St. Mary Parish would like to report the following information concerning Hurricane Gustav/Ike Recovery efforts.

Electricity has been restored to 95% of St. Mary residents.

All St. Mary Parish schools will be open Monday September 15,
2008.

Disaster Relief Centers will re-open Monday September 15, 2008, at 8:00 AM. There are three locations for residents to apply for the disaster Emergency Food Stamp Program and the Corps of Engineers “Blue Roof Program”. The three locations are the Sacred Heart Catholic Church Hall and Cafeteria at 318 Third St. Morgan City; Franklin City Park Recreation Center at the corner of Gum St. and Hospital Avenue in Franklin, and the West St. Mary Civic Center at 1472 Hwy 318 in Sorrell. Those persons who are already receiving Food Stamp Assistance do not need to re-apply for the Emergency Food Stamp Program.

St. Mary Parish opened up one POD location at the Amelia Recreation Center at 1109 Lake Palourde By-Pass Road. Residents of the Amelia area can pick up food/bottled water at
that location between 8:00 AM and 6:00 PM.

Several roads have been closed because of flooding but could
Be opened by Monday as flood water are receeding. Those roads and highways are LA-318 at its intersection with LA-83,
LA-317 and Hwy 90 between the Garden City and Centerville
Exits. Those could be opened for Monday morning.

Debris Cleanup Operations are underway throughout the Parish.

The DEBRIS REMOVAL PROGRAM for Assumption Parish will begin on Monday, Sept. 15, 2008. The STATE will be in charge of collecting all construction debris from STATE HIGHWAYS. The PARISH will be in charge of collections on all PARISH ROADS. Please place all of your debris within the state and/or parish right of way so that it can be reached with a grabber. Contractors WILL NOT go onto private property to collect debris.

Flooding in West St Mary

The lack of a flood gate to keep away rising tides from the Gulf of Mexico, caused more than 1,000 homes in St. Mary Parish from Franklin through Garden City to the east, to take in water from Hurricane Ike’s rip along the St. Mary Parish Coast Saturday afternoon.

Franklin Mayor Raymond Harris said efforts to build a 6ft levee along the Franklin Canal in order to protect residents who live to the east of Willow Street, failed, sending water to east of the canal. However, loop holes in the levee sent water west of the canal, into the Pecan Acres area of Franklin.

Senator Mary Landrieu, who along with State Rep. Sam Jones, witnessed the scene at the Franklin Canal, on an overpass high above the area.

“This is proof that coastal restoration isn’t just about saving our marshes, but about saving homes and property,” Landrieu said. “Now that Ike has hit the Texas coast, maybe the nation will realize that there are disasters happening right here in America that our homeland security need to focus on. This isn’t just the Gulf Coast, it’s America’s Energy Coast.”

Jones however, doesn’t understand why Franklin city leaders haven’t begun the process of getting a flood gate at the base of the canal, near Vermillion Bay. The State Rep, who is also a longtime former Mayor of Franklin, and most recently Director of Rural Programs for former Gov. Kathleen Blanco, said the issue should have been addressed immediately after Hurricane Rita, which shined the “first spotlight” on the problem.

Jones said when he was working for Blanco, he worked together with former State Rep. Jack Smith, to assist in the city obtaining funds for protection along with Franklin Canal.
“We got the city $600,000 so that they could begin addressing this problem,” Jones said.

Also, Jones said the City Council held a public hearing on the matter earlier this year, but “…nothing has come afterwards.”

Harris said he “does not have time to sit and wait for a study.”

“At that public hearing, I along with the Council, decided it would be more prudent to build a permanent levee around the canal, because after all, $600,000 isn’t enough money to build a flood gate,” the Franklin mayor said.

“Trust me, I’m all for a flood gate, but that isn’t going to quickly answer the needs of people right now,” he said.

“So moving forward with plans to build a permanent levee required us to obtain signatures from property owners, in order to do engineering surveys of the area. We just got the final signature, to begin the surveys two weeks before Hurricane Gustav, as there were more than 15 property owners involved,” Harris said.

“But with the onslaught of Hurricane Ike, I had to take matters into my own hands to make every attempt possible to save people’s property,” he said.

“I just don’t have time to play politics like other politicians,” he said.

Harris said he built the 6ft levee for $80,000 in materials, and this was with the city’s own funds, and not money earmarked previously from the Blanco campaign.

St. Mary Parish Director of Homeland Security Duval Arthur said a similar problem exists along the Hanson Canal, which veers east of the Franklin Canal. Arthur, on the job since 2006, said he has since found a levee once existed at the base of the Hanson Canal, but is no longer there.

“Our lack of protection along the Hanson Canal has caused flooding as far east as Garden City, as well as along Bayou Teche, where water has entered the Eastwood area in Franklin,” Arthur said.

“This area needs to be placed on a top priority concern list when it comes to protection from the Gulf of Mexico which is less than five miles from Vermillion Bay, which has got slammed from high tides, beginning with Hurricane Lilly in my opinion,” Arthur said.

“I admire the valiant effort by Mayor Harris, but unfortunately, it just wasn’t enough,” he said.

The St. Mary Multi-Jurisdictional Drug Task Force, consisting of St. Mary Sheriff Dept., Morgan City Police Dept., Patterson Police Department Franklin Police Dept., Baldwin Police Dept., Berwick Police Dept., and Chitimacha Police Dept., report the following arrests:

David Marks 53 yoa of 546 Pellerin St., Jeanerette was arrested on 9-8-2008 at 1:54 pm for Possession of Drug Paraphernalia. Agents of the Narcotics Task Force were patrolling Fortier Lane when they conducted an investigative stop. Upon Deputy approaching suspect he was observed throwing an item under the vehicle. Agent retrieved a cig pack which contained a crack pipe. After investigation suspect was placed under arrest and issued a summons to appear in court on 12-4-2008.

Jules Druilhet 34 yoa of 140 Bodin Road, Ashton was arrested on 9-8-2008 at 3:00 pm for Possession of Marijuana. Agents were patrolling Richard St. in Baldwin when they conducted an investigative stop on two vehicles and several subjects in the roadway. During investigation above suspect was observed throwing a plastic bag into the ditch. Agent retrieved a bag of marijuana and after investigation suspect was placed under arrest and issued a summons to appear in court on 12-4-2008.

According to Sheriff David Naquin during the last 24 hours the Sheriff’s Office responded to 31 complaints and reports the following arrests:

Dang Phi Nguyen 39 yoa of 1309 Arbor Circle, Bayou Vista was arrested on 9-8-2008 at 10:08 pm for Simple Assault. Deputy was called to above location in reference a disturbance. Upon Deputy’s arrival complainants advised that suspect was causing a disturbance and making threats. After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.

Randy Tisdale 24 yoa of 1403 Lake Palourde Road, Amelia was arrested on 9-9-2008 at 12:59 pm for Domestic Abuse Battery. Deputy was called to above location in reference to a disturbance. Upon Deputy’s arrival it was learned from victim that she and suspect were arguing when suspect committed a battery upon her. After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.

nicholls update

Power was restored to La Maison du Bayou Apartments and residence halls B and C at Nicholls State University Monday evening. Residents in these buildings may return to campus immediately. Power was restored to all other university offices and buildings last Friday.

All university offices reopened on Monday, and classes are scheduled to resume on Wednesday, Sept. 10. Faculty members will be available to assist students between the hours of 8 a.m. and 4:30 p.m. until classes resume. Students can also contact their instructors through Blackboard, e-mail or by telephone.

Students who are currently in residence at Nicholls and local commuters have full access to the following university services:

Computer and internet access in Ellender Computer Lab, located in Room 125 Ellender Memorial Library, from7:30 a.m. to 4:30 p.m. Tuesday, Sept. 9. Ellender, Cenac and Ayo computer labs are scheduled to open Wednesday, Sept. 10.
Galliano Dining Hall will be open Tuesday, Sept. 9, from 7 to 9 a.m. for breakfast, 11 a.m. to 1 p.m. for lunch and 4:30 to 6:30 p.m. for dinner. Meal plans will be honored. All food service operations, including the Student Union food court, Subconnection, C-Store and Café à la Cart, will resume normal hours of operation beginning Wednesday, Sept. 10.
The University Counseling Center is prepared to assist students or employees who need help coping with the emotional trauma of a crisis. The services are free and available to all current Nicholls students and employees. nicholls update

Nicholls State University will resume classes on Wednesday, Sept. 10.

The power on campus has been restored, with the exception of residence halls B and C and La Maison du Bayou Apartments. Entergy is working diligently to have power to these building restored as soon as possible.

Once power is restored to these buildings, residents will be notified and a time and date will be scheduled for these students to return to campus. Out-of-state and international students who were housed at Louisiana Tech University will be moved back to the Nicholls campus on Saturday, Sept. 6.

Residents of Scholars Hall, Ellender Hall, North and South Babington halls and Calecas Hall can return to campus at 4 p.m. Saturday, Sept. 6.

All university offices will open at 8 a.m. on Monday, Sept. 8, and all personnel are to report to work. Faculty must be available to students during normal university hours of operation beginning Monday.

In the meantime, faculty members are asked to begin immediately to update and develop coursework on Blackboard and communicate with their respective students.

Faculty who need assistance with Blackboard can report to rooms 101 and 102 Betsy Cheramie Ayo Hall beginning Monday, Sept. 8, between the hours of 8 a.m. and 4 p.m.

Students who cannot return to class due to hardship should contact their instructors through Blackboard, e-mail or by telephone.

“The university is committed to aggressively work with students who may be unable to return to class for an extended period of time,” Nicholls President Stephen Hulbert said. “We will make every resource available to students who were adversely affected and who need special assistance to resume their coursework.”

ST JAMES UPDATE

The St. James Parish Office of Emergency Preparedness along with the St. James Parish Sheriff’s Office is announcing effective 6:00 a.m. on Monday, September 8, 2008 the alcohol ban and curfew will be lifted.

Also, a Right of Entry Collection Center has been set-up by the Corps of Engineers for the Blue Roof Program at the North Vacherie Volunteer Fire Department on Hwy. 18. It will be open from 9:00 a.m.-5:00 p.m.

Finally, two point of distribution sites (PODS) are set up to distribute MREs, ice and water. Romeville Elementary in Convent will be the location on the east bank. Welcome Park in St. James will be the location on the west bank. Additionally, residents wishing to apply for the Blue Roof Program, a Right of Entry Collection Center has been set-up by the Corps of Engineers at the North Vacherie Volunteer Fire Department on Hwy. 18 beginning immediately until 8:00 p.m.

ASSUMPTION UPDATE

The Assumption Parish Office of Homeland Security and Emergency Preparedness has coordinated with the Army Corps of Engineers to administer the Corps of Engineers “BLUE ROOF PROGRAM”. They will be located in the Police Jury Administrative Office located at 4813 Highway 1 in Napoleonville.

Program requirements are as follows:

Damage sustained to the roof of your primary residence
Residential homes only, NO BUSINESSES
No asbestos roofs are applicable
No slate roofs are applicable
No ceramic roofs are applicable
Case by case assessment by the Corps of Engineers
If approved, actual roof fitting done by Corps of Engineers

Applications must be completed at the Assumption Parish Police Jury Administrative Office located at 4813 Highway 1 in Napoleonville. Hours of operation are from 8:00 a.m. until 6:00 p.m.

A FEMA REPRESENTATIVE will be present on a day to day basis at the Napoleonville Middle School in Napoleonville. The representative will be available to register residents for individual assistance from 9:30 a.m. until 6:00 p.m.

Baton Rouge (September 7, 2008) – Leonard J. Chabert Medical Center (LJCMC) will open a primary care clinic Monday, September 8, 2008, on the main campus of the medical center at 1978 Industrial Boulevard, in Houma, La.

The walk-in clinic will offer basic primary care services and will be open seven days a week from 7:00 a.m. to 7:00 p.m.

LJCMC will offer this health care service to area residents while it continues its recovery efforts, repairing damage to its facility from Hurricane Gustav

ASSUMPTION PARISH UPDATE

Assumption Parish has issued a No Burn Policy. This will mean that residents will not be allowed to have open fires of any type including burning of trash or any debris until further notice.

It has been confirmed that Assumption Parish will be out of electrical service for at least 4-6 weeks. The main transmission and trunk lines from Napoleonville to Raceland have been destroyed and must be totally reconstructed. In addition, there are several poles and lines down along the roadside throughout the parish that must be repaired and/or replaced. Currently, there are no issues with the gas lines and water service throughout the parish. The gas and water WILL NOT be turned off.

We have been informed that the following facilities are partially up and running with generator service attempting to provide basic essentials to our residents:

All Assumption Parish Parochial and Public Schools will be closed until further notice. School will not start until power is fully restored throughout the parish.

MORE LAFOURCHE UPDATES

SHELTER INFO: Lafourche Parish has opened two shelters as Refuges of Last Resort for residents who are coming back to find their homes uninhabitable and have no where else to go. Those two site locations are the Larose Civic Center and Thibodaux High School. The American Red Cross is in the area and is assisting at our shelters. Anyone needing information on shelters open outside of Lafourche Parish should call 1-800-RED-CROSS (or 1-800-733-2767).

ELECTRICITY: Power is still out throughout all of Lafourche Parish. Entergy is working to restore power as quickly as possible with crews from all over the country. Entergy officials estimate that some areas of the parish could have power restored very shortly, but others could take as long as 4 to 6 weeks.

WATER/GAS: Lafourche Parish Water District #1 is still advising residents to boil their water for one full minute before use only as a precaution. South Coast Gas, which provides natural gas services to many Lafourche residents, is reporting that there are NO problems with their service.

PHONE SERVICE: Latelco customers do not have telephone service at this time, but technicians are working to bring up telephone services as soon as possible. In the AT&T service area, if you are without your individual telephone service, you should call 1-800-861-0499. Wireless phone reception seems to now be working on most providers’ networks.


911 SERVICE: 911 Service is operational in the areas that have telephone service. In the Latelco service area, 911 calls can only be made from a wireless phone. All 911 calls made from a telephone in the Latelco area are being rerouted to Lafourche Parish Fire Protection District #3. PLEASE DO NOT DIAL 911 FOR NON-EMERGENCY CALLS.

DEBRIS: Laforuche Parish Government is asking residents to keep trash and debris separated as much as possible. Furthermore, debris should be placed at the curb, divided into separate piles including: metal; clean wood and tree debris; white goods/household appliances; batteries, chemicals and other potentially hazardous items. Loose debris should be boxed, bundled and containerized as much as possible. Please keep debris out of roadside ditches to avoid blocking drainage. DO NOT BURN DEBRIS PILES. There is a Burn Ban in Lafourche Parish until further notice.

UPDATE ON ST JAMES PARISH

The St. James Parish Office of Emergency Preparedness along with the St. James Parish Sheriff’s Office is announcing that ice distribution points are at the Grand Point Grand in Grand Point for the East Bank.

The location for the West Bank has changed to the West Bank Reception Hall in Vacherie.
There will be only one bag per adult, on a first come first serve basis. Lutcher High School will open as a shelter today at 12:00 noon for residents needing shelter.

ICE is available at Taylor’s Express in Gramercy, Grand Point Grand in Grand Point and The Jubilee in Vacherie. There will be only one bag per adult, on a first come first serve basis.

There is a limited amount of stores open with gasoline.

The collection sites in Gramercy and Vacherie will open today until collection bins are filled.

A curfew is in effect from 6:00 p.m.-6:00 a.m. until further notice. An alcohol ban is also currently in effect.

4th Distribution Site Added in Lockport

Lafourche Parish Office of Emergency Preparedness has announced the opening of another Distribution Site in Lafourche Parish at the Holy Savior Catholic Church parking lot in Lockport. This site will have ice, water, blue tarps and M.R.E.’s. This is the fourth site set up by Lafourche Parish today including these sites:

¨ Thibodaux High School football stadium parking lot (on Tiger Drive in Thibodaux)
¨ Raceland Recreation Center (241 Recreation Drive in Raceland)
¨ Galliano Wal-Mart (on Hwy 3235 in Galliano)

As of 2:30 P.M., the Thibodaux site had ice, water and blue tarps with M.R.E.’s on the way. The Raceland site had M.R.E.’s and ice left. The Galliano site had M.R.E.’s, ice and blue tarps. Lafourche Parish OEP is directing supply trucks as they arrive to evenly distribute supplies and try to keep these sites as stocked as possible.

UPDATE ON NICHOLLS STATE

Nicholls State University has sustained roof damage to several buildings including Ellender Memorial Library, Polk Hall and North and South Babington halls.However, the university is ready to resume normal operations but cannot due to the loss of power.

Entergy has provided no definitive information regarding when power will be restored. Once the university is notified when power will be restored faculty, staff and students will be contacted as to when the campus will reopen and classes will resume.

In the meantime, faculty members are asked to begin immediately to update and develop coursework on Blackboard and communicate with their respective students.

Faculty who need assistance or computer access to Blackboard can report to rooms 101 and 102 Betsy Cheramie Ayo Hall beginning Monday, Sept. 8, between the hours of 8 a.m. and 4 p.m.

UPDATE ON LOUISIANA HOSPITALS

LSU Hospitals Are Open
The following hospitals of the LSU Health Care Services Division are open:

Leonard J. Chabert Hospital in Houma has suspended services while damage assessment and repairs continue. Repairs to the roof and elevators are underway as well as efforts to secure temporary power.

Dr. Walter O. Moss Regional Medical Center in Lake Charles is fully operational. The facility never lost power due to Hurricane Gustav and has no damage. All outpatient clinics, inpatient areas, the emergency department and pharmacy are open for patients.

University Medical Center in Lafayette is open, including its emergency department and 62 medical/surgical beds of which 6 are detox. An additional 7 detox beds will open tomorrow, Friday, September 5, 2008, bringing the unit to full capacity. Nine ICU beds and 10 NICU beds are open.

All UMC ancillary and support services are open. Tomorrow, Friday, September 5, 2008, outpatient clinics and elective surgery will open.

Bogalusa Medical Center in Bogalusa is open, including the emergency department, surgery, clinics, and all outpatient services. To schedule a clinic appointment, call (985) 730-6700. The Outpatient Medication Assistance Program Pharmacy, at 433 Memphis Street, (985) 730-7216, is also open.

Lallie Kemp Regional Medical Center in Independence is open for outpatient and inpatient care, including inpatient only dialysis, and emergency department services.
The following are open 8:00 a.m. to 6:00 p.m., Monday through Friday: the Family Medicine Clinics (both old and new), Pediatric Clinic, Medicine Clinic, Shot Clinic, Surgery Clinic, and Gynecology Clinic. Full Radiology Services (ultrasound, x-ray, mammography, CT, nuclear medicine) are available Sunday through Saturday. The Medication Procurement Program is open Monday through Friday 8:00 a.m. to 4:30 p.m.

The following are open on the days and at the times as indicated: Hep C Clinic, Thursday, 8:00 a.m. to 6:00 p.m.; HIV Clinic, Monday and Tuesday, 8:00 a.m. to 6:00 p.m.; Cardiology Clinic, Tuesday and Wednesday, 8:00 a.m. to 4:30 p.m.; and Hypertension Clinic for blood pressure rechecks only, Monday, Wednesday, and Thursday, 8:00 a.m. to 12:00 p.m.
The Urology Clinic, Tuesday and Thursday, 8:00 a.m. to 6:00 p.m.; Geriatrics Clinic, Friday, 8:00 a.m. to 6:00 p.m.; Oncology Clinic, Monday, Thursday and Friday, 8:00 a.m. to 6:00 p.m.; and Wound Care, Monday through Thursday, 8:00 a.m. to 6:00 p.m.
Elective surgeries are underway on a case-by-case basis

Interim LSU Public Hospital in New Orleans has all capabilities, including its trauma center and emergency department, ICU, and acute beds, but excluding nuclear medicine and PET.
The hospital maintained full power throughout the storm and in the aftermath received over 30 patients in transfer from sister public institutions and private institutions in Baton Rouge that were partially or fully evacuated due to loss of power The transfers included ICU, medical/surgical, high-risk OB, and eight mothers with well babies.

Fresenius has reopened outpatient dialysis units at its Metairie, Ochsner, and Westbank locations today.

Clinics at the Lord & Taylor site as well as the Interim LSU Public Hospital outpatient pharmacy at this site will resume services for LSU patients on Monday September 8, 2008.
The detox unit will begin admitting patients Monday, September 8, 2008. Behavioral health patients at the DePaul site who evacuated to Central Hospital in Pineville will return today.
Shuttle service has resumed with stops at Lord and Taylor, Interim LSU Public Hospital, Entergy garage, blue lot and the Butterworth Building on request until Monday, September 8, 2008, when regular shuttle service will resume. The hospital is in good shape with capacity with ICU and acute beds and can meet the health care needs of the metro New Orleans area as its population returns.

Earl K. Long Medical Center in Baton Rouge is now on emergency power and is undergoing efforts to restore full power in the aftermath of Hurricane Gustav. The Emergency Department is open for minor emergencies. All patients were transferred to other LSU HCSD hospitals. Services will resume when full power is restored.

City of Morgan City Says stay out till further notice

From Morgan City Mayor Tim Matte:

We are requesting that all citizens of Morgan City who evacuated for Hurricane Gustave do not return until further notice.

The City has lost 100 percent of electrical services, as well as water, and sewerage services.

The wastewater treatment plant was hit by a tornado. With repeated use of toilets, the sewerage will back up into your home or your streets. It may take several days before these services are available. We will let the public know when the services are available for our citizens to return. Any residents still in Morgan City should understand these conditions and that they are restricted to their personal properties. The generator at Teche Regional was compromised, so there are also no hospital services in Morgan City.

Assumption Parish is currently in the process of damage assessment. All roads are open.

Confirmed estimates show that power WILL NOT be restored for at least 4-6 weeks. Concerns exist regarding existing infrastructure due to loss of power not being able to be restored to serve the population. Basic essentials such as food, water, and fuel will become a problem. Facilities will NOT be available to provide these additional commodities for approximately 4-6 weeks.

If you are able to make other living arrangements outside of Assumption Parish, we highly encourage you to do so. Please remember that Lafourche and Terrebonne Parishes are unable to provide for your families, as well.

If you choose to leave the parish, please do so ONLY if there is a safe way of passage on the roadways. Currently, the roads throughout Assumption Parish are extremely unsafe and power lines are down throughout.

All Assumption Parish Schools will be closed until further notice.

A strict curfew will be enacted at 8 p.m. nightly and will be strongly adhered to by law enforcement. The Louisiana Sheriff’s Association and National Guard will be sending additional law enforcement into Assumption Parish to assist with patrolling and security.

Lafourche Parish

No Flooding in S. Lafourche Levee System, Re-Entry Decision by Tuesday

The Lafourche Parish Office of Emergency Preparedness reports that there is NO flooding inside the South Lafourche Levee System. There is also no flooding anywhere north of the South Lafourche Levee System. Officials did report some flooding has occurred south of the Leon Theriot Floodgates in Golden Meadow.

Parish President Charlotte Randolph completed her initial assessment of Lafourche Parish this evening along with Chris Boudreaux, Director of the Office of Emergency Preparedness. “We are mostly dealing with a lot of downed trees and utility poles along our roadways,” said Randolph. “We already have crews working hard to clear our roadways as quickly as possible.”

President Randolph also said that local officials will make a decision about re-entry by Tuesday afternoon. Once a decision is made, the Parish will inform the public of a time frame for residents to re-enter Lafourche Parish.

In the meantime, a parish-wide curfew remains in effect until further notice.

The St. James Parish Office of Emergency Preparedness along with the St. James Parish Sheriff’s Office is announcing that all of St. James Parish has no electricity. We do not have an estimation of restoration times. Only utility personnel and damage assessment teams are being allowed in the Parish. Some major highways and streets are impassable due to down power lines and trees. There have been no reports of flooding in the Parish. A curfew will be in effect from 6:00 p.m. – 6:00 a.m. until further notice. Also, all schools in St. James Parish closed until September 8th.

LAFOURCHE PARISH ANNOUNCES RETURN RULES

TIER 1 Responders Granted Access / Curfew Still in Effect

All TIER 1 EMERGENCY RESPONDERS may now return to Lafourche Parish. These responders include law enforcement, medical and other first responders.

Anyone returning MUST possess their “TIER 1” I.D. badge issued by the Parish to gain re-entry access to Lafourche Parish.

Emergency Officials are working to assess damages and clear the roadways at this time. Residents will be notified when they will be allowed to return.

At this time ONLY TIER 1 EMERGENCY RESPONDERS are being allowed access to Lafourche Parish.

A curfew remains in effect in Lafourche Parish until further notice. Any resident that is currently located in Lafourche Parish MUST stay off the streets, you will be stopped by law enforcement officials. If you are trying to evacuate, officials will direct you where to go. Otherwise, residents are to remain in their homes and off the streets until further notice.
