ST MARY PARISH COUNCIL 6/23

BREAKING NEWS:

The St. Mary Parish Council put the City of Baldwin
on hold for a request to finish paying off a new fire
engine.

The Council also postponed a reintroduction of
charter changes.

And they passed a resolution in support of the
Shrimp & Petroleum Festival, in the wake of a
travel blog and its reporter, who is slamming
the festival's organizers for continuing to hold
this year's event, in light of the oil spill and its
affect on shrimpers.

Baldwin Mayor Wayne Breaux asked the council
for $200,000 to complete the purchase of a new
fire engine for the town.

Breaux, not a frequent visitor to the council, said
he had exhausted the town's money for the firetruck,
on the recently completed Baldwin Civic Center, which is open
for parishwide use.

Councilmen Albert Foulcard, Kevin Voisin and Gary
Duhon recommened the matter to the council's finance
committee, which will meet next month.

In another matter, Duhon asked that his request to
reintroduce two ordinancs that would call for charter
changes, to be postponed until the oil rig moratorium
is finally decided.

Duhon wants to reintroduce two of the four charter
change proposals the council nixed earlier this month,
one to give the parish president job a raise
and the other, to give the parish council raises.

And in other action, the council passed a resolution of
support of the La. Shrimp and Petroleum Festival.

The resolution comes in the wake of a travel blog called
travel babel, and its reporter, Claire Walter.

On the site, whose link is available on the kbze blog,
http://travel-babel.blogspot.com/2010/06/louisiana-shrimp-and-petroleum-festival.html,
Walter says that the festival has
been going on for three-quarters of a century, and the good folks of Morgan City,
seemingly equally proud of their Cajun tradition and their stinkin' oil industry,
don't seem to be willing to let the greatest man-made environmental catastrophe in American history stop a good party -- or even drop the "Petroleum" part.
She even asks if the king and queen are going to wear black this year.
Furthermore, she can't believe the event is even still on-going, five years and a few
days after Hurricane Katrina, the epic natural disaster that still haunts the nation.

facing two counts of attempted 1st degree murder.

Around 2pm, Coleman said officers received a call about
a stabbing on Engeron Street.

As officers responded to the residence, officers found
a 78 year old male victim and a 72 year old female victim
suffering from multiple stab wounds to their upper torso area.

Officers also located a male subject, who they later identified
as 49 year old Harlan Becnel, who was standing outside
the residence in the back yard

As the investigation continued, officers learned that Harlan got
into a fight inside the residence, and stabbed the man

ST MARY PARISH COUNCIL 6/10

BREAKING NEWS:

Due to the lack of a 2/3 vote, 3 proposed changes to the
St. Mary Parish Charter have been scratched, well,
as least for now.

The St. Mary Parish Council met last night in Franklin,
and voted 7 to 3 to 1, in a favor of two of the changes, which
called for a pay raises and term limits for the council
and for the parish president.

But due to the lack of a 2/3 vote, 8 members
of the council would have had to vote for the
measures, in order for them to pass.

There were 3 measures in all, one calling for term limits
on the parish council, one calling for pay raises for the parish
council, and another calling for a pay raise for the
parish president.

Councilman Glen Hidalgo of Bayou Vista, sponsored all
3 of the measures.

When he introduced the first one, which called for
term limits on the parish council, it did not have
a second by any other councilman, so it failed automatically.

Councilmen Albert Foulcard of Franklin, Chuck
Walters of Amelia and Kevin Voisin of Morgan
City, were against giving the parish council
and the parish pay raises.

And Councilmen Gary Duhon of Morgan City,
Butch Middleton of Franklin, Craig Matthews of
Four Corners, Glen Hidalgo of Bayou Vista, Steve
Bierhorst of Patterson, David Hannigriff of
Centerville, and Ken Singleton of Patterson, all
voted for the pay raises for the council and for
the parish president.

Councilman Logan Fromenthal of Morgan City
was absent from the meeting, and therefore,
could not make a decision on any of the proposed
measures.

If the council would have passed the recommendations
for pay raises at last night's meeting,
voter's would have had the final say in
whether or not they would have been approved,
this fall, during the congressional elections.

RIG SHUT DOWN OVER IN 30 DAYS?

Both State Senator Butch Gautreaux and State Representative Sam Jones believe President Obama’s moratorium placing a halt to deepwater offshore exploration drilling for the next six months, will be concluded within 30 days.

Gautreaux and Jones, both Democrats, believe the six month shut down was a number picked by U.S. Secretary of the Interior Ken Salazar, and suggested to President Obama, to give the Interior Department enough time to decide what regulatory changes are necessary for offshore oil prospecting.

Gautreaux said he is for “safe drilling” and that he understands President Obama’s concerns.

“But I don’t think six months are necessary, if the federal government has its resources together,” Gautreaux said. “As soon as they start inspections, I think they could be wrapped up in a matter of weeks.”

On April 20, the Deepwater Horizon rig exploded while working for BP. The incident killed 11 people and unleashed a catastrophic oil spill. President Obama imposed the shut down last week.

“We don’t need to lose more lives because we need to take care of the economics of the oil industry,” Gautreaux said. “We need to be respective of the lives lost, the families who have lost loved ones, and at the same time, the lives living aboard and working on these rigs, and their families who live without their loved ones 14 days more or less, out of every month.”
The senator stressed that he wants to see people, “back at work as soon as possible,” but conversely, the inspections should not be done, “recklessly.”

Gautreaux also pointed out that President Obama and others on the federal level, as well as legislators in Louisiana, fear there is an uncertain relationship that many consider to be “cozy” between the Mineral Management Service and the oil industry. “We don’t know what the MMS has been overlooking, especially in the wake of all of the allegations and accusations that are out there,” he said.

According to its website at http://www.mms.gov/, the Minerals Management Service is a bureau in the U.S. Department of the Interior, and is the federal agency that manages the nation's natural gas, oil and other mineral resources on the outer continental shelf. The agency also collects, accounts for and disburses an average of $13.7 billion per year in revenues from federal offshore mineral leases, and from onshore mineral leases on federal and American Indian lands.

The New York Times, in 2008, reported in an article that the MSS agency has been , “caught up in a wide-ranging ethics scandal, including allegations of financial self-dealing, accepting gifts from energy companies, cocaine use and sexual misconduct.”

Of MMS, Sam Jones said “Exactly my point. The mismanagement in this agency could even go back to President Clinton’s term, even to the first Bush. Let’s call this possible negligence what it is, and not blame it all on this presidency,” he said.

However, Jones said he is “100 percent against the shut down.”

“This is going to hammer our economy. It’s going to be a doubly whammy from what we get from the oil spill,” he said. “You cannot stigmatize an industry by one terrific and terrible event. There are a lot of operators out there who follow the rules and did not and will not have this happen to them.”

Jones believes that when the investigation is completed, all fingers will point to MMS.
“And when they finish cleaning out that rat’s nest, there will be a lot of people going to jail.”

Jones said the shut down or moratorium is just a process of management that could last up to 45 days, “but frankly, I don’t see it lasting past a month. This is overkill by Salazar.”

“In this season, with the recession, our fishermen whose livelihoods are affected because of the oil spill, it’s a blessing that we’re able to provide this opportunity to any child,” Franklin said.

ST MARY STATE LEADERS FEAR OIL DURING HURRICANE SEASON

St. Mary Parish’s state leaders say the area is in harm’s way for a possible oil shower should a hurricane come this way, if things don’t get cleaned up and quick.

Senator Butch Gautreaux (D-Morgan City) blasts Republican Gov. Bobby Jindal for not quickly distributing $40 million in grants from BP, $25 million of which is reserved for clean up and another $15 million for tourism.

Gautreaux said if the oil is still present in the gulf at what has traditionally been St. Mary Parish’s target season for hurricanes – late August through mid September, the area could be in harm’s way, should a hurricane turn anywhere in the tri-parish area’s direction.

"Why is the governor holding onto that money? We need to know!" Gautreaux said. "It's incouragable that he is not spending this money," Gautreaux said.

State Rep. Sam Jones (D-Franklin) said Jindal has so far, spent $3 of the $25 million BP has awarded the state.

Jones, who also is wondering why such there is such a tight grip on the grant money, said one way St. Mary Parish can beef up its protection from the oil, for hurricane season, is to get all of the boom it needs to protect the coast.

“What concerns me is this oil. If it gets into the Atchafalaya Bay or the Vermillion Bay, the way of life as we know it will disappear,” Jones said. “Our estuaries will be destroyed.”

Furthermore, he said, “We could get a shower we all don’t want if the oil is in the gulf, and if we’re faced with a weather monster, also in the gulf, who knows what’s going to happen?”
