The St. Mary Multi-Jurisdictional Drug Task Force, consisting of St. Mary Sheriff Dept., Morgan City Police Dept., Patterson Police Department Franklin Police Dept., Baldwin Police Dept., Berwick Police Dept., and Chitimacha Police Dept., report the following arrests:

Juan L. Rodriguez-Seijo age 48 of Solar’s Apartments #35 Morgan City, La. Was arrested on
November 25, 2008 at 458pm on 11th St. in Morgan City, La. and charged with Possession of Cocaine. Agents of the St. Mary Parish Narcotics Task Force were patrolling the area of 11th St. in Morgan City. While doing so agents started speaking with the subject, agents then asked the subject what he had in his right hand in which the subject opened his hand and agents observed suspected Crack Cocaine (2 white rocks) in the palm of his hand. The subject was identified as Juan L. Rodriguez-Seijo. He was transported to the Parish Jail for booking and incarceration.

According to Sheriff David Naquin during the past 24HR period the Sheriff’s Office responded to 37 complaints over the past period and reports the following arrests:

Ashley Sanders Jr age 42 of 108 Diane Lane Patterson, La was arrested on 11-25-08 at 455pm on charge of Issuing Worthless Checks. He was issued a summons to appear in court.

Bernard B. Williams age 46 of 516 Murphy Street Patterson, La. was arrested on 11-25-08 at 637pm and charged with Simple Battery Domestic Abuse. This stems from an investigation by deputies who were called to the Plantation Inn Motel reference to a female victim being beaten. This was about a disturbance between Bernard and the female in which Bernard struck the female. No medical treatment needed. Bernard was transported to the parish jail for processing and incarceration.

Lance Dewayne Escort age 29 of 623 Louisa street Morgan City, La was arrested on 11-25-08 at 202am and charged with Remaining Where Forbidden. Deputies were called to a residence in the Centerville area about a suspect trying to get in to the caller’s house. Lance was previously told not to come back to the property and he did. He was located at the property and placed under arrest. He was transported to the parish jail for processing and incarceration.

HISTORICAL COMMISSION CONCERNED ABOUT TRUCKS

The chairman of the historical district here is worried cane trucks could wreck into more than 40 white lampposts which are planted in the middle of the City of Franklin’s Main Street, while the city’s biggest sugar cane farmer disagrees.


Judy Allain supports an audience that prohibits cane trucks from travelling down Main Street.


Chairman of the Historical District Commission of the City of Franklin, Allain expressed her support for the prohibition during a City Council Meeting where leaders were presenting a new ordinance that would prohibit all oversize vehicles from travelling down the thoroughfare, as some members of the council argued the previous ordinance discriminated against cane farmers, because they were the only ones mentioned.


Allain explained her concerns are great during high traffic periods, when the truck drivers have to “negotiate tight spaces,” along what she calls, “the great white way,” in describing the lampposts.


Allain said the route has 38 original lampposts and an additional 17 lampposts that the historical commission recently added “we need to preserve what is important to the city,” she said.
“It’s time we stand up for what we hold dear, and do all we can to protect it,” she said.

Reginald Thomas of Sterling Sugars, the city’s largest cane farmer, was also at the meeting although he did not speak.


Afterword, Thomas said that none of the 26 cane trucks that he maintains, have turned over, or wrecked along the historical area. “While we appreciate Ms. Judy Allain and her different committee members looking at what they feel is best for the area, however we did not know that tourist dollars are more important that the tax and payroll dollars we generate within the City of Franklin,” Thomas said.


“Downtown Main Street is part of La Hwy 182, a state highway, and therefore no one can prohibit any vehicles from travelling thru it,” he said. Sterling Sugars of Franklin owns 26 cane trucks during grinding season.


Also present with Thomas that night was his brother Sidney, who also commented after the meeting. He said that their company pumps a tremendous amount of money into the Franklin and St. Mary Parish economy. “Last year, our fuel bill alone for diesel gasoline was $180,000,” Thomas said.


“We only need one person to run Franklin here, not a committee,” Reginald Thomas said.


“There is no proof that our trucks are tearing up this road,” he said.

According to the minutes from last month’s council meeting, the issue arose after the city council had received an opinion from State Attorney General Buddy Caldwell .


City Attorney Vincent Borne said the opinion state there are two problems with prohibiting the cane trucks from travelling down Main Street . One problem is that the ordinance intends to regulate or impose additional regulations on a state maintained highway and municipality is without authority to do. The second is that it applies, as it is written, to only one industry – cane farmers.


Councilman Kenny Scelfo said he agrees that there are problems. “Regulating them (cane farmers) extensively, adds expense and burden to the farmers and their workers …the ordinance is not justified.”


Meanwhile, Franklin Mayor Raymond Harris said there will be no enforcement prohibiting the cane farmer from using the highway. “There is going to be dialogue between the city, the state Department of Transportation and Development and the cane farmers to hopefully work out the situation. The conclusion has already been made that the ordinance as it is will not work,” he said.


Thomas said he expects the City Council to take up the issue again in December, as the proposed ordinance to prohibit all “overweight vehicles,” did not pass.

Shamaka Garrett age 31 of 308 Taft street Patterson, La was arrested on 11-24-08 at 1030am on charges of 3 counts issuing worthless checks. She was released on summons to appear in court.

Amy Radsick age 26 of 109 Ferenandez Court Morgan City was arrested on 11-24-08 at 737pm on warrants for Simple Assault and Simple Battery. She was transported to the parish jail for processing and incarceration.

Tara White age 36 of 513 Vaughn Alley Patterson, La was arrested on 11-24-08 at 1127pm on Warrants for Failure to appear in court for No driver’s license and No seat belt. She was transported to the parish jail for processing and incarceration.

Michael Hampton age 20 of 306 Harold Goodman, North Carolina was arrested on 11-25-08 at 209am and charged with Entering Gaming casino Underage Playing Machines. This follows a call from the Amelia Belle casino where he was caught on the premises being under age. He was issued a summons to appear in court.

YOUTH SUMMIT NOV 22ND IN BALDWIN

Empowering young adults and informing their parents about Louisiana’s free health care insurance for kids and families is the focus of an empowerment summit called Hype III, this Saturday at the West St. Mary Civic Center.

Rev. Craig Matthews of The Bayou Teche Community Health Network, said the event is free and open to St. Mary and Iberia Parish Youth between the ages of 13 to 19, from 9 a.m. to 1 p.m.

“It is critical to the long term health and wellness of our young people, to insure that every eligible child in this great state has an opportunity to receive appropriate health care,” Matthews said.

“Statistics show that there is an increasing number of school aged children that have no health insurance. The State of Louisiana has made it possible for all children between the ages of 0 and 18 to have access to needed health care through a variety of state supplemental programs including LaCHIP,” Matthews said.

Parents can play bingo and win prizes, while their children can enjoy games including a special “Fear Factor.”

“There will also be live entertainment, chances to win New Orleans Hornets tickets, but more importantly valuable information for parents to ensure their child or children’s future,” Matthews said.

Free transportation will be provided for the event, persons may call ByNet at 337-828-5638 in order to take advantage of the free ride.

Everyone who attends will also get a free lunch.

ByNet is a non-profit, rural health network comprised of community heath centers, local and regional hospitals, a social service agency, a tribal health clinic, a regional State of Louisiana Office of Public Health and a coalition of over seventy St. Mary Parish organizations.

Leo G. Mingo Jr. 41 of 108 Beau Ln. Bayou Vista La., was arrested Friday at 12:23 a.m. and charged with Simple Battery Domestic Abuse, Disturbing the Peace and Resisting an Officer. Mingo was arrested after Deputies responded to a disturbance at a Motel in the bayou Vista area. Allegedly Mingo committed a battery on the victim at that location and was arrested. Mingo resisted the Deputies attempt to handcuff him and was charged with Resisting. Mingo was incarcerated in the Parish Jail and his bond set at $15,000.00 dollars.


Donald D. Holmes 54 of 908 Chitimacha Trail Baldwin La., was arrested on Thursday at 12:50 p.m. on a Warrant charging him with Failure to Appear on the charge of Speeding, Driving under suspension and Illegal Left Turn. Holmes was incarcerated in the Parish Jail and later released on a bond of $1558.50


Lance D. Escort 30 of 713 Duke St. Morgan City La., was arrested on Thursday at 1:35 p.m. on a warrant charging him with Domestic Abuse Battery. He was incarcerated in the parish Jail and no bond has been set.


April L. Aucion 28 of 148 Cremo Ln. Patterson was arrested on Thursday at 2:31 p.m. on warrants charging her with Failure to Appear on charges of Possession of Drug paraphernalia and Obstruction of Justice. She was incarcerated in the Parish Jail and her bond set at $7675.00 dollars.

Scott J. Rothell 27 of 421 Clark St. Bayou Vista La., was arrested on 1-18-08 at 3:02 p.m. on a warrant for Failure to Appear for a probation Review Hearing. Rothell was incarcerated in the Parish Jail and his bond set at $3500.00 dollars.


Brandy R. Foret 26 of 108 birch St. Raceland La., was arrested on 11-18-08 at 7:09 p.m. and charged with improper Lane Usage and DWI. Foret was arrested after Deputies conducted a traffic stop in the Amelia area. She was incarcerated in the Parish Jail and no bond has been set.


Tracey L. Harrington 30 of 6739 Thompson Rd. Sulphur La., was arrested on 11-18-08 at 10:13 p.m. on charges of Possession of Marijuana and Possession of Drug Paraphernalia. Harrington was arrested after Deputies conducted a traffic stop on the vehicle in which she was a passenger. Investigation revealed that Harrington had possession of drug paraphernalia and a small amount of Marijuana. Harrington was incarcerated in the Parish Jail and later released on a $3500.00 dollar bond.

NICHOLLS ISSUES RELEASE ON E-MAIL THREATS

SUSPECT CHARGED WITH SENDING THREATENING E-MAIL

The FBI arrested Dyron Hart, a 19-year-old African-American male, from Poplarville, Miss. Wednesday, Nov. 12, and charged him with sending threatening e-mails.

The arrest came after three Nicholls State University students reported receiving the threatening e-mail through their Facebook accounts.

“Yesterday’s arrest by the FBI and our federal response should serve as a powerful signal to all we serve that vile and threatening communications will not be tolerated and will be met with swift response,” said US Attorney Jim Letten.

According to the FBI affidavit, Hart admitted to sending the threatening message to people who were on his “friends” list using his Facebook Internet account. He admitted sending messages to students at Nicholls, Louisiana State University, University of Mississippi, University of Alabama, and to individuals near his Poplarville residence. His stated purpose for sending the messages (in part) was to create a reaction.”

University records show that Hart was enrolled at Nicholls for one semester – spring 2008.

Rob Bernardi, athletics director, said “Hart attempted to earn a walk-on spot on the football team. He practiced with the team from April 3 through April 19, but failed to meet NCAA clearing house qualifications, and therefore was never a member of the team.”

Hart faces a maximum term of imprisonment of five years, a fine of $250,000 and three years of supervised released. He was booked in the Stone County Jail in Mississippi and will go before the judge Thursday, Nov.13.

“I am pleased at how quickly this matter was resolved,” said Dr. Stephen Hulbert, Nicholls president. “Our university police department worked in complete cooperation with the FBI, Louisiana State Police, the Poplarville Mississippi Police Department and the Assistant US Attorney’s Office to resolve this matter as quickly as possible.”

Nicholls has requested the FBI assist the university by offering an Internet safety workshop for students during the spring 2009 semester.

Holly Ann Charpentier age 26 of 804 Magnolia Street Franklin, La. was arrested on 11-13-08 at 248pm on warrant for issuing worthless checks 3 counts. She was released on summons to appear in court.

Cody Brownlee age 20 of 153 Mars street Bayou Vista, La. was arrest on 13 Nov 2008 on charges of Cruelty of a Juvenile and Domestic abuse battery. This stems from the sheriff’s deputy being called to a complaint at a Berwick address and deputies learned that Cody had beaten a small child with a belt causing whelps. This resulted in the arrest of Cody on above charges. He was transported to the parish jail for processing and incarceration.

Kevin Lee Jones age 47 of 164 Pine street Morgan City, La was arrested on 13 Nov at 400pm on several charges, Stop Sign Violation, Turn Signal required, Improper display of plates, Possession of Crack Cocaine, Possession of Drug Paraphernalia 2nd, Possession of Firearm by convicted felon, Poss. of firearm in presence of controlled dangerous substance. This follows a traffic stop by deputies when Kevin ran a stop sign. He was transported to the parish jail for processing and incarceration.

Roger ray Campbell age 18 of 288 Easy street Franklin, La was arrested on 13 Nov at 750pm and charged with Simple Battery. The arrest stems from a shoplifting investigation at the Wal mart in Bayou Vista where Roger was caught ripping open a DVD movie. When employee from Wal Mart asked Roger about the incident Roger shoved the employee. Roger was arrested a short time later and transported to the parish jail for processing and incarceration.

Michael A. Lee age 35 of 288 Easy Street Franklin, La was arrested on 13 Nov at 1005pm on a probation warrant. The original charge was for Poss. of Marijuana, Driving Under suspension and open container. He was transported to the parish jail for processing and incarceration.

OLD FRANKLIN HOSPITAL SOLD

FRANKLIN – The St. Mary Parish Council stamped the final approval needed Wednesday to sell the former Franklin Foundation Hospital for $226,000.

Rukkus Properties, LLC will buy the property, which is situated northwest of Cynthia Street, northeast of Haifleigh Street, southeast of Hospital Avenue and southwest of King Street.

Hospital Board Chairman Marshall Guidry told the Parish Council that the board agreed to a 120 day “due diligence’ clause with the company, before the sale is finalized.

“Already, they are planning to lease areas of the building to addictive medicine and substance abuse treatment centers, I would imagine anything health related that they could make money with,” Guidry said. “They’re really playing their cards close to their vest, because they don’t want competition coming in to the area.”

No one from Rukkus Properties LLC was present during the parish council meeting.

However, Guidry’s comments sparked questions from Parish Councilmen Rev. Craig Matthews, and Charles “Butch” Middleton, who were concerned that the group could lease out parts of the former care center to labor crews.

But Hospital Attorney Russel Cremaldi said, “We have done the most we could in the sale to make this property restrictive, there will be no labor crews housed there.”

“However, I cannot assure that provision should Rukkus sell. Perhaps you need to begin working on zoning for that area, which would be in place to prevent labor crews or other similar businesses from locating there,” Cremaldi said.

Councilman David Hanagriff, whose district includes the former hospital site, said “We did all we could to protect the residents around the facility.

Guidry said that between utilities, maintenance and insurance, the old hospital cost the board $50,000 last year.

A new Franklin Foundation Hospital opened last year on Northwest Blvd in Franklin, at a cost of roughly $12 million, Parish President Paul Naquin said.

Already, Guidry said business is up 26 percent, admits are up nine percent, and patient days are at 23 percent, and growing.

“We had record revenues this summer, the best is yet to come for us,” he said.

Nathan Rios, age 20 of 418 Teche Rd Bayou Vista, La was arrested on 11-12-08 at 208pm on warrants for Domestic abuse Battery, Theft and Criminal damage to property. This stems from an incident on November 7, 2008 where Nathan is accused of beating on a female and taking her cell phone. Nathan was transported to the parish jail for processing and incarceration.

Mary Guillory, age 45 of 6157 Hwy 182 Gibson, La was arrested on 11-13-08 at 203am and charged with Driving while intoxicated, Careless Operation of a vehicle, Possession of Schedule iv narcotic and introduction of contraband into a prison facility. This stems from deputies finding a car in the ditch on Degravelle Rd and locating the driver behind the wheel trying to drive out the ditch. According to Sheriff David Naquin during the past 48HR period the Sheriff’s Office responded to 68 complaints over the past period and reports the following arrests:

Charlette Harris age 36 of 1208 Joseph street Morgan City, La was arrested on 10-10-08 at 413pm and charged with Aggravated Battery. This stems from an investigation by deputies of a dispute between two females while they were in Verdunville. The suspect, Charlette allegedly cut the other female on the hand and threw a bottle at the other female causing a swelling to the forehead. Victim was treated at Franklin Hospital and released. Charlette was transported to the parish jail for processing and incarceration.

George Thomas, age 46 of 116 Eleventh street Morgan City, La was arrested on 11-10-08 at 1032am and charged with Failure to appear Warrant for no Insurance, No License plate expired inspection sticker. He was transported to parish jail for processing and incarceration.

Lance Taylor, age 27 of 1713 Harry D street Patterson, La was arrested on 11-10-08 at 1230pm on charge of Armed Robbery. This was following an investigation of an armed robbery of Mikes Lounge in Amelia by using a gun in August 2008. Lance was transported to the parish jail for processing and incarceration. There were no injuries during the robbery.

Shayla Walker, age 19 of 521 Egle street Morgan City, La was arrested on 11-10-08 at 430pm and charged with theft. This follows an investigation of a theft complaint at Wal Mart in Bayou Vista in which Shayla was observed putting merchandise in her handbag. She was released on summons to appear in court on that charge.

Rose Charles Rubbins age 57 of 19845 Hwy 182 Jeanerette, La was arrested on 11-10-08 at 810pm on a warrant for Issuing Worthless Checks. She was released on summons to appear in court.

Tremain Elliot Vincent age 24 of Bayside Village Apartments, Berwick, La was arrested on 11-11-08 at 915am and charged with Turn signal required, Resisting and officer, Unauthorized use of a Moveable, Driving Under Suspension and two warrants for Failure to appear in court for charges of Possession of Cocaine and paraphernalia and Direct Contempt for speeding. The arrested stems from a report of stolen vehicle from the Patterson area and deputies observed said vehicle in the Amelia area and stopped the vehicle in which the suspect took off running and the chase ended when the suspect got stuck in a drainage ditch and was then brought into custody. He was transported to the parish jail for processing and incarceration.

Lucius Calvin Jr. age 40 of 304 Cleveland street Patterson, La was arrested on 11-11-08 at 1107am and charged with theft. This follows an investigation of a theft complaint at Wal Mart in Bayou Vista in which Lucius was observed taking merchandise from the store without paying for them. He was released on summons to appear in court on that charge.

Gabrieo Boulanger age 19 of Patterson, La. was arrested on 11-11-08 at 301pm and charged with Resisting and officer by flight, Suspended drivers license and a warrant for failure to appear on charges of Possession of Marijuana. The arrest stems from an investigation disturbance with possible gun involved on Village Lane in Amelia, La. When approaching the complaint deputies observed the suspect vehicle leaving the area and attempted to stop the vehicle but it did not stop until it got to Morgan City, La. When stopped the suspect was placed under arrest and transported to the parish jail for processing and incarceration.

Jamie Francois, age 17 of 621 Egle Street Morgan City, La was arrested on 11-11-08 at 437pm and charged with Theft. This follows an investigation of a theft complaint at Wal Mart in Bayou Vista in which Jamie was observed taking merchandise from the store without paying for them. She was released on summons to appear in court on that charge.

Jack Louis Bergeron age 28 of 101 Pluto street Bayou Vista, La. Was arrested on 11-11-08 at 858pm on warrant for Failure to appear on Probation Violation. He was transported to the parish jail for processing and incarceration.

Calvin Conley age 42 of 520 Corrine street New Iberia, La was arrested on 11-11-08 at 1001pm and charged with disturbing the Peace Intoxicated and for two counts failure to appear warrants for Disturbing the Peace. Calvin was in the Ashton area in the roadway and knocking on people’s doors. He was transported to parish jail for processing and incarceration.

Shooting Investigated

The Louisiana State Police is investigating an
officer involved shooting that occured in the
city limits of Morgan City on November 10 at about
8:34pm involving two MCPD officers. The officers,
whose names are being withheld at this time, have
been placed on administrative leave with pay per
departmental policy, pending the outcome of the
investigation. All information inquiries should be
made to Louisiana State Police.

However, KBZE/KFRA news has learned the
shooting involved the vehicular chase of a white
male from Bayou Vista. The chase entered
Lakeside subdivision in Morgan City, late Monday,
and then continued to Seventh Street in Morgan City,
where the subject was shot.

KBZE/KFRA news has also learned three
policemen were injured in the incident.

No further information was available as of
1:15 p.m. Tuesday, Nov 11.

The St. Mary Multi-Jurisdictional Drug Task Force, consisting of St. Mary Sheriff Dept., Morgan City Police Dept., Patterson Police Department Franklin Police Dept., Baldwin Police Dept., Berwick Police Dept., and Chitimacha Police Dept., report the following arrests:

Malcolm Smith 22 yoa of 1703 Fern St., Patterson and Robert Johnson 21 yoa of 1405 First St., Patterson were arrested on 11-6-2008 at 6:49 pm with Smith being charged with Improper Lane Usage, Possession of Marijuana 3rd and a warrant for failure to Appear on the charges of Aggravated Obstruction of a Highway, Possession of Marijuana 2nd, Reckless Operation, Speeding and No Drivers License and Johnson being charged with Possession of Marijuana 3rd. Agents of the Narcotics Task Force were patrolling the Morgan City area, when they conducted a traffic stop on Bowman St. Upon Agents making contact with Driver a strong odor of marijuana was emitting from the vehicle. Agents received consent to search and located marijuana in the console of the vehicle. Also during investigation $1535.00 in U.S. Currency was also located on Johnson’s person and seized. After investigation suspect’s were placed under arrest and booked into the parish jail with no bonds at this time.


According to Sheriff David Naquin during the last 24 hours the Sheriff’s Office responded to 33 complaints and reports the following arrests:

Brant Rock 34 yoa of 307 Onstead St., Morgan City was arrested on 11-6-2008 at 8:14 am on warrants for nine counts of Issuing Worthless Checks, Failure to Appear on the charge of Speeding and Failure to Appear on the charge of No Seat Belt. Deputy was patrolling Hwy 182 in the Amelia area, when he conducted a traffic stop. During investigation it was learned of warrants for suspect’s arrest. Suspect was placed under arrest and booked into the parish jail with a $2133.50 bond at this time.

Vinnie Austin Sr. 33 yoa of 376 Verdun Lane, Franklin was arrested on 11-6-2008 at 1:30 pm on a warrant for Simple Battery. Suspect turned himself into the Sheriff’s Office after learning of a warrant for his arrest. Suspect was placed under arrest and booked into the parish jail with a $500.00 bond and was later released.

On 11-6-2008 at 7:36 pm two Male Juveniles 14 yoa were arrested for Resisting an Officer and one was also charged with Disturbing the Peace. Agents were called to Grace St. and Joseph St. in reference to subjects selling illegal narcotics. Agents went to the area and located four suspects standing on the corner. Upon Agents approaching suspects they fled on foot with Agents giving chase. After a short foot pursuit two Juveniles suspects were apprehended and placed under arrest on above charges. Juveniles were processed and released to guardians pending juvenile court proceedings.

Brian K. Hoob 39 yoa and Sherry L. Call 35 yoa both of 406 Lagonda Lane, Bayou Vista were arrested on 11-7-2008 at 1:23 am with Hoob being charged with Failure to Signal, License Plate Light Required, Possession of Methamphetamine 2nd and Obstruction of Justice and Call being arrested on warrants for Failure to Appear on the charge of Possession of Meth and Failure to Appear on the charge of Careless Operation. Deputy was patrolling the Bayou Vista area, when he conducted a traffic stop on Lagonda Lane. During investigation driver was observed dropping an item to the ground. Deputy retrieved item and learned that it was Methamphetamine. Also during investigation it was learned of warrants for Call who was a passenger in the vehicle. After investigation both suspects were placed under arrest and booked into the parish jail with Hoob having no bond and Call having a $5268.50 bond at this time.

The St. Mary Multi-Jurisdictional Drug Task Force, consisting of St. Mary Sheriff Dept., Morgan City Police Dept., Patterson Police Department Franklin Police Dept., Baldwin Police Dept., Berwick Police Dept., and Chitimacha Police Dept., report the following arrests:

On 11-5-2008 at 6:31 pm a Juvenile Male 15 yoa was arrested for Misrepresentation of Controlled Dangerous Substance and Obstruction of Justice. Agents were patrolling Garber St. in Morgan City when they conducted an investigative stop on several subjects sitting on the side of the roadway. Upon Agents approaching suspects the above suspect was observed throwing a pill bottle to the ground. Agents recovered item and discovered several white rocks believed to be crack cocaine. After investigation juvenile was placed under arrest on above charges and released to guardian pending juvenile court proceedings.

Olton A. Wilson 46 yoa of 119 B Bernard St., Patterson was arrested on 11-5-2008 at 7:44 pm for Stop Sign Violation and Possession of Crack Cocaine. Agents were patrolling Lake Palourde By-pass Road in Amelia when they conducted a traffic stop. During investigation a search of suspect vehicle was conducted and suspected crack cocaine was located. After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.

Darren D. Fisher 24 yoa of 517 Lucy St., Patterson was arrested on 11-5-2008 at 9:41 pm for License Plate Light Required, Open Alcoholic Container, Possession of Marijuana, Possession of a Firearm in the Presence of CDS and a warrant for Failure to Appear on the charge of Speeding. Agents of the Narcotics Task Force were patrolling Fifth St. in Morgan City when they conducted a traffic stop. During investigation it was learned of a warrant for suspect’s arrest. Suspect was placed under arrest and a search of suspect vehicle was conducted with a small amount of marijuana and a gun being located in the vehicle along with open alcoholic container. Suspect was additionally charged and booked into the parish jail with no bond at this time.

Jessie Williams 41 yoa of 517 Terrebonne St., Morgan City was arrested on 11-6-2008 at 2:43 am for Resisting an Officer by Flight and Possession of Marijuana in a School Zone. Agents of the Narcotics Task Force were patrolling Federal Ave. in Morgan City when they attempted to conduct an investigative stop on suspect riding a bike. Suspect refused to stop and fled from Agents. After a short foot pursuit suspect was apprehended and Agents located a small amount of marijuana on his person. Suspect was placed under arrest and booked into the parish jail with no bond at this time.

Scotty A. Pellerin 28 yoa of 191 Verdunville Road, Franklin was arrested on a warrant for Simple Battery and Criminal Damage to Property. Suspect was located at Franklin High School, placed under arrest and booked into the parish jail with a $1000.00 bond and was later released.

Wesley Hetherwick 29 yoa of 1700 Barrow St., Apt. # 4, Amelia was arrested on 11-5-2008 at 2:33 pm on a warrant for Criminal Neglect of Family. Suspect was located in the Bayou Vista area, placed under arrest and booked into the parish jail with a $3429.97 bond at this time.

Gerald A. Hair 43 yoa of 3085 Hwy 70, Stephensville, La. was arrested on 11-5-2008 at 9:12 pm on a warrant for Issuing Worthless Checks. Agents were patrolling the Siracusaville area, when a traffic stop was conducted. During investigation it was learned of a warrant for suspect’s arrest. Suspect was placed under arrest and issued a summons to appear in court on 1-29-2009.

According to Sheriff David Naquin during the last 24 hours the Sheriff’s Office responded to 32 complaints and reports the following arrests:

Shawanda L. McBride 24 yoa of 101 T.J. Hatcherson Dr., Baldwin was arrested on 11-4-2008 at 12:03 pm on a warrant for Issuing Worthless Checks. Deputy was patrolling Hwy 182 in the Shadyside area, when he conducted a traffic stop. During investigation it was learned of a warrant for suspect’s arrest. Suspect was placed under arrest and issued a summons to appear in court on 1-29-2009.

Angelic M. Hines 24 yoa of 206 Vieux Orleans Apt A, Lafayette, La. was arrested on 11-4-2008 at 2:51 pm for Criminal Damage to Property, Remaining Where Forbidden, Resisting an Officer and Illegal Carrying of a Weapon. Deputy was called to Baldwin Police Department in reference to assisting with a disturbance. While Deputy was attempting to clear the parking lot suspect ignored Deputy’s commands and then threw rocks at a vehicle that was leaving. Suspect was placed under arrest and began to resist Deputy and had to be subdued. Suspect was booked into the parish jail with $8750.00 bond and was later released.

Terrell S. Evans 35 yoa of 375 Westside Blvd. Apt. 107, Houma, La. was arrested on 11-4-2008 at 11:30 pm for DWI 2nd, Crossing the Center Line and Driving Under Suspension. Deputy was patrolling Hwy 182 in the Bayou Vista area, when suspect vehicle was observed crossing the center line and a traffic stop was conducted. Upon making contact with suspect an odor of alcoholic beverage was observed upon his breath and person. After investigation suspect was placed under arrest and transported to the Berwick Police Department to run on the Intoxilyzer 5000. Suspect had a test result of .093g%. Suspect was booked into the parish jail with no bond at this time.

Gunfire At Shrimp Festival

Morgan City police are investigating a shooting that
occurred at the 73rd Annual Louisiana Shrimp and
Petroleum Festival last Saturday,
near the festival grounds at Lawrence Park.

MCPD Captain Glenn Blanco said officers patrolling
the area of Front and Greenwood Streets heard
gunfire near the areas of First and Front Street.

“When responding they were informed by witnesses
that there had been a fight in the area and someone
produced a gun and fired two
shots,” Blanco said.

A short time later, Teche Regional Medical Center
called the police department stating members of
their staff were treating someone in
the emergency room for a gunshot wound to the right arm.

The victim, whose injuries are not life threatening, is
a 28 year old male, whose name Blanco said is not being released
at this time.

“He observed a fight and then saw someone
in the crowd produce what appeared to be a
revolver. He heard two shots ring
out and noticed that he had been hit. The shooter
fled the scene,” Blanco
said.

The Morgan City police is asking help from
the public in identifying the
perpetrators. Anyone with information is asked
to contact the Morgan City Police
Detective Division at 985-380-4605.

There were 10 other arrests related to the Shrimp
and Petroleum, ranging from
disturbing the peace, to underage drinking.

Those charged include:

Eric McLemore, 20 of Morgan City, who was
arrested on Nov 2 at 11:17pm.
and charged with unlawful possession of alcohol
by someone under the age of 21, and
disturbing the peace while intoxicated.

James Dinicola, 17 of Morgan City, who was
arrested on Nov 11/01 at 11:17pm,
and charged with disturbing the peace intoxicated;
unlawful possession of Alcohol by
persons under 21; and Resisting an officer.

Robert Gros, 39 of Morgan City, who was arrested
on Nov 2 at 7:14pm, and
charged with three counts of simple battery,
resisting an officer, disturbing the peace intoxicated
and with simple battery on a police officer.

John Buck, Jr, 21 of Morgan City, who was
arrested on Nov 1 at 11:41pm,
and charged with disturbing the Peace intoxicated;
and three counts of simple Battery on a police officer.

The 73rd Annual Louisiana Shrimp and Petroleum Festival
was rescheduled to Oct 31, and Nov 1 and Nov 2, due to Hurricane Gustav.

St. Mary Parish Council

The St. Mary Parish Council is amidst a review of its 2009 fiscal year budget which calls for $33.9 million revenues and $35.6 million in expenditures.

Once the budget is approved, St. Mary government’s coffers will dwindle from a beginning balance of $19,592,168 to $17,856,802.

A feature of the 2009 budget is a five percent across the board pay raise for all parish employees, which Parish President Paul Naquin said, “…keeps with the council’s and administration’s desire to provide competitive wages with the private sector in order to maintain a trained, experienced work force.”

Naquin presented the budget to the Parish Council last month.

Projects featured in the 2009 budget include:

*An access road in Morgan City from Baker Hughes to the Port Road and in Berwick, the Thorguson/Berwick South Road from Hwy 90 to the River Road.

*Improvements at the Burns Point Boat Launch and Campground.

*Construction of the Jesse Fontenot Memorial Boat Launch in Berwick, and the Lawrence Michel Memorial Boat Launch in Morgan City, in the amounts of $393,600 and $326,700, respectively.

*Although approved in the summer of 2008, construction of the $250,000 pavilion and bathroom on the fifth hole of the Atchafalaya Golf Course at Idlewild in Patterson.

*$100,000 for other, unnamed recreation improvements at Kemper Williams Park.

The budget also continues to shed light on the parish’s jail overcrowding.

“It is anticipated that …housing parish pre-trial detainees will continue to be a major expense,” Naquin said, citing projected increases in reimbursements to the City of Morgan City, the City of Patterson, and the Town of Berwick for housing detainees in their respective jails.

The parish has also been housing prisoners in its former jail, located on the seventh floor of the courthouse, since 2007.

“Due to associated increases in medical expenses for prisoners, $163,881 is transferred in from the general fund to cover the projected expenses,” Naquin said.

And the budget sheds light on specific funds, some earmarked for special needs, and others with no purpose dedicated as of yet:

*A gaming fund balance from the Amelia Belle in the amount of $300,000, is stamped for special, emergency allocations.

*Grant payments from the Chitimacha Tribe (Cypress Bayou Casino) includes a fund balance of $122,451 for programs to combat compulsive gaming.

*The road construction and maintenance has a fund balance of $59,485.

*Wards 5 & 8 Sales Tax: This account reflects a fund balance of $452,874 which is available for budgeting within the taxing district.

*Wards 1,2,3,4,7 & 10 Sales Tax: This account reflects a fund balance of $200,351 and is available to be budgeted within the taxing district.

*Job Readiness Program Fund: This fund reflects a fund balance of $267,950 and is restricted for use within the program guidelines.

Projects not featured in the 2009 budget include parish and city road projects. “There are no funds available this year for the Capital Improvement Fund to help finance construction of parish and city road projects and other improvements,” Naquin said.

Also not included in the 2009 budget are funds for Phase I of the Victoria-Riverside Rd in Patterson.

The Parish Council will meet again on Nov 12, where further budget discussions are expected.

Gennesha S. Prince 18 yoa of 158 Moon St., Bayou Vista was arrested on 10-31-2008 at 2:05 pm for Theft over $500.00. Arrest stems from an investigation into an employee theft at Wal-mart in Bayou Vista. After investigation suspect was placed under arrest and booked into the parish jail with a $2500.00 bond and was later released.

Russell D. Allen 39 yoa of 145 Mercury St., Bayou Vista was arrested on 10-31-2008 at 6:50 pm on two warrants for Failure to Comply with Terms and Conditions of Drug Court. Suspect was located at his residence, placed under arrest and booked into the parish jail with a $200,000.00 bond at this time.

Ebony E. Jordan 23 yoa of 1351 Joseph St., Morgan City was arrested on 10-31-2008 at 7:51 pm on warrants for Issuing Worthless Checks and Failure to Appear on the charge of Failure to Use Seat Belt. Deputy was called to 300 Third St. in Morgan City in reference to a complaint. During investigation it was learned of warrants for above subject’s arrest. Suspect was placed under arrest and booked into the parish jail with a $350.00 bond and was later released.

David Williams 32 yoa of 163 Freetown Lane, Belle Rose, La. was arrested on 10-31-2008 at 9:29 pm for Possession of Drug Paraphernalia. Deputy was called to the Bayou Vista Truck Stop in reference to suspect causing a disturbance with a patron. While conducting investigation suspect was detained and placed in patrol unit. When removing suspect from unit to conduct investigation he was observed hiding drug paraphernalia in the seat of unit. Suspect was placed under arrest and booked into the parish jail with a $1500.00 bond at this time.

Brent J. Bridges 23 yoa of 132 Vaughn Lane, Verdunville was arrested on 11-1-2008 at 12:39 am for Theft of a Vehicle, Criminal Damage to Property, Failure to Report an Accident, Reckless Operation and Possession of Loritab. Deputy was called to 10822 Hwy 182 in reference to a single vehicle crash. Upon Deputy’s arrival it was learned from homeowner that suspect left the accident walking west on foot. Deputy located suspect and returned him to the scene. During investigation a loritab pill was located in the vehicle. After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.

Shelly B. Landry 24 yoa of 303 Wise St., Patterson was arrested on 11-1-2008 at 12:50 pm on warrants for Failure to Appear on the Charge of disturbing the Peace and Failure to Appear on the charge of Simple Battery. Deputy located suspect in the Bayou Vista area, placed her under arrest on warrants and booked her into the parish jail with a $4000.00 bond and was later released.

William A. McRae 22 yoa of 247 Rayne St., Morgan City was arrested on 11-1-2008 at 2:05 pm for Theft by Shoplifting. Deputy was called to Wal-mart in Bayou Vista in reference to a shoplifter. Upon Deputy’s arrival it was learned from store security that suspect was observed taking a DVD and concealing it on his person, value of item taken was $13.00. After investigation suspect was placed under arrest and booked into the parish jail with a $1000.00 bond and was later released.

Anthony Tillford 21 yoa of 21 yoa of 626 Maple St., Thibodeaux, La. was arrested on 11-2-2008 at 7:49 am for Illegal Discharge of a Firearm. Deputy was called to assist in the investigation of an accident, where it was learned of a suspect firing a gun at the scene. After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.

Amanda Boutwell 22 yoa of 224 North Verrett St., Amelia was arrested on 11-2-2008 at 10:02 am for Possession of Cocaine. Deputy was flagged down and advised of suspect vehicle purchasing illegal narcotics. Deputy conducted a traffic stop on suspect vehicle on Hwy 182 in the Siracusa area. During investigation a search of above suspect’s person a rock of crack cocaine was located on her person. After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.

Curtis J. Broussard 45 yoa of 668 Parish Road 131, Franklin was arrested on 11-2-2008 4:00 pm on a warrant for Simple Assault and Criminal Damage to Property. Deputy was patrolling parish Road 131 when, he conducted a traffic stop. During investigation it was learned of warrants for suspect’s arrest. Suspect was placed under arrest and booked into the parish jail with a $2000.00 bond and was later released.
