ST MARY SCHOOL BOARD

The St. Mary School Board learned Thursday, total sales tax collections are 9.4 percent above budget.

Board Accountant Alton Ray Perry told the board, collections year to date are $12.079 million. The board originally budgeted $11.898 million for the same time period.

In another fiscal matter, Perry said total school damages from Hurricanes Gustav and Ike stand at $1.5 million.

Perry said after insurance payments received, $75, 113.01, anticipated insurance payments at $552,877.94, and anticipated FEMA proceeds at $750,000, the board will be responsible for $197,122.06.

On another subject, the board adopted its 2009-2010 school calendar, which chops Spring Break holidays for students. The board agreed to designate only Good Friday 2010 on April 2 and Easter Monday 2010 on April 5, as Easter holidays, followed by a week off for Spring Break, April 26 through April 30.

St. Mary Asst Schools Superintendent Keith Thibodeaux said the move is to allow teachers to “maximize test preparation time.”

He explained that students will return to school on April 6, to prepare for State wide standardized iLEAP, LEAP and GEE tests, which in 2010, will be April 12 through April 16.

“We felt if students would have observed the traditional Spring Break holidays after Easter, their chances of achieving higher benchmarks on the standardized tests would be challenging for some,” Thibodeaux said.

In personnel matters, the board appointed new principals for three schools: Karl Bashay, Franklin Jr. High, Michael Payton, W.P. Foster Elementary, and Charlene Borne, Raintree Elementary.

The appointments of Bashay and Payton will be effective July 1, 2009. Also, Payton is the son of School Board member Ed Payton.

The appointment of Borne will be effective April 20, as the board prepares for the opening of the new Raintree School this fall.

With the opening of Raintree, four schools will be consolidated into one. This 2008-2009 is the last school year for Baldwin, G.W. Hamilton, Mary Hines and Thomas Gibbs elementary schools.

The new $14 million school will house kindergarten through fifth grade in the 72,000-square-foot, 34-classroom facility.Along with a 750-student capacity, Raintree will feature a cafetorium — cafeteria/auditorium hybrid — for school events, computer labs and a media room in the library.

Also in the wake of opening Raintree, the board voted to declare the four old elementary schools as surplus property, allowing the board to sell or lease them. “We have already had some informal inquiries about some of the properties,” Schools Superintendent Dr. Donald Aguillard said. “If we are able to sell the properties, they will be appraised and your interests will be guarded.”

Also in personnel matters, the board accepted the resignations of Kristi Nelson, a paraprofessional at Foster Elementary School and Justin Hunt, a custodian at Centerville High School.

BALDWIN TOWN COUNCIL

Town Aldermen here introduced an ordinance on bunkhouses Thursday, defining limitations and restrictions of housing work crews.

“We’re taking preventative measures,” Baldwin Mayor Wayne Breaux said. “We don’t have any problems with bunkhouses within the town, and we want to keep it that way.”

CORNER IS NEXT, BUT WHEN

FOUR CORNERS –The corner of U.S. Hwy 90 and La. Hwy 318 is slated next for an overpass, but when and where it will be located, is the question.

State Secretary of the Department of Transportation Dr. William D. Ankner delivered that message on last night to nearly a crowd of 250 at the West St Mary Civic Center, who gathered hoping to hear a target date for a project they assert will save lives. (Since 2004, the corner of 90 and 318 has been the scene of 100 automobile accidents, and last year, two fatalities, according to Louisiana State Troop I Public Information Officer David Anderson.)

“This project will take two and a half years to begin construction, not finish it. It’s not going to happen overnight, and it is coming later than what I want. Believe me, I am impatient, but I too have to follow a process, one that has been set in place by prior legislators,” Ankner said.
“But I do intend to get the rolling this year with an environmental analysis to study right of way and mitigation issues, etc. I don’t know what the cost is going to be, but I do know that you will be involved in many more meetings.”

Anker said that an overpass over U.S.Hwy 90 at La. Hwy 85 in Patoutville is the first project on tap this year, and it will be paid for with monies from the stimulus bill proposed by President Barack Obama.

Resident Marion Matthews questioned Ankner as to whether the state DOTD could use stimulus money to complete the Four Corners project.

“What we’re going to do is take state money previously set aside for the Hwy 85 project, and move it to the Four Corners project,” he said. “One of the stipulations in using the stimulus money is that we have to earmark it for projects that are ‘shovel ready’, meaning they’re ready to go. Hwy 85 is ready to go, and will be paid for 100 percent with stimulus money.”

Ronald Guillot, manager of St. Mary Sugars, asked where the overpass would be located – over 318 via 90 or over 90 via 318.
Ankner said that all three alternatives in a feasibility study suggest the overpass be located over 90 via 318, with an interchange exit from 90 to 318.

“That’s not safe,” Guillot said. “How can you expect cane trucks to cross over 90 and then come down off of that overpass pulling that kind of weight during harvest season?” he asked.

“Additionally, there are at least 40,000 vehicles that pass this corner at that time,” Guillot said.

Virginia Sutton, director of the West St. Mary Civic Center, also questioned how tractors would be able to cross over U.S. 90 using La 318, during grinding season.

“We haven’t written anything in stone yet,” Ankner said. “But cost is going to have a role in this, and it could be cheaper to build it one place rather than another.”

St. Mary Parish Councilman Rev. Craig Matthews, who represents the Four Corners area, told Ankner, “We deserve for real dollars to be invested in this project. This community has been left destitute since it was founded.”

State Rep. Sam Jones, who is a member of the state Highway and Transportation Committee, assured the audience the project is on the DOTD agenda. “When it’s finished, there will be 40 miles of controlled highway between Patoutville and here,” he said. “This will be handled with expediency on our end within the committee.”

Ankner invited the audience to monitor the state DOTD website at http://www.dotd.louisiana.gov/, for future updates and notices.

HELP IS HERE TOUR BUS

FRANKLIN – Uninsured and financially struggling St. Mary and Iberia Parish residents
can learn how to get free or nearly free prescription medicine on Thursday March 5, from 2 to 3 p.m., at Teche Action Clinic on Weber Street.

The opportunity is through a nationwide effort sponsored by America’s pharmaceutical research companies, called the Partnership for Prescription Assistance, which uses a bus tour called the “Help is Here Express,” to inform persons who face layoffs or a loss of health care benefits, according to spokesman Jeff Trewhitt.

Additionally, persons who visit the bus can also learn about new medicines that fight chronic diseases such as cancer, heart disease, diabetes and asthma.

The bus will be onside in Franklin, at the Teche Action Clinic, 1111 Weber Street.

“To date, the PPA has helped more than 5 million patients, including more than 128,000 Louisianans. Since its launch in April 2005, the PPA bus tour has visited all 50 states and more than 2,500 cities to raise awareness about patient assistance programs,” Trewhitt said.

The “Help is Here Express” is staffed by trained specialists able to quickly help uninsured patients of all ages access information on more than 475 patient assistance programs, including nearly 200 programs offered by pharmaceutical companies.

When the “Help is Here Express” moves on, patients can visit the easy-to-use web site, www.pparx.org or they can call the toll-free phone number (1-888-4PPA-NOW) where trained operators field calls in other languages, including Spanish.

“At a time when national unemployment is the highest in almost two decades, the PPA has become an important lifeline for a growing number of patients,” Trewhitt said.
“Millions of Americans have been added to the jobless rolls over the last several months and there could be a sharp increase in the number of our citizens losing health care benefits.’’ .”
