of 1212 Red Cypress Road, Patterson was arrested on 10-14-2008 at 9:56 am on a warrant for Failure to Appear on the charge of Expired Boat Registration and was additionally charged with Theft by Fraud. Suspect was located on Jeffery St. in Patterson and placed under arrest on warrant and was also questioned in reference to a theft incident. After investigation suspect was booked into the parish jail on above charges with no bond at this time.

Cathy Theriot 55 yoa of 404 Charlotte St., Patterson was arrested on 10-14-2008 at 12:59 pm for Theft. Deputy was called to the Dollar Tree Store in Bayou Vista in reference to an employee theft. Upon Deputy’s arrival it was learned from General Manager of the store that above suspect had taken money from the store safe. After investigation suspect was placed under arrest and issued a summons to appear in court on 1-12-2009.

According to Sheriff David Naquin during the last 24 hours the Sheriff’s Office responded to 26 complaints and reports the following arrests:

Darrell J. Schannette 47 yoa of 881 St. Peter St., Jeanerette was arrested on 10-13-2008 at 3:50 pm for Aggravated Battery on a Police Officer, Resisting an Officer by Force, Simple Battery and two counts of Criminal Damage to Property. Deputy was called to above location in reference to removing a subject. Upon Deputy’s arrival to the area he flagged down and advised that above suspect had pushed him off of his bike. Upon arrival at the residence, suspect’s sister advised that he was causing a disturbance. Complainant opened the door to the residence and suspect was located in the residence. Deputy was conducting investigation when suspect became unruly and was placed under arrest. Suspect began resisting Deputy striking him in the face. Suspect was taken into custody and booked into the parish jail on above charges with no bond at this time.

Donnie R. Brown 50 yoa of 3206 Lake Palourde Road, Amelia was arrested on 10-13-2008 at 9:14 pm on a warrant for Issuing Worthless Checks. Deputy was patrolling the Amelia area, when he was stopped by complainant advising of a complaint against suspect. While conducting investigation it was learned of a warrant for suspect’s arrest. Suspect was placed under arrest and issued a summons to appear in court on 1-12-2009.

Operation Red October II

Alfred J. Hill Jr. 23 yoa of 1009 Wilfred St., Franklin was arrested on 10-13-2008 at 12:14 pm for Possession of Marijuana with Intent to Distribute, Possession of Cocaine with Intent to Distribute and Possession of MDMA. Agents of the Narcotics Task Force were called to 4667 Hwy 83 in Glencoe in reference to assisting Bail Enforcement Agents who were looking for a subject and came into contact with above suspect who had illegal narcotics. Upon Agents arrival above suspect was identified and found to be in possession of marijuana, cocaine and a MDMA pill along with $4,975.00 in U.S. Currency. After investigation above suspect was placed under arrest and booked into the parish jail with a $50,000.00 bond and was later released.

Quade Jones 20 yoa of 117 Friendship Alley, Amelia was arrested on 10-13-2008 at 6:29 pm on a warrant for Distribution of Cocaine and was also charged with Resisting an Officer. Agents of the Narcotics Task Force were conducting Operation “Red October II” when they located suspect in his driveway of the residence. Upon Agents advising suspect of warrant he fled on foot with Agents giving chase and after a short pursuit suspect was apprehended and placed under arrest and booked into the parish jail with no bond at this time.

Brandon Williams 22 yoa of 1302 Kemp St., Patterson was arrested on 10-13-2008 at 7:24 pm for Possession of Marijuana 2nd. Agents of the Narcotics Task Force were patrolling the Patterson area conducting Operation Red October II, when they conducted an investigative stop on suspect walking on Plum St... During investigation suspect was found to be in possession of marijuana. After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.

Hope Martin 31 yoa of Bayside Village Apt. # 38, Berwick was arrested on 10-13-2008 at 9:32 pm for Possession of Klonopine. Agents of the Narcotics Task Force were patrolling the Siracusaville area conducting Operation Red October II, when they conducted a traffic stop. During investigation a search of vehicle was conducted with agents locating several Klonopine pills in suspect’s purse who was a passenger in the vehicle. After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.

According to Sheriff David Naquin during the last 72 hours the Sheriff’s Office responded to 119 complaints and reports the following arrests:

Kelvin Sanders 50 yoa of 2047 Hwy 1, Thibodeaux, La. was arrested on 10-10-2008 at 10:00 am on a warrant for two counts of Theft. Suspect came into the Morgan City Sheriff’s Office in reference to an investigation and was placed under arrest on warrant and booked into the parish jail with a $2500.00 bond and was later released.

On 10-10-2008 at 2:50 pm a Juvenile Male 14 yoa was arrested for Possession of Marijuana. Deputy working at the St. Mary Parish Alternative School was advised by school officials that juvenile was found to be in possession of marijuana. After investigation juvenile was placed under arrest and released to guardian pending juvenile court proceedings.

Cody Adams 30 yoa of 216 Patton St., Morgan City and Rachel S. Adams 24 yoa of 104 Laura Dr., Patterson were arrested on 10-10-2008 at 3:29 pm on warrants for Domestic Abuse Battery. Both suspects turned themselves into the Sheriff’s Office after learning of a warrant for their arrest. Suspects were placed under arrest and booked into the parish jail and were later released on their, own Recognizance.

On 10-11-2008 at 4:57 pm a Juvenile Male 15 yoa was arrested for Aggravated Assault. Deputy was called to 205 Gibbs Road in reference to a disturbance. Upon Deputy’s arrival it was learned from complainant that juvenile and his father had a confrontation. While Deputy was speaking with both parties juvenile began making threats toward his father. Juvenile was placed under arrest, processed and released to guardian pending juvenile court proceedings.

Derrick Burnworth 30 yoa of 420 Cherry St., Sulphur, La. was arrested on 10-11-2008 at 9:46 pm for Disturbing the Peace Intoxicated. Deputy was called to Hwy 318 at Big Four Corners Road in reference to suspect walking in roadway yelling at motorist. Upon Deputy’s arrival suspect was located and upon making contact with suspect a strong odor of alcoholic beverage was observed upon his person. After investigation suspect was placed under arrest and booked into the parish jail with a $250.00 bond at this time.

Nai D. Brent 17 yoa of 815 Tent St., Franklin and two Juvenile Females 15 and 16 yoa were arrested on 10-11-2008 at 10:22 pm for Disturbing the Peace by Fighting. Deputy was working at the West St. Mary High School when a fight took place. Above suspects were placed under arrest with juveniles being processed and released to guardians pending juvenile court proceedings and Brent being booked into the parish jail with a $250.00 bond and was later released.

Rolanda Lara 36 yoa of 118 Faith St., Morgan City was arrested on 10-11-2008 at 11:42 pm for Hit and Run Driving and Aggravated Assault. Deputy was called to Morgan City Police Department in reference to a complainant advising that her vehicle was hit in the Amelia area. Upon Deputy’s arrival it was learned from complainant that suspect had asked her out to eat and when she refused suspect became upset and rammed his vehicle into hers. Deputy later located suspect in the Morgan City area and conducted a traffic stop. After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.

Toni V. Stevenson 45 yoa of 902 Washington St., Patterson was arrested on 10-12-2008 at 1:37 am for Failure to Signal, Possession of Cocaine, Possession of Drug Paraphernalia, Resisting an Officer, Obstruction of Justice and a warrant for Probation Violation. Deputy was patrolling the Siracusa area, when a traffic stop was conducted on above suspect. During investigation suspect was observed trying to conceal item in her mouth. Deputy advised suspect to remove item from her mouth, at which time she began to resist. Deputy retrieved two rocks of crack cocaine from suspect. Suspect was placed under arrest and placed in the rear of unit at which time Deputy observed her attempted to place drug paraphernalia in the back seat. Deputy retrieved item. After investigation suspect was booked into the parish jail with no Bond at this time.

Louis E. Wilson 47 yoa of 1022 Ciro St., Morgan City was arrested on 10-12-2008 at 2:10 am for Possession of Cocaine and Possession of Drug Paraphernalia. Deputy was patrolling the Siracusa area, when he observed above suspect walking from his residence. When suspect seen Deputy he dropped a cellophane bag to the ground. Deputy conducted an investigative stop and went to the item suspect was seen dropping. Deputy recovered two rocks of crack cocaine. Also during investigation drug paraphernalia was also located. Suspect was placed under arrest and booked into the parish jail with no bond at this time.

Trevor A. Guilliotte 21 yoa of 603 Felix St., Jeanerette was arrested on 10-12-2008 12:16 pm on a warrant for Failure to Appear on the charge of Possession of Alcohol Under 21. Deputy was patrolling Hwy 317 in Centerville, when he conducted a traffic stop. During investigation it was learned of a warrant for suspect’s arrest. Suspect was placed under arrest and booked into the parish jail with a $5000.00 bond and was later released.

Douglas R. Marks Jr. 37 yoa of 104 Dernaville Road, Arnaudville, La. was arrested on 10-12-2008 at 7:21 pm for Possession of Marijuana and Possession of Drug Paraphernalia 3rd. Deputy was patrolling the Siracusaville area, when he observed suspect vehicle fail to stop at stop sign. Deputy conducted a traffic stop on suspect vehicle and conducted an investigation. During investigation suspect a passenger in the vehicle was removed from vehicle and a search of his person was conducted with drug paraphernalia being located. Deputy also received consent to search vehicle and recovered a bag of marijuana and drug paraphernalia on the passenger side of vehicle. After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.

Teche Action adds Cancer Support

Free help ranging from financial support to medical supplies and equipment is now available to St Mary Parish residents who are battling cancer, at Teche Action Clinic.


Miles Perret Cancer Services of Lafayette has launched an initiative – a travelling cancer bus service that will be in Franklin the second Wednesday of every month from 1 to 3 p.m., parked at the clinic’s headquarters, 1115 Weber Street.


Perret Cancer Center Service Coordinator Tina Touchet said the mission of the bus, which his non-medical, is to “serve families in Acadiana fighting and surviving cancer, with care and compassion.”


The services are free and open to all, regardless of income. The program provides: free medicine; financial support in paying for a persons’ utilities; medical supplies and equipment; emotional support; cancer education; mastectomy items; wigs, hats, scarves and turbans; nutritional supplements; exercise programs, and a children’s program.


In addition to St. Mary, the bus will travel in Iberia, Vermillion, St. Martin, St. Landry, Lafayette, Jeff Davis, Evangeline, Cameron, Calcasieu, Avoyelles and Acadia parishes.

Teche Action Clinic CEO and CAO Dr. Gary Wiltz, M.D. welcomed the free services Wednesday afternoon with a ribbon cutting ceremony. “Our health care heroes at Teche Action Clinic work hard every day at providing people in the community a heath care home so they can stay healthy and out of hospitals. Now that we have been blessed to partner with the Miles Perret Center in Lafayette, we’re going to take our services to another level in health care,” Wiltz said.


In operation since 1974, Teche Action, a federally qualified health center, operates a school based clinic at West St. Mary High School in Baldwin, two other clinics in Terrebonne Parish, and one in St. John Parish, in Edgard. The clinics see patients on a sliding fee scale basis.


“The White House Office of Management and Budget has ranked health centers as one of the 10 most effective government programs – a designation earned by only six percent of all federal programs,” Wiltz said. “We save the United States health care system more than $17 billion a year by providing affordable, preventive health care to low-income, uninsured people who may rely on hospital emergency rooms as a source of care.”


Wiltz said $18 billion a year is wasted on avoidable visits to emergency rooms that could have been redirected to a health center. Also, he said health care centers were an initiative started by President Lyndon Johnson in 1965 to combat the war on poverty.

Agents of the Narcotics Task Force were patrolling Bowman St. in Morgan City conducting Red October II warrant round-up, when Agents recognized suspect walking, which they held a warrant for. Agents placed suspect under arrest on warrant and during a search of his person located a bag of marijuana. Suspect was additionally charged and booked into the parish jail with no bond at this time.

Sterling Williams 34 yoa of 6416 Hwy 1, Belle Rose, La. was arrested on 10-9-2008 at 10:45 am on a warrant for Theft over $500.00. Suspect turned himself into the Morgan City Sheriff’s Office after learning of a warrant for his arrest. Suspect was placed under arrest and booked into the parish jail with a $5000.00 bond and was later released.

Robert E. Young 35 yoa of 311 Egle St., Morgan City was arrested on 10-9-2008 at 11:45 am on a warrant for Failure to Appear on the charge of Issuing Worthless Checks. Deputy was patrolling the Siracusaville area, when he made an investigative stop at the end of James St and Siracusa Road at the pumping station. During investigation it was learned of a warrant for suspect’s arrest. Suspect was placed under arrest and booked into the parish jail with no bond at this time.

Morgan City Police Report

Dane Farrington, Jr, 26 of Morgan City was arrested on 10/09/08 at10:19pm, charged with Possession of Marijuana; Possession of ScheduleII CDS (Methadone); Possession of Schedule IV CDS (Xanax); Possession ofDrug Paraphernalia; Introduction of Contraband into a PenalFacility; Resisting an officer/False information; Hold for St. MaryS/O-Warrant for Possession of Marijuana.

John Williams, III, 22 of Morgan City was arrested on 10/09/08 at 10:19pm,charged with Possession of Marijuana (2nd); Possession of DrugParaphernalia.

Both Farrington and Williams were passengers in a vehicle which wasstopped for driving with one headlight. During the investigation,officers recieved consent to search the vehicle. Police K-9 indicated thepresence of narcotics inside the vehicle. Upon searching,they located suspected marijuana in the area of where Farrington andWilliams was sitting. A suspected pill of Xanax and Methadonewas also located near where Farrington was sitting. Both were arrestedand transported to MCPD for booking. During the booking processofficers also located a small baggie of suspected marijuana in the pantsof Farrington as well as a warrant for his arrest for possessionof marijuana for the St. Mary S/O. St Mary Council says no to rezoning

The St. Mary Parish Council voted against rezoning 20 acres of land in Franklin from agriculture to heavy industrial.

The request, from Ursin “Sonny” Boudreaux of Chauvin Lane in Franklin, asked the council consider the idea about the property, which is located near the Baldwin Bridge.

Boudreaux, who did not speak during last night’s council meeting, wrote in a letter to his neighbors, “I was contacted by a company to lease to lease approximately five acres in the southwest corner of the 20 acres. Their plans are to purchase drilling barges, move them to the property, then with 10 to 12 workers, remove any fluids and accessories, dismantle them, cut the barges up, load the metal onto trucks and transport the metal to a scrap yard.”

He continued, “Their plans are to transport the scrap yard, six trucks per day, Monday thru Friday, with the last truck leaving around 4 p.m.”

He said the remaining portion of the property, approximately 14 acres, would act as a buffer zone between his neighbors’ properties and the industrial site.

The Parish Planning and Zoning Commission recommended the Parish Council vote against the rezoning proposal, presenting them with a petition with more than 60 signatures opposed to the idea.

The petition stated the opponents had health, property value, safety, and noise concerns.

Camelia Soprano was one of the opponents who appeared before the St. Mary Parish Council on Wednesday. “We are not opposed to new businesses and industries coming to our parish. St. Mary needs to grow. We just ask that thought be put into where these companies locate.”

Soprano also pointed out concerns over barges being located on the property, citing an incident in Lydia where the bridge broke in the wake of flooding from Hurricane Ike. “We’re sure you are familiar with the amount of flooding the area received due to Hurricane Rita and again for Ike. You also must be familiar of the destruction of the bridge between Lydia and Weeks Island due to the barge that broke loose and struck the bridge during the flooding from Ike. The barges in the area they are wishing to rezone would also be subject of breaking free during flooding and striking the Katy Bridge, the old Baldwin Bridge and the railroad bridge.”

And she commented about children who live and play on Chauvin Lane, “…a very narrow road that will be used by this company to truck the scrap metals out. That street runs through a strictly residential area and is the only way for these trucks to come in or out.”

In other business, the council passed a resolution to raise the tipping fee at the Parish Landfill in Berwick, by $1 per ton, to maintain operational costs associated with the facility in Berwick.

After the meeting, Chief Administrative Officer Bo LaGrange said the cost would be passed on to the five municipalities in the parish – Morgan City, Berwick, Patterson, Franklin and Baldwin, who have a solid waste disposal agreement with the parish, to dump residential garbage at the facility.

“What we did here tonight will probably cost each of those municipalities an extra 10 cents per household. Now, whether or not their leaders pass this cost onto them, that’s up for them to decide,” LaGrange.
