FRANKLIN TO GET LEVEE PROTECTION AND WATER SYSTEM

FRANKLIN - Construction on the Franklin Canal flood protection system is projected to begin in June of 2010.

Reid Miller of Miller Engineers & Associates in Franklin gave the Franklin City Council the good news Tuesday.

Miller said the $3.37 million project will feature a sheet pile levee that will connect both sides of the waterway, and the Yokely Canal. There will be a 40 foot navigational opening with a swing barge, that will be closed before a hurricane approaches the St. Mary Parish coast.

Miller said once construction begins, it should take about six months to be completed.

In September of 2008, the lack of flood gate over the Franklin Canal to keep away rising tides from the Gulf of Mexico, caused more than 1,000 homes in St. Mary Parish to take in water from Hurricane Ike’s surge along the St. Mary Parish coast. The impacted area stretched east to Garden City.

In other news, the Franklin City Council will receive bids on Jan 14 of 2010 to begin a $2.8 million project to replace its aged and fledgling water tank and system.

St. Mary Parish Police 12/16

Mathew Garcia 24 yoa of 605 Landry Lane, Bayou Vista was arrested on 12-15-2009 at 12:51 pm on warrants for Domestic Abuse Battery and Failure to Appear on the charges of Speeding and Unsafe Vehicle. Deputy was called to Hwy 182 and Burchfield Lane in the Berwick area in reference to a female subject advising she needed help. Deputy located suspect vehicle and made contact with above suspect and complainant. Deputy learned that both subjects were having a verbal altercation. A warrants check was conducted with above suspect being placed under arrest and booked into the parish jail with no bond at this time.

Sherri Gros 25 yoa and Christopher Haynes 27 yoa both of 119 Marin St., Patterson were arrested on 12-15-2009 at 8:28 pm for Domestic Abuse Battery. Deputy was called to above location in reference to a disturbance. Upon Deputy’s arrival it was learned that above suspect committed a battery upon each other. After investigation both Suspects were placed under arrest and booked into the parish jail with no bond at this time.

The St. Mary Multi-Jurisdictional Drug Task Force reports the following arrests:

Darryl Ruffin 53 yoa of 528 ½ Third St., Morgan City was arrested on 12-15-2009 at 9:02 pm for Possession of Cocaine with Intent to Distribute, Possession of Marijuana with Intent to Distribute and Failure to Use Turn Signal. Agents of the Narcotics Task Force were patrolling the Siracusaville area, when they conducted a traffic stop on Ramos and James St… During investigation consent to search was given with Agents searching vehicle and locating five rocks of crack cocaine, a small bag of powder cocaine and three small bags of marijuana. After investigation above suspect was placed under arrest and booked into the parish jail with no bond at this time.

Damon Gray 30 yoa of 603 Leona St., Morgan City was arrested on 12-15-2009 at 9:44 pm for Possession of Cocaine, Obstruction of Justice and warrants for Probation Violation, Failure to Appear on the charge of Attempted Distribution of Cocaine, two warrants for Failure to Appear for Criminal Neglect of Family and a warrant for Houma Police Department for Possession of Marijuana and Possession of Schedule II Narcotics. Agents of the Narcotics Task Force were patrolling the Morgan City area, when they conducted an investigative stop on above suspect walking down Fig St… Upon Agents approaching suspect he was observed throwing an item to the ground that was retrieved containing crack cocaine. Suspect was placed under arrest and booked into the parish jail with no bond at this time.

St. Mary Sheriffs' Office 12/14

According to Sheriff David Naquin during the last 72 hours the Sheriff’s Office responded to 99 complaints and reports the following arrests:

Jamie M. Drexler 27 yoa of 109 Joe White St., Charenton was arrested on 12-11-2009 at 11:45 pm on warrants for Failure to Appear on the charge of No Insurance and Failure to Appear on the charges of Following to Close and Failure to Change Driver’s License. Suspect was located at her residence, placed under arrest and booked into the parish jail with a $558.50 cash bond and was later released.

Brandon M. Benoit 24 yoa of 147 Links Dr. 20 C, Canton, Mississippi was arrested on 12-12-2009 at 4:11 am for Criminal Trespass. Deputy was called to 126 Francis St. in Amelia in reference to a suspicious person. Upon Deputy’s arrival it was learned from complainant that she heard someone talking outside her residence and when she opened her rear door above suspect was observed standing by the door. Deputy checked the area and located above suspect matching the description given by complainant next door. Suspect was identified by complainant and he was placed under arrest for criminal trespass and issued a summons to appear in court on 2-17-2010.

Tammy James 45 yoa of 1220 Columbus ST., Bayou Vista was arrested on 12-9-2009 at 12:05 pm for DWI 1st and Reckless Operation with an Accident. Deputy was called to Hwy 182 in Amelia in reference to an accident. Upon Deputy’s arrival it was learned that suspect was driving reckless and ran into the side of another vehicle. Upon Deputy making contact with above suspect she was observed to be under the influence of a narcotic. After investigation above suspect was placed under arrest and transported to the Berwick Police Department to run on the Intoxilyzer 5000 and also submit to a urine test. Suspect had a .000g% test on the Intoxilyzer and refused to give a urine sample. Suspect was placed under arrest and booked into the parish jail with a $2000.00 bond and was later released.

Rodney J. Ladd 40 yoa of 106 Jackson St., Franklin was arrested on 12-12-2009 at 7:19 pm on warrants for Failure to Appear on the charge of Issuing Worthless Checks and two Failure to Appear for Criminal Neglect of Family. Suspect was located at his residence, placed under arrest and booked into the parish jail with a $10,464.10 Bond at this time.

Roberto Magana Bibian 25 yoa of 180 Chirpy’s Lane, Amelia and Rogelio Fuentes 24 Yoa of 729 Magnolia St., Morgan City were arrested on 12-13-2009 at 12:07 am for Simple Battery. Deputy was called to 146 Odile Lane in Amelia in reference to a subject being beat up. Upon Deputy’s arrival it was learned that several subjects came to above location and started an argument that ensued into suspects committing batteries upon victim. Deputy located two suspects on Odile Lane and brought them back to scene where they were identified by witness and victim. Both suspects were placed under arrest and booked into the parish jail with a $500.00 bond and were both later released.

David C. Williams 40 yoa of 810 MacArthur Dr., Jeanerette was arrested on 12-13-2009 at 2:01 am on a warrant for Failure to Appear for Revocation Hearing for Criminal Neglect of Family. Deputy was working a detail at Landry’s Truck Stop when he was approached by complainant wanting a subject removed from her vehicle. A warrants check was conducted by Deputy resulting in above suspect being placed under arrest on warrant and booked into the parish jail with an $1840.23 bond at this time.

Ethan J. Smith 28 yoa of 507 Sixth St., Franklin was arrested on 12-13-2009 at 2:39 am for DWI 1st and Reckless Operation with an Accident. Deputy was called to Chatsworth Road in the Franklin area in reference to an accident. Upon Deputy’s arrival contact was made with subjects involved in accident and investigation was conducted. Upon Deputy making contact with above suspect an odor of alcoholic beverage was observed upon his person. After investigation above suspect was placed under arrest and transported to the Franklin Police Department to run on the Intoxilyzer 5000. Suspect had a test result of.128g%. Suspect was booked into the parish jail with a $1700.00 bond at this time.

Ray Raymond 29 yoa of 665 Jake St., Patterson, Scott Thompson 43 yoa of 660 Jake St. Patterson and Ervin Fontenot 48 yoa of 163 Beadle St., Amelia were arrested on 12-13-2009 at 7:57 pm for Criminal Trespassing. Deputy was flagged down by a subject by the Patterson Truck Stop in reference to subjects riding Four Wheelers on his property. Deputy located suspects and after investigation placed them under arrest on above charge and issued them summons to appear in court on 2-17-2010

The St. Mary Multi-Jurisdictional Drug Task Force reports the following arrests:

Keeton J. Trosclair 28 yoa of 1320 Second St., Morgan City was arrested on 12-11-2009 at 5:24 pm for Possession of Marijuana 4th. Agents were patrolling the Morgan City area when information was received in reference to above suspect being in the area of Federal and Marshall St. with illegal narcotics. Agents located above suspect and conducted an investigation. During investigation above suspect had in his possession a bag of marijuana. After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.

St. Mary Parish Council snubs local contractor

Five St. Mary Parish Councilmen agree they want to renew the parish
mosquito contract with a New Iberia company instead of awarding the work to a parish owned business that boasts a payroll of 14 St. Mary Parish residents.

However they’ll have to wait for the next St. Mary Parish Council meeting, which is next week, in order to gain the sixth vote needed to fulfill their desire.

St. Mary Parish Council Chairman Gary Duhon along with Councilmen Chuck Walters, Ken Singleton, Albert Foulcard, and Steve Bierhorst voted to renew the parish mosquito contract with Mosquito Control Contractors, Inc, for the most part, because it featured a $70 to $90,000 per year decrease in costs over the next two years. MCCI Inc is owned by Glenn Stokes of New Iberia.

Councilmen Glen Hidalgo, David Hanagriff, Charles “Butch” Middleton and Rev. Craig Matthews voted in favor of awarding the contract to Cajun Mosquito Control LCC of Franklin, owed by local man Jessie Boudreaux. Their reasons include: the business is local, and it employs 14 local residents. These councilmen also charged that MCCI’s proposal was suspiciously low, and some doubted how the work could be performed at such low prices.

However, the mosquito vote isn’t official according to Parish President Paul Naquin, who said contracts need a majority vote of the council in order to pass, and not a majority of those councilmen who are present. Councilmen Kevin Voisin and Logan Fromenthal were absent from the meeting, and did not vote.

Still, the vote last night came from a recommendation by Parish Chief Administrative Officer Henry “Bo” LaGrange, who said the quotes by MCCI provided the lowest quotes for surveillance, larvicide, and adulticide activities.

The councilmen who voted to renew the parish contract with MCCI, also noted other cuts to the parish 2010 fiscal year budget as reasons for their vote. The parish budget next year calls for $33.5 million in revenues and $36.2 million in expenditures. However, the parish will have to borrow $2.67 million from its reserves in order to balance its funds, leaving a projected $20 million in the parish’s coffers at the end of 2010.

Also, LaGrange said he based his recommendation on a previous council finance committee recommendation which capped mosquito control expenses at $250,000, in lieu of the 2010 budget.

MCCI has held the parish contract for the past six years, and has also worked for the City of Patterson. However, in October, the Patterson City Council gave them the boot and hired Cajun Mosquito, who provides services for the City of Franklin, and all of Terrebonne Parish.

Bierhorst, who voted for Stokes, said, “I have concerns about how low this was. I have questions about why it is so low. But I want to make sure that this contractor is going to do the job. But we’re looking now at trimming the budget to make ends meet. This is the first time that I have been on the council that we have had a lack of funds to do the things we need to do.”

Matthews, who voted for Boudreaux, asked, “Are we so heavily weighing our decision on the price of this contract. Particularly since Mr. Boudreaux’s previous proposals in years past have come in lower than Mr. Stokes’ yet, that issue - price was not factored in at that time?”

Matthews also noted issues with Stokes’ present contract, where he did not fulfill certain requirements. “Are we willing to comprise the issue of price with personal integrity?”

Hanagriff, who voted for Boudreaux asked, “We have eight point something percent unemployment in St. Mary Parish. I don’t believe we’re giving a contractor who lives in our parish the benefit of the doubt. Consideration was not given here. This price is too low. I’ve talked to numerous experts who say this is too low, and in the end we’re going to pay for what we get.”

Bierhorst said, “Regardless. There is a $100,000 difference between these two contracts.”

Hidalgo questioned, “Well if we’re getting a discount in year seven of our contract with Mr. Stokes, where was he during the past six years. Why didn’t we get one then? If he has been doing the job for the past six years, how all of a sudden, can he save us money?”

Walters, who voted for Stokes, admitted that “Spraying here in this parish has been out of hand.”

It should be noted that at the end of 2008, Stokes’ bill exceeded $300,000 to the parish. The Finance Committee of the St. Mary Parish Council alluded to the fact last month that this was one of the reasons why they agreed to cap the expenditures to $250,000.

Stokes was not present at Wednesday’s council meeting, however, Boudreaux commented afterward. “I’d like to thank the council members who were willing to support local businesses and keep St. Mary Parish tax dollars inside of its walls.”

Timothy J. Ohmer 53 yoa of 916 Lake Palourde Road, Amelia was arrested on 12-9-2009 at 10:50 am on a warrant for Unauthorized Use of a Movable. Suspect was located at his residence, placed under arrest on warrant and booked into the parish jail with no bond at this time.

Nicole Hillebrandt 31 yoa of 611 General Patton St., Morgan City was arrested on 12-9-2009 at 11:22 am on a warrant for Failure to Appear on the charge of Issuing Worthless Checks. Suspect turned herself into the Sheriff’s Office after learning of a warrant for her arrest. Suspect was placed under arrest and booked into the parish jail with a $1000.00 bond and was later released.

Charles Merritt 30 yoa of 1426 Live Oak St., Patterson was arrested on 12-9-2009 at 11:22 am on a warrant for Failure to Appear on the charge of Failure to Use Seatbelt. Suspect turned himself into the Sheriff’s Office after learning of a warrant for his arrest. Suspect was placed under arrest and booked into the parish jail with a $100.00 bond at this time.

Earl Thomas 65 yoa of 321 Hwy 182 E. Lot # 11, Bayou Vista was arrested on 12-9-2009 at 12:09 pm for Domestic Abuse Battery. Deputy was called to Wal-mart parking lot in Bayou Vista in reference to a battery complaint. Upon Deputy’s arrival it was learned from complainant that above suspect had committed a battery upon her at their residence. Deputy went to the residence and made contact with suspect. After investigation above suspect was placed under arrest and booked into the parish jail with no bond at this time.

Cherie Lynn Loustalot 28 yoa of 809 St. Charles St., Franklin was arrested on 12-9-2009 at 1:36 pm on a warrant for Failure to Appear on the charge of DWI. Suspect was located at her residence, placed under arrest and booked into the parish jail with no bond at this time.

Heather Morales 31 yoa of 19454 Hwy 182 East, Charenton was arrested on 12-9-2009 at 3:10 pm on a warrant for Failure to Appear on the charge of Issuing Worthless Checks. Suspect turned herself into the Sheriff’s Office after learning of a warrant for her arrest. Suspect was placed under arrest and booked into the parish jail with a $1000.00 bond and was later released.

Jessica Pruitt 22 yoa of 816 Levee Road, Morgan City was arrested on 12-9-2009 at 3:50 pm for Theft by Shoplifting. Deputy was called to Wal-mart in Bayou Vista in reference to a shoplifter. Upon Deputy’s arrival it was learned from store security that suspect had taken a bottle of perfume and concealed it on her person and was also observed switching a tag on a purse. After investigation suspect was placed under arrest and issued a summons to appear in court on 2-17-2009.

Brent Levitt 20 yoa of 106 Southeast Blvd., Apt # 7, Bayou Vista was arrested on 12-9-2009 at 7:25 pm for Possession of Soma. Agents of the Narcotics Task Force were patrolling the Bayou Vista area, when they observed suspect vehicle fail to use signal and conducted a traffic stop on Arcemont Lane. During investigation passengers in the vehicle were removed from vehicle and consent to search was given by driver. During a search of the vehicle five somas were located under the passenger seat. After investigation above suspect was placed under arrest and booked into the parish jail with no bond at this time.

Nicholas Breaux 31 yoa of 520 Teche Road, Bayou Vista was arrested on 12-9-2009 at 9:08 pm for Possession of Roxicodone with Intent to Distribute, Possession of Somas with Intent to Distribute, Obstruction of Justice, Resisting an Officer and Possession of Marijuana 3rd. Agents of the Narcotics Task Force received information that above suspect was at 1400 North Third St in Morgan City with illegal narcotics. Upon Agents arrival to the area three subjects were observed standing on the porch and when agents approached above suspect fled on foot. Agents gave chase apprehending suspect under a boat trailer. Agents also recovered a bag of marijuana at suspect’s location. Upon further investigation consent to search the 1400 North Third St. residence was received with Agents being led to a room where two bottles of pills were located. After investigation above suspect was placed under arrest on above charges and booked into the parish jail with no bond at this time.

St. Mary Sheriff's Office 12/7/09

According to Sheriff David Naquin during the last 72 hours the Sheriff’s Office responded to 89 complaints and reports the following arrests:

Rose B. Hoffmann 53 yoa of 240 A. Vivian St., Morgan City was arrested on 12-4-2009 at 6:16 pm for Theft by Shoplifting. Deputy was called to Wal-mart in Bayou Vista in reference to a shoplifter. Upon Deputy’s arrival store security advised that above suspect was observed taking items and concealing them in her purse. Items taken were valued at $83.75. After investigation suspect was placed under arrest and issued a summons to appear in court on 2-17-2010.

Sidney T. Couvillier 42 yoa of 10611 Hwy 182, Franklin was arrested on 12-4-2009 at 8:57 pm for Domestic Abuse Battery 4th. Deputy was called to above location in reference to a disturbance. Upon Deputy’s arrival it was learned from complainant that above suspect burnt her with a cigarette. After investigation above suspect was placed under arrest and booked into the parish jail with no bond at this time.

Daniel Ramirez 26 yoa of 109 Martin Lane, Amelia was arrested on 12-5-2009 at 12:25 am for Driving Left of Center, Open Alcoholic Container, Operating a Vehicle without Lawful Presence in the United States, Resisting an Officer and Disturbing the Peace. Deputy was patrolling Lake Palourde Road in Amelia when he observed suspect vehicle cross the center line and conducted a traffic stop. Upon Deputy making contact with suspect he refused to cooperate and was placed under arrest on above charges and booked into the parish jail with no bond at this time.

Everette J. Hawks 24 yoa of 709 Hwy 90 E Lot # 4, New Iberia was arrested on 12-5-2009 at 1:16 pm for Driving Under Suspension, Speeding and a warrant for Iberia Parish for Failure to Appear on the charge of Simple Rape. Deputy was patrolling Hwy 182 in the Baldwin area, when he conducted a traffic stop on above suspect for speeding. During investigation it was learned that suspect was driving under suspension and also had a warrant for his arrest. Suspect was placed under arrest and booked into the parish jail with no bond at this time.

Yolanda Darby 40 yoa of 528 Taft St., Patterson was arrested on 12-5-2009 at 7:04 pm for Simple Battery. Deputy was called to the Wal-mart parking lot in reference to a fight. Upon Deputy’s arrival it was learned that above suspects were arguing, when Darby approached complainant and began fighting. After investigation above suspect was placed under arrest and booked into the parish jail with a $500.00 bond and was later released.

Kacy Bonin 24 yoa of 358 Hunting Road, Franklin and Hope Delgado 24 yoa of 202 Field St., Bayou Vista was arrested on 12-6-2009 at 3:56 pm for Theft by shoplifting. Deputy was called to the Dollar General Store in Bayou Vista in reference to shoplifters. Upon Deputy’s arrival store employee advised that above suspects were observed placing items into bags and not paying for them. Upon Deputy conducting investigation with suspects it was learned that Bonin took items valued at $4.32 and Delgado took items valued at $126.90. After investigation both suspects were placed under arrest and issued summons to appear in court on 2-17-2010.

Mathew Castille 18 yoa of 310 Nicholas St., Berwick and Female Juvenile 16 yoa of Patterson were arrested on 12-6-2009 at 7:52 pm with Castille being charged with Contributing to the Delinquency of a Juvenile and Juvenile being charged with Runaway Juvenile. Deputy was called to a residence on Emy Lane in Patterson in reference to juvenile running away from the residence. After retrieving information Deputies searched the area and located juvenile and another subject standing in the parking lot at 101 Tournament Blvd. in Berwick. When Deputy approached suspects they began to run. Both suspects were apprehended and after investigation were placed under arrest with Castille being booked into the parish jail with no bond at this time and juvenile being released to guardian pending juvenile court proceedings.

Brice Kemp 23 yoa of 1222 Joseph St., Siracusa was arrested on 12-7-2009 at 1:58 pm for two counts of Simple Battery and Resisting an Officer. Deputy was called to 1018 Grace St. in reference to a battery. Upon Deputy’s arrival it was learned from complainants that they were walking down the street when suspect committed a battery upon them and ran. Deputy located suspect and conducted an investigation. Suspect was identified by complainants and was placed under arrest at which time he began resisting Deputy. Suspect was booked into the parish jail with a $2000.00 bond at this time.

Ulysses I. Bias 53 yoa of 172 Brownell Homes, Morgan City was arrested on 12-3-2009 at 11:49 am on a warrant for Failure to Comply with Drug Court. Suspect turned himself into the Morgan City Sheriff’s Office after learning of warrant for his arrest. Suspect was placed under arrest and booked into the parish jail with a $100,000.00 bond at this time.

Beau Matte 19 yoa of 204 Kathleen St., Patterson was arrested on 12-3-2009 at 1:43 pm for Driving Under Suspension and Speeding. Deputy was patrolling Hwy 90 in the Amelia area, when he observed suspect vehicle speeding and conducted a traffic stop. During investigation it was also learned that suspect was driving under suspension. Suspect was placed under arrest and issued a summons to appear in court on 2-17-2010.

Thomas E. Davis III 40 yoa of 3087 Hwy 70, Morgan City was arrested on 12-3-2009 at 1:59 pm on a warrant for Failure to Appear for Drug Court Status Conference. Suspect turned himself into the Sheriff’s Office after learning of warrant for his arrest. Suspect was placed under arrest and booked into the parish jail with a $100,000.00 bond at this time.

Vance Conatser 40 yoa of 17 Florene St., McCloud, Oklahoma was arrested on 12-3-2009 at 2:20 pm for Remaining Where Forbidden. Deputy was called to the Amelia Belle Casino in Amelia in reference to removing a subject. Upon Deputy’s arrival it was learned from security that above suspect had returned after being removed from the boat. Suspect was placed under arrest and booked into the parish jail with a $500.00 bond at this time.

Kenneth Kiff Jr. 23 yoa of 1038 Red Cypress Road, Patterson was arrested on 12-3-2009 at 2:57 pm for Theft by Shoplifting. Deputy was called to Wal-mart in Bayou Vista in reference to a shoplifter. Upon Deputy’s arrival store security advised that above suspect was observed concealing a light bulb, valued at $19.48 and concealing it on his person. After investigation suspect was placed under arrest and issued a summons to appear in court on 2-17-2010.

Houma Police News

A Theriot man remains in jail this morning in Terrebonne Parish, for stealing beer from a West Park Ave Store on Tuesday.

On 12-1-09 Houma Police Officers responded to Bryson's Mobile Mart at 8059 Park Avenue in West Houma reference to a shoplifting complaint.

Upon arrival officers learned that a white male suspect walked out of the store with a six pack of 16 oz cans of bud light beer without paying. The suspect was wearing a long fur coat and had the name “flip” tattooed on his fore arm. He walked out of the store with the six-pack under his coat.
The suspect left the area in a white four-door car with no windshield.

Officers later located the vehicle on Grand Caillou Road. The vehicle was stopped and the passenger was wearing a long fur coat. Officers also noticed inside the vehicle were (3) full 16 oz bud light beer cans. Officers addressed the passenger as flip and told him to exit the vehicle, which he did. The passenger then attempted to give officers a false name. Officers noticed the name flip tattooed on his right fore arm.

The passenger was identified as Phillip Brandon Dehart of 2895 bayou Dularge Road in Theriot . Officers then discovered that Mr. Dehart had three outstanding warrants for failure to appear on criminal mischief, failure to appear for disturbing the peace, and open alcohol beverage in vehicle.

He was arrested for the warrants, theft of goods for the shoplifting, and resisting an officer by giving a false name.

Now in connection with DeHart's arrest, police also booked the driver of the vehicle,
Robert D Malcolm III, of Des Allemands. Malcolm had five outstanding warrants for
simple burglary.

He was also charged with illegal possession of narcotics.

The five counts of simple burglary stemmed from an incident that occurred on June 03, 2005 where Malcolm allegedly burglarized five bread delivery trucks on New Orleans Blvd and stole various bread & cake items valued over $400.

St. Mary Sheriff's Office 12/3

Shacquelyn L. Gradley 32 yoa of 226 Picket Lane, Franklin was arrested on 12-2-2009 at 12:55 pm on warrants for Failure to Appear on the charge of Issuing Worthless Checks and Failure to Appear on the charge of Theft. Suspect turned herself into the Sheriff’s Office after learning of a warrant for her arrest. Suspect was placed under arrest and issued a summons to appear in court on 2-17-2010.

Elton D. Jones Jr. 18 yoa of 214 Arizona St., Morgan City was arrested on 12-2-2009 at 2:44 pm on a warrant for Failure to Comply with Drug Court. Suspect was located in the Morgan City area, placed under arrest and booked into the parish jail with a $100,000.00 bond at this time.

Marshall D. Bell 32 yoa of 231 Easy St., Franklin was arrested on 12-2-2009 at 7:30 pm on warrants for Failure to Appear on the charges of Driving Under Suspension and Improper Backing and warrants for Franklin Police Department for Resisting by Force, Resisting by Flight, No Seat Belt, Disturbing the Peace, Open Alcoholic Container and Driving Under Suspension. Agents were patrolling the St. Joseph area, when above suspect was located on Brey Lane and placed under arrest on warrants. Suspect was booked into the parish jail with no bond at this time.

Darrell Bourgeois 44 yoa of 210 Mitchell St., Franklin was arrested on 12-2-2009 at 7:31 pm on a warrant for Failure to Appear on the charge on No Seat Belt. Agents were patrolling the St. Joseph area, when a warrants check was conducted on above suspect on Brey Lane. Suspect was placed under arrest and booked into the parish jail with a $100.00 bond at this time.

Bobbie Jo Fitch 27 yoa of 105 Honey Lane, Bayou L’Ourse and Linton R. Cole Jr. 53 yoa of 721 Arlington St., Lot # 1, Bayou Vista were arrested on 12-2-2009 at 9:27 pm with Fitch being charged with Illegal Use of a Weapon and Possession of Marijuana and Cole being charged with Simple Battery. Deputy was called to Arlington Road in Bayou Vista in reference to suspect advising that someone fired at her vehicle. During investigation it was learned that suspects got into an argument when Cole committed a battery upon Fitch and she fired a shot through the vehicle. During investigation marijuana was located on Fitch’s person. After investigation both suspects were placed under arrest and booked into the parish jail with Fitch having no bond and Cole having a $500.00 bond at this time.

David Lincoln 51 yoa of 3701 Broken Arrow, New Iberia was arrested on 12-2-2009 at 10:02 pm for DWI, Careless Operation No Insurance, No Registration in Vehicle, two counts of Battery on a Police Officer, Two counts of Resisting an Officer with Force, Possession of Marijuana 3rd.Possession of Drug Paraphernalia, two counts of Public Intimidation and Open Alcoholic Container. Deputy was advised of a reckless driver on Hwy 90 west bound. Deputy located suspect vehicle and observed him swerving into the opposite lane. Deputy conducted a traffic stop in the Calumet area on Hwy 90. Upon Deputy making contact with suspect an odor of alcoholic beverage was observed upon his person. While Deputy was conducting investigation suspect began to resist and was placed under arrest at which time he began fighting with Deputies. Suspect was taken into custody and a search of his person was conducted with a bag of marijuana being located. Suspect was transported to Franklin Police Department to run on the Intoxilyzer 5000. Suspect refused to take test and was booked into the parish jail with no bond at this time.

Jason Viator 30 yoa of 301 BDC Lane, Franklin was arrested on 12-3-2009 at 1:39 pm for Domestic Abuse Battery. Deputy was called to above location in reference to a disturbance. Upon Deputy’s arrival it was learned from complainant that she and the suspect were arguing when he through items around in the residence and he committed a battery upon her. After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.

Lavee Horne II 34 of 9794 Deerfield Dr. Irvington Ala. Was arrested on 11-24-09 at 6:20 and charged with Improper Lane Use and DWI 1st offense. Horne was arrested after a traffic stop on US 90 near Garden City.  He was incarcerated and no bond has been set.


 

The St. Mary Multi-Jurisdictional Drug Task Force reports the following arrests:


 

Amy Grow 27 of 4256 Francis St. Berwick La. and Robert Stansbury 26 of the same address were arrested by Agents of the Task force after execution of a Search Warrant at 4256 Francis St. Berwick.  Grow was charged with Poss. Of Marijuana 2nd offense, Obstruction of Justice, Poss. of a CDS in the presence of a juvenile and Poss. Of a firearm in the presence of a CDS.  Stansbury was charged with Poss. Of marijuana 3rd offense, poss. of a firearm by a convicted Felon, Poss. Of a firearm in the presence of a CDS, and possession of a CDS in the presence of a Juvenile.  Both were incarcerated and no bond has been set.


 


 

Earl C Guidroz 29 of 1821 Hwy 182 Morgan City La. was arrested on 11-23-09 at 5:25 P.M. and charged with Poss. Of marijuana.

St. Mary Parish Council 11/18

Plans for a gated luxury 336 apartment complex
in Garden City inched further along after the St. Mary
Parish Council gave permission to investors to begin
subdividing 10 acres of the property, on the corner
of La Hwy 182 and La Hwy 3125.

Meanwhile on the topic of abortion, the council voted
9-1 with one abstention, to send resolutions to the
United States Congress asking them to support the
Stupak Amendment, which applies a federal
prohibition on abortion funding to President Barack
Obama’s health care reform bill.

Investerra, LLC Contractors, represented by Frank
Alcaraz, Project Manager, and Mick Wick, General
Contractor, have set their sights on St Mary Parish
to build a solar and environmentally friendly complex
that calls for in phase one, 156 one bedroom
1,000 sq ft apartments, and 12 two bedroom,
1,300 sq ft apartments.

Following Wednesday’s vote, the plans must pass a
rezoning resolution, which changes the property from
its present agricultural, currently used for cane farming.
The council is expected to consider this its next meeting Dec 9.

However, St. Mary Parish Chief Administrative Officer
Henry “Bo” LaGrange said that plan is now approved
to the point that the company can begin subdividing the
property, but it still has to meet all other customary
parish subdivision rezoning rules.


Still, Wick said that his firm does not yet own the property,
as they have been contending with an enormous amount of
permitting and zoning issues with the State.

Last Wednesday, the St. Mary Parish Council gave
preliminary approval to issue $3 million in bonds, to
create infrastructure on the property – basically for roads
and sewage, and possibly water, but LaGrange said
there are some issues that remain on how to get enough
water pressure to the property.

Council Chairman Gary Duhon said that even if the
contractors don’t buy the property, if the infrastructure
is implemented, it will offer the parish an opportunity
to market the area to other developers.

Investerra Marketing Director Laura Mott said the
complex with be similar to the Southdown Pavilion,
which is located on La. Hwy 315 in Houma. “The units
proposed for La Maison sur la Teche will be much larger
however,” she said.

Frank Fink, St. Mary Parish Economic Development
Director, said he’s banking on the new proposed gated
luxury apartment complex as the beginning of what
could be the answer to the parish’s housing problem,
which would lead to more expansion within the parish.
“Roof tops mean retail, more people living here,” he said.

In another matter, the parish council voted 9-1 with one
abstention, to send resolutions to the United States
Congress asking them to support the Stupak

Councilman Albert Foulcard, initially, did not want
to vote on the idea, saying, “I don’t want to get into
the pro life argument. This is something one should '
take up individually with their own representatives,” he said.

But Councilman Glen Hidalgo, who offered the motion, said
“It doesn’t matter if you’re pro-life or pro-abortion. What
I’m asking you tonight is to vote for this resolution, which
supports an amendment that prohibits federal taxpayer
dollars earmarked to pay for an abortion by anyone,’ he said.

“Why should we as United States citizens have to pay
for someone’s decision?”

Councilman Charles “Butch” Middleton cast the only
vote opposing the resolution, with Councilman Steve
Bierhorst absent from the meeting.

“When you start mixing abortion with health care you
muddy the water,” Middleton said. “And again, I want
to see health care passed, period.”

At last week’s council meeting, Parish Councilman
Butch Middleton previously opposed expanding the
council’s agenda to consider the resolution when it
was first offered by Hidalgo, which made the resolution
a moot point according to the council charter.“I’m
against abortion,” Middleton said. “I’m very much
pro life. But this resolution is a red herring conservative
ploy, simply to just oppose the president’s plans. And I’m
sick of conservative tactics like this.”

Geraldine Blackburn of 1140 Grace street Morgan City, La was arrested on 11-18-09 at 3:20pm on a bench warrant for failure to appear in court original charge of Simple Battery. She was transported to parish jail for processing.


 

Davida Bias age 21 of 1140 Grace Street Morgan City, La was arrested on warrants for Issuing Worthless Checks and Failure to appear warrant for Issuing worthless checks. She was transported to the Parish Jail for processing


 

Becky Fangue age 49 of 154 Andrus Bayou L'Ourse, La was arrested on 11-18-09 at 1:43pm and charged with theft of gas. She had pumped gas into her vehicle and did not have the money to pay for it. She released on a summons.


 

Trey Dardar age 22 of 501 Roderick St Morgan City, La was arrested on 11-18-09 at 8:10pm following and investigation of a traffic crash near Patterson, La. He was charged with DWI, reckless operation, no insurance, and driving under suspension. He was transported to the parish jail for processing and incarceration.

St Mary 911 Director Arrested

St. Mary Parish’s 911 Director Marie Anderson is still on the job, even though a press release reports she was indicted on an unnamed charge or charges related to fraud involving disaster food stamps.

St. Mary Parish Director of Homeland Security Duval Arthur, said he learned of the indictment through a newspaper article. “I called her Monday afternoon, and she was unaware of the charges as well. Frankly, no one knows what she is being charged with.”

Arthur is a member of the St. Mary Parish 911 Board, whom Anderson reports to. “We’ll be meeting this week, and I guess that will be the topic. But for now, nothing has changed with her job,” he said.

Trey Williams, who issued the press release Monday, said he could offer no further comment. He did indicate that the investigation is ongoing and more indictments are expected. Williams is listed as a point of contact with the Louisiana Department of Social Services Fraud and Recovery Section.

Also, the release did admit the charges set forth in the indictment are merely accusations and each defendant is presumed innocent until proven guilty.

It also said that support for the investigation was provided by St. Mary Parish Sheriff David Naquin and Franklin City Police Chief Sabria McGuire.

Contacted Monday afternoon, McGuire said, “I don’t talk to anyone.”

Arthur said he is just speechless at this point. “We just don’t know anything. And I have to tell you that Marie was working out great for us. She is a good leader.”

The release states that there is a 57 count indictment that alleges that Anderson as well as 13 others, are suspected of fraud involving food stamps that were issued during Hurricanes Katrina, Rita, Gustav and Ike. The theft totals more than $50,000.

The release states that the indictments were handed down in the U.S. District Court, Western District of Louisiana, on November 10.

It also states that former St. Mary Parish Office of Family Services Employee Edie Harrison of Baldwin was arrested, along with Paula Bell of New Iberia and State Department of Health and Hospital Employee Felicia Carroll of Jeanerette.

Along with Anderson, the others indicted include: Teresa Hawkins, former St. Mary Parish OFS Family Services Parish Manager, and these former St. Mary Parish Office of Family Services Employees: Angela Gray, Laura Wells, Harriet Williams, Andrea Broussard , Dorothy Reedom, and Tawana Carson. Also indicted were: St. Mary Parish Department of Health and Hospitals Area Manager Barbara Sanders, St Mary Parish Department of Health and Hospitals Employee Barbara Sonia, and Iberia Parish Office of Family Services Employee Shelia Blevins.

“Our administration has zero tolerance for employee fraud and malfeasance,” Department of Social Services Secretary Kristy Nichols said in the release. “Maintaining the integrity of our public assistance programs is critical to our mission to provide services for Louisiana residents while serving as responsible stewards of public funds. It is our policy to aggressively investigate allegations of fraud with respect to our employees and recipients with the goal of rooting out such activity to ensure that taxpayer’s funds are reserved for those who are truly in need.”

The release also states that the counts lodged against Anderson and the others include conspiracy to commit wire fraud, wire fraud, embezzlement of public funds, and lying to a federal agent.

It said examples of the criminal activity involved applying for assistance for deceased or non-existent people, receiving assistance for persons who lived out of state, and willful disregard of applicants’ household income and liquid assets which are major criteria used to determine eligibility.

St. Mary Multi-Jurisdictional Task Force 11/17

The St. Mary Multi-Jurisdictional Drug Task Force, reports the following arrests:

Jesse Edmond age 22 of 618 J. A. Hernandez St. Franklin, La. was arrested yesterday afternoon at 5:45 pm, at J. A. Hernandez St. Franklin, La. and charged with
Poss. Of Marijuana W/I/T/D, Poss. Of Cocaine, Poss. Of Drug Paraphernalia, and Poss. Of a CDS in the Presence of a Juvenile.

Upon agents arrival at the residence, they also found three juveniles. While checking one of the subjects who was later identified as Jesse Edmond, a deputy located a small bag containing suspected Marijuana on Edmond. Edmond was then placed under arrest and transported to Lafayette Correctional Center for booking.
But also at that residence, Travis Walter age 26 was arrested and charged with Possession of Cocaine with the Intent to distribute and Possession of controlled dangerous substance in the presence of a juvenile During the investigation Agents then found crack cocaine that lead to Travis’ arrest. At that time Mr. Walter was placed under arrest and transported to the St. Mary Parish Law Enforcement Center for processing.

In a separate arrest last night at around 10 p.m., police booked James DiNicola age 18 of 124 Field St. in Bayou Vista, La. on charges of Poss. Of Marijuana and Poss. Of Drug Paraphernalia The Narcotics Task Force received a call of suspicious activity coming from the back yard to that residence and there are several subjects in the back yard partying. Upon Agents arrival at 124 Field St., Agt. immediately detected a strong odor of burnt Marijuana coming from the rear of the residence. Agents then proceeded to the rear of the residence and made contact with James DiNicola who resides at the residence.

Nannette Landry, age 50 of 3765 5th street Berwick, La was arrested last night at 7:36pm and charged with domestic abuse battery. Deputies responded to disturbance complaint on Hwy 182 in Patterson where they saw Landry hitting another person. She remains in jail at this time.


 

Francisco Ortega age 25 of 719 cypress street Amelia, La was arrested last night at 10:23 p.m. and was charged with Aggravated Battery, Reckless Operation and Criminal Damage to Property. Deputies responded to Clines Lane in Amelia in reference to a disorderly subject driving reckless. When residents in the area tried to talk to the suspect, he stabbed one of them in the stomach and then drove into the hitch part of a trailer causing damage. Francisco was apprehended while investigating the case and transported to the parish jail for processing and incarceration. There is no report on medical condition of victim at this time.


 

Andrew Goodwin, age 19 of 1921 Green St in Jeanerette was arrested at 2:57 am this morning, on warrants for Failure to appear in court and a bench warrant for speeding.


 

Sonya Giddens age 34 of 2169 River Road in Berwick was arrested yesterday morning at 10:08am on warrants for Issuing Worthless Checks. She was released on summons to appear in court.


 

Ranetta Hawkins Clark age 46 of 456 Verdun Lane Franklin, La was arrested on yesterday at 1121am on warrants for Failure to appear in court for Issuing worthless checks and Disturbing the Peace. She was transported to the parish jail for processing and incarceration.

At 5:23pm at 706 Marshall St. Morgan City, La. on charges of Poss. Of Marijuana With intent to distribute, and Poss. Of Drug Paraphernalia. Agents of the task force received information that another suspect that had warrants on him Nathan Rios and Dustin were at the residence with marijuana. Upon agents arriving at the residence the door was wide open with suspect and marijuana in plain view. Upon further investigation Dustin was questioned about the drugs and showed deputies where the rest of the drugs were. He was transported to the parish jail for processing and incarceration. Nathan was arrested on the warrant and reported on the regular press release.

St. Mary Sheriff’s Office 11/13

According to Sheriff David Naquin during the past 24HR period the Sheriff's Office responded to 40 complaints over the past period and reports the following arrests:


 

Leslie Janell Matthews, age 33 of 178 Friendship alley, Amelia, La. was arrested on 11-12-09 at 859am on one count of Issuing Worthless Checks and a warrant for Failure to appear for court on Sept 9 2009. She was placed under arrest transported to Parish Jail for processing and incarceration.


 

Seth Mykel Martin, age 17 of 2437 Park Place drive, Gretna, La was arrested on 11-12-09 at 1138am on charges of Unauthorized use of a moveable. The sheriff's dept received a report of a stolen vehicle from the Charenton area. Upon searching the area vehicle and suspect were located and suspect placed under arrest and transported to parish jail for processing and incarceration. Vehicle released to owner.


 

Craig Watts, age 46 of 168 Friendship Alley, Amelia, La was arrested on 11-12-09 at 1245pm and charged with a failure to appear warrant on original charges of Simple Flight, Resisting and officer and threatening a public official. He was transported to the parish jail for processing and incarceration.


 

Weslynn Jackson Brown age 32 of 103 Todd Lane was arrested on 11-12-09 at 703pm on charges of 2 cts Issuing Worthless Checks. She was released on a summons.


 

Nathan Rios age 22 of 706 Marshall St Morgan City, La was arrested on 11-12-09 at 440pm on a warrant for Domestic Abuse Battery (second offense) This warrant was through the Berwick Police Dept. from an incident that happened in July 09. Rios was transported to the Parish Jail for processing and incarceration.


 

Marlene Johnson of 919 ½ Railroad ave Morgan City, La. was arrested on 11-12-09 at 931am on warrants from the Attorney General's office on charges of Medicaid fraud and Maintaining False Public Records. St. Mary Parish Councilmen oppose issues

One St. Mary Parish Councilman opposed a resolution which would create infrastructure throughout property eyed by a construction firm, with plans for a gated luxury apartment complex.

Meawhile, another councilman opposed expanding Wednesday night's agenda to consider a resolution opposing federal abortion funding.

And a Charenton citizens group told the parish council that they would like help to obtain the former Mary Hines Elementary School, so that they can use it as a community center.

Kevin Voisin of Morgan City was the only St. Mary Parish Councilman to oppose a resolution that gave preliminary approval to issue $3 million in revenue bonds, the funds of which would be used to create infrastructure within property located at the corner of La Hwy 182 and La Hwy 3215 in Garden City.

That property is presently eyed by CMW Builders, LLC, who is interested in building a gated luxury apartment complex on the site.

Mike Wick, president and ceo, said the complex will be built with solar and environmentally friendly materials. He said the project will call for 336 units in two phases. Phase one would be units, 156 one bedroom 1,000 sq ft apartments, and 12 two bedroom, 1,300 sq ft apartments.

Wick said his company is in negotiations to buy the property, but must jump through an enormous amount of permitting and zoning issues with the State. CMW Builders is currently using the Fairfax House in Franklin as its base of operations.

Voisin said the parish is currently in way too much bond debt, and he needs more information before he can jump on board with plans for the luxury complex.

"This parish council always opens its wallet and jumps too quick without asking any questions," he said. "We don't have any guarantees from this company, and we don't know that much about them. How do we know they're going to fulfill their obligations?"

Parish Council Chairman Gary Duhon, along with others, believe that regardless of whether the company purchases the property, the parish will have a marketable piece of real estate should CMW Builders' plans flop.

But Voisin said the bond proposal would require the parish to pay $500,000 a year over the next seven years, or $3.5 million. "Does St. Mary Parish really need this extra debt? How do we know all of these apartments will be filled?" he asked.

Although he did not speak during Wednesday's meeting, Parish Economic Development Director Frank Fink said he stands behind the project because it is a viable asset.

"Sure unemployment rates area down in the neighboring parishes," Fink said. "But that's because St. Mary Parish businesses employ at least 5,000 of their residents. We can't house them here because we have no housing available. I know people who live in New Iberia, but commute to work in Morgan City."

In another matter last night, Parish Councilman Butch Middleton opposed expanding the Council's agenda, to consider a resolution offered by Parish Councilman Glen Hidalgo that opposed the federal government endorsing any funding for abortions in President Barack Obama's proposed Health Care Plan.

Middleton explained his reasoning after the meeting. "I'm against abortion. I'm very much pro life. But this resolution is a red herring conservative ploy, simply to just oppose the president's plans. And I'm sick of conservative tactics like this."

Nonetheless, Hidalgo said after the meeting that he will make sure the proposal is on the council's agenda next week.

In other business, Eltonnette Brimedge, a spokesman representing Charenton Community Outreach, explained to the Council that a large group of citizens there are interested in acquiring the former Mary Hines Elementary School, to use as a community center. The school was one of four closed at the end of last school year, due to the opening of Raintree Elementary this school year.

Most of the council said they did not have problems supporting the idea, but that the property belongs to the School Board, and thus, it is a school board issue.

Parish Councilman Rev. Craig Matthews, who represents the area, said all three schools have been advertised for a couple of months now, and no one has shown interest in bidding on any of the property.


 

"I think the board should consider some sort of an arrangement with these folks," Matthews said.


Parish Councilman Steve Bierhorst agreed. "I agree Rev. Matthews. After all, it was the tax dollars of Charenton residents that built Mary Hines School in the first place."


 

The School Board agreed to close Thomas Gibbs, G.W. Hamilton, Mary Hines and Baldwin Elementary Schools almost three years ago, saying that each is in need of improvements that total $500,000 or more.


 

Also, the board said the construction of Raintree Elementary would save them an annual $600,000, starting this school year. In years prior, the board spent at least this amount on repairs, among other things, at each of the other schools.


 

The initial price discussed for each school (including land and building) were:


Thomas Gibbs Elementary, without the portable buildings, $741,200; with the buildings, $760,400.

G.W. Hamilton Elementary, without the portable buildings, $707,600; with the buildings, $744,350.

Mary Hines Elementary, without the portable buildings, $705,600; with the buildings, $779,100.


 

There are six portable buildings at Gibbs, four at Hamilton, and eight at Hines.


 

Gibbs is located at 264 Hwy 318 in Franklin, Hamilton at 105 Hatcherson St in Baldwin, Hines at 327 Martin Luther King Street in Charenton.


 

The St. Mary Parish School Board is not advertising Baldwin Elementary School at present, due to legal concerns that the school may not be able to be sold, but rather given back to the town for their use.

Alberta Aucoin 52 yoa of 133 Lagonda Lane, Bayou Vista was arrested on 11-10-2009 at 12:30 pm on a warrant for Issuing Worthless Checks.  Suspect was located at her residence, placed under arrest and issued a summons to appear in court on 2-4-2010.


 

Mark A. LaPoint Jr. 18 yoa of 545 Todd St., Berwick was arrested on 11-10-2009 at 12:13 pm on a warrant for Failure to Appear on the charge of Indecent Behavior with a Juvenile.  Suspect turned himself into the Sheriff's Office after learning of warrant for his arrest.  Suspect was placed under arrest and booked into the parish jail with a $5000.00 bond and was later released.


 

Wanda D. Carson 39 yoa of 109 Romero Lane, Jeanerette was arrested on 11-11-2009 at 1:15 pm for Theft.  Deputy was called to Wal-mart in Bayou Vista in reference to a Theft.  Upon Deputy's arrival it was learned from store security that above suspect was observed taking money from register and placing it in her pockets.  After investigation above suspect was placed under arrest and issued a summons to appear in court on 2-4-2010.


 

Erica Rodriguez 22 yoa of 825 ½ Railroad Ave., Morgan City and Terry Ratliff 38 yoa of 825 Railroad Ave., Morgan City were arrested for Theft by Shoplifting.   Deputy was called to Wal-mart in Bayou Vista in reference to shoplifters.  Upon Deputy's arrival it was learned from store security that above suspects were observed taking baby items and concealing them in a purse.  After investigation both suspects were placed under arrest and issued a summons to appear in court on 2-4-2010.


 

Jessie Jim Roy 45 yoa of 1408 MLK Road, Franklin was arrested on 11-11-2009 at 8:51 pm on a warrant for Issuing Worthless Checks.  Deputy located suspect in the Baldwin area, placed him under arrest on warrant and issued a summons to appear in court on 1-5-2010.


 

Jeffery McCracken 44 yoa of 113 Lagonda Lane, Bayou Vista was arrested on 11-11-2009 at 8:09 pm for Turn Signal Required, License Plate Lights Required, Driving Under Suspension and Open Alcoholic Container.  Deputy was patrolling the Bayou Vista area, when he conducted a traffic stop on Saturn Road and Jupiter Road.  After investigation suspect was placed under arrest on above charges and issued a summons to appear in court on 2-4-2010.


 

Belinda Bourque 36 yoa of 2748 Lot # 1 Sixth St., Berwick and Brian Allsup 45 yoa of 2677 Sawyer Lane, Aranasas Pass, Texas were arrested on 11-12-2009 at 12:45 am for Possession of Xanax with Bourque also being charged with Possession of Drug Paraphernalia.  Deputy received information of Illegal narcotics at room 341 at the Plantation Inn.  Upon Deputy's arrival the door to the room was open with Allsup standing in the doorway.  Deputy advised suspect of investigation and received consent to search the room.  Deputy located a Xanax pill in the nightstand.  Upon searching suspects person's Bourque was found to be in possession of drug paraphernalia.  After investigation both suspects were placed under arrest and booked into the parish jail with no bond at this time.

Houma Police News

Houma Police are continuing their investigation of a Saturday night murder that
occurred at 10:44 p.m. on Eliza near Levron Streets.

Frederick M. Teague, a while male, was shot in the stomach.

Anyone with information is asked to call Houma Police at 873-6371.

Meanwhile, Houma Police are investigating an armed robbery that happened yesterday
morning at 5:30 a.m., at the St. Charles Street Shell.

A male suspect wearing all black clothing with a ski mask covered his face and entered the store armed with a gun. The suspect demanded money and ordered the store employees to get into the cooler.
The suspect took an undetermined amount of money from the store and left with an unknown direction of travel.

LAFOURCHE CLOSINGS DUE TO IDA

1. In a joint decision, Lafourche Parish President Charlotte Randolph and Lafourche Parish Schools Superintendent Jo Ann Matthews have decided that all schools in Lafourche Parish will be closed Monday, November 9th.

This includes all private schools as well. Central office supervisors, maintenance staff, school custodial staff and school administrators should still report to work.

2. The 17th Judicial District Court System also be closed 11/9.

The St. Mary Multi-Jurisdictional Drug Task Force reports the following arrests:


 

Milton Pearce 51 yoa of 1492 Evergreen St., Bayou Vista was arrested on 11-5-2009 at 6:27 pm for Possession of Drug Paraphernalia.  Agents of the Narcotics Task Force were patrolling the Bayou Vista area, when they conducted a traffic stop at the intersection of Polaris and Middle St. for Failure to Signal.  During investigation suspect a passenger in the vehicle was observed attempting to his an object in the seat.  Suspect was removed and drug paraphernalia was located.  After investigation suspect was placed under arrest and issued a summons to appear in court on 2-4-2010.


 

Wallace Williams 39 yoa of 158 Polaris St., Bayou Vista was arrested on 11-5-2009 at 7:05 pm for Possession of Loritab and a warrant for Failure to Appear on the charge of Theft.  Agents were patrolling Hwy 182 in the Bayou Vista area, when they conducted a traffic stop for suspect vehicle crossing the fog line.  Upon Deputy making contact with suspect he was observed to have his left had closed concealing something.  Suspect was asked to open his hand and Agent observed a cigarette and several Loritab pills.  After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.

Ricky J. Charpentier 18 yoa of 117 Central Ave., New Iberia was arrested on 11-5-2009 at 1:15 pm for Failure to Appear on the charge of Disturbing the Peace.  Suspect turned himself into the Sheriff's Office after learning of warrant for his arrest.  Suspect was placed under arrest and booked into the parish jail with no bond at this time.

Hardegen 27 yoa of 805 Lake Palourde Road, Amelia was arrested on 11-5-2009 at 1:44 pm for Expired Inspection Sticker, No Insurance, Driving Under Suspension and a warrant for Failure to Appear on the charges of Speeding and No Drivers License on Person.  Deputy was patrolling Lake Palourde Road in Amelia, when she conducted a traffic stop on above suspect.  After investigation suspect was placed under arrest and booked into the parish jail with $1813.50 bond and was later released.


 

Albert Lee Guillory 60 yoa of 2215 Main St., Patterson was arrested on 11-5-2009 at 6:52 pm for Domestic Abuse Battery.  Deputy was called to above location in reference a disturbance.  Upon Deputy's arrival it was learned from complainant that she and her boyfriend were arguing when suspect committed a battery upon her.  Suspect was located in the yard and after investigation was conducted was placed under arrest and booked into the parish jail with no bond at this time.


 

Mack F. Palmer IV 29 yoa of 10760 Foster Road, Baton Rouge, La. was arrested on 11-5-2009 at 10:10 pm for Speeding, Driving Under Suspension, Possession of Marijuana, Possession of Drug Paraphernalia and Possession of a Firearm in the Presence of CDS.  Deputy was patrolling Hwy 90 in the Berwick area, when he conducted a traffic stop on above suspect vehicle.  Upon Deputy coming into contact with suspect an odor of burnt marijuana was observed upon his person.  Deputy conducted a search of suspect vehicle and located marijuana, paraphernalia and a handgun in the vehicle.  After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.

Joshua Pojar 27 yoa of 1621 Federal Ave., Morgan City was arrested on 11-4-2009 at 6:27 am on a warrant for Issuing Worthless Checks.  Suspect was located at his residence, placed under arrest and issued a summons to appear in court on 2-3-2010.


 

Walter N. Collins 59 yoa of 2503 Chitimacha Trail, Charenton was arrested on 11-4-2009 at 10:10 am on a warrant for 12 counts of Cruelty to Animals.  Suspect turned himself into the Sheriff's Office after learning of warrant for his arrest.  Suspect was placed under arrest and booked into the parish jail with a $7500.00 and was later released.


 

Jonette Lange 30 yoa of 3522 Hwy 182 Apt. 34, Berwick was arrested on 11-4-2009 at 10:59 am for Driving Under Suspension and a warrant for Issuing Worthless Checks.  Deputy was patrolling the Morgan City area, when above suspect was observed driving a vehicle, Deputy had knowledge of suspect's license being suspended.  A traffic stop was conducted and during investigation it was also learned of a warrant for suspect's arrest.  Suspect was placed under arrest on above charges and issued a summons to appear in court on 2-4-2010.


 

Clay J. Guillory 32 yoa of 5336 Hwy 182, Patterson was arrested on 11-4-2009 at 11:39 am on a warrant for Failure to Appear on the charge of Possession of Drug Paraphernalia and was also charged with Introduction of Contraband into a Penal Institution.  Suspect was located in the Amelia area, placed under arrest on warrant, while being booked into the parish jail suspect was observed concealing a pack of cigarettes in his pants and was additionally charged.  Suspect was booked into the parish jail with no bond at this time.


 

Robin D. Vercher 50 yoa of 720 Espasie Road, Youngsville, La. was arrested on 11-4-2009 at 12:15 pm for Theft by Shoplifting.  Deputy was conducting a walk through Wal-mart in Bayou Vista when he was advised by Security that they had a suspect in custody for shoplifting.  During investigation it was learned from security that above suspect was observed taking grocery items and concealing them.  After investigation suspect was placed under arrest and issued a summons to appear in court on 2-4-2010.


 

Jeffery McCracken 44 yoa of 133 Lagonda St., Bayou Vista was arrested on 11-4-2009 at 8:46 pm for Disturbing the Peace Intoxicated and Vagrancy.  Deputy was called to the Pic-a-Pac in Bayou Vista in reference to an intoxicated subject.  Upon Deputy's arrival above suspect was located on the corner of the building.  After investigation suspect was placed under arrest and booked into the parish jail with a $500.00 bond at this time.

St. Mary Sheriff’s Report 11/4

According to Sheriff David Naquin during the last 24 hours the Sheriff's Office responded to 31 complaints and reports the following arrests:


 

Kahi Van Phu 20 yoa of 241 Vivian St., Morgan City and a Female Juvenile 16 yoa of Morgan City were arrested on 11-3-2009 at 9:41 am for Theft by Shoplifting with Phu also being charged with Remaining Where Forbidden and Contributing to the Delinquency of a Juvenile.  Deputy was called to Wal-mart in Bayou Vista in reference to shoplifters.  Upon Deputy's arrival it was learned from security, that suspects were observed taking CD's and a DVD valued at $56.94 and concealing them on their persons.  Suspects were placed under arrest on above charges with Phu being booked into the parish jail with no bond at this time and juvenile being released to guardian pending juvenile court proceedings.


 

Tory James Pichoff 18 yoa of 159 Evia Lane, Franklin, Deon D. Turner 27 yoa of 162 St. Joseph Lane, Franklin and Dexter B. Nerve 22 yoa of 227 ½ Second St., Franklin were arrested on 11-3-2009 at 2:04 pm on warrants for Failure to Comply with Drug Court.  Suspects were located at Fairview Treatment Center in Bayou Vista, placed under arrest on warrants and booked into the parish jail with Pichoff and Nerve having a $100,000.00 bond and Turner having a $200,000.00 bond at this time.


 

William Canazales 19 yoa and Anael C. Vasquez 22 yoa both of Lot # 46 West Syles Lane, Amelia were arrested on 11-3-2009 at 3:08 pm for Theft by Shoplifting.  Deputy was called to Wal-mart in Bayou Vista in reference to shoplifters.  Upon Deputy's arrival it was learned from store security that suspects were observed taking DVD's and CD's and concealing them on their persons.  After investigation suspects were placed under arrest and issued summons to appear in court on 2-4-2010.


 

Suntana White 18 yoa of 515 Park St., Patterson and a Female Juvenile 16 yoa of Patterson were arrested on 11-3-2009 at 4:14 pm for Theft by Shoplifting.  Upon Deputy's arrival store security advised that suspects were observed taking several items and concealing them in bags.  After investigation both suspects were placed under arrest with White being issued a summons to appear in court on 2-4-2010 and juvenile being released to guardian pending juvenile court proceedings.


 

Michelle R. Chapman 23 yoa of 2214 River Road Apt. B, Berwick was arrested on 11-3-2009 at 4:00 pm on a warrant for Assumption Parish for Failure to Appear on the charge of Simple Battery.  Suspect was being interviewed at Berwick Police Department in reference to an unrelated incident when it was learned of a warrant for her arrest.  Suspect was placed under arrest and booked into the parish jail with no bond at this time.

ST. MARY PARISH SHERIFF'S OFFICE 11/3

James Wilkie Jr. 47 yoa of 331 Neptune Road, Bayou Vista was arrested on 11-2-2009 at 6:22 am for Criminal Trespass. Deputy was called to Saturn Road and Southwest in reference to subject sleeping on a school bus. Upon Deputy’s arrival it was learned from complainant that above suspect was observed sleeping on his bus and had left walking down Saturn Road. Deputy located suspect and after investigation placed him under arrest and booked him into the parish jail with a $1000.00 bond at this time.

Kenneth Sanders 19 yoa of 109 Beau Lane, Bayou Vista was arrested on 11-2-2009 at 9:03 am on a warrant for Simple Battery. Suspect was located in the Berwick area, placed under arrest on warrant and booked into the parish jail with a $500.00 bond and was later released.

Randy E. Tisdale Jr. 25 yoa of 1403 Lake Palourde Road, Amelia and Sheremy Louviere 21 yoa of 514 Fourth St., Morgan City were arrested on 11-2-2009 at 9:07 am for Domestic Abuse Battery. Deputy was called to 1403 Lake Palourde Road in reference to a domestic disturbance. Upon Deputy’s arrival to the location Louviere was observed outside crying and Tisdale was observed throwing her belongings out the trailer door. Upon Deputy conducting investigation with both suspects it was learned that they were arguing when they committed batteries upon each other. After investigation suspects were placed under arrest and booked into the parish jail with Tisdale having a $7500.00 bond and Louviere having a $2500.00 bond both were later released.

Dale Maxie 52 yoa of 1007 Birch St., Morgan City was arrested on 11-2-2009 at 9:28 am on a warrant for Probation Violation. Suspect was paying a ticket at the Morgan City Sheriff’s office when it was learned of a warrant for his arrest. Suspect was placed under arrest and booked into the parish jail and later released on his Own Recognizance.

Nastassia Arceneaux 26 yoa of 126 Village Lane, Morgan City was arrested on 11-2-2009 at 12:32 pm on a warrant for St. Martin Sheriff’s Office for Issuing Worthless Checks. Suspect was at the Sheriff’s Office on an unrelated incident when it was learned of a warrant for her arrest. Suspect was placed under arrest and issued a summons to appear in court on 1-6-2010.

Dove 34 yoa of 120 Metarie Road, Slaughter, La. was arrested on 11-2-2009 at 12:36 pm for Speeding, Failure to Signal Lane Change, Possession of Marijuana, Possession of Drug Paraphernalia and Possession of a Firearm in the Presence of CDS. Deputy was patrolling Hwy 90 in the Berwick area, when he conducted a traffic stop on above suspect vehicle. Upon deputy making contact with suspect an odor of burnt marijuana was emitting from suspects person. During investigation it was learned from suspect that he had marijuana and a weapon in the vehicle. Deputy located a bag of marijuana, drug paraphernalia and a handgun in the vehicle. After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.

Sherman Bourgeois 18 yoa of 115 Helen Dr., Centerville and Travis Trosclair 17 yoa of 157 Yellow Bayou Road, Centerville were arrested on 11-2-2009 at 2:05 pm for Disturbing the Peace. Deputy was called to Missouri and Senette St. in reference to an accident. Upon Deputy’s arrival it was learned that a minor accident occurred when the two suspects began arguing. After investigation both suspects were placed under arrest and issued a summons to appear in court on 2-4-2010.

Chanhthala P. Leboeuf 20 yoa of 3718 Luangphabag Road, Broussard, La. was arrested on 11-2-2009 at 9:43 pm for Failure to Signal and Driving Under Suspension. Deputy was patrolling Hwy 182 in the Centerville area, when he conducted a traffic stop. During investigation it was learned that suspect was driving under suspension. After investigation suspect was placed under arrest and issued a summons to appear in court on 2-4-2010.

According to Sheriff David Naquin during the last 72 hours the Sheriff's Office responded to 99 complaints and reports the following arrests:


 

Scottie J. Orgeron 42 yoa of 182 Gemini St., Lockport, La. was arrested on 10-30-2009 at 12:32 pm on warrants for Lafourche Parish for DWI 2nd and First Degree Vehicular Negligent Injuring.  Suspect was located at the Amelia boat landing, placed under arrest on warrants and booked into the parish jail with no bond and was later transferred to Lafourche Parish Sheriff's Office.


 

Alan Rini 31 yoa of 202 North Main St., Loreauville, La. was arrested on 10-30-3009 at 1:38 pm on a warrant for Burglary, Simple Criminal Damage to Property and Remaining Where Forbidden.  Suspect was paying a ticket in the Sheriff's Office when it was learned of a warrant for his arrest.  Suspect was placed under arrest and booked into the parish jail with a $1500.00 bond and was later released.


 

Moradel Rembrandt 21 yoa of 10724 Frontage Road, Amelia was arrested on 10-30-2009 at 10:35 pm for Operating a Vehicle Without Lawful Presence in the United States, Hit and Run and No Drivers License.  Deputy was called to Sandi's Lounge i8n Amelia in reference to a hit and run accident.  Upon Deputy's arrival it was learned from witness that she observed above suspect vehicle back into a car and left the scene.  Suspect vehicle was located a short distance from the area stop and brought back for investigation.  After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.


 

Issac M. Martinez 27 yoa of 205 Neptune St # 3, Bayou Vista and Madlyn Slawson 29 yoa of 1404 Canal Road #13, Bayou Vista were arrested on 10-31-2009 at 3:25 am with Martinez being charged with Disturbing the Peace, three counts of Resisting an Officer with Force, two counts of Battery on a Police Officer and three counts of Threatening a Public Official, with Slawson being charged with Disturbing the Peace, three counts of Resisting an Officer and two warrants for Failure to Comply with Drug Court.  Deputy was called Grace St. in Siracusa in reference to a suspicious person.  Upon Deputy's arrival Slawson was located walking the street and Deputy made contact with suspect to conduct an investigation.  After investigation Deputy was starting to leave when a cab pulled up and Slawson was attempting to get in.  Deputy made contact with suspect again and noticed Martinez in the vehicle.  Deputy began to investigate the incident further when it was learned that Slawson had given Deputy a false name and that she had warrants for her arrest.  Slawson was placed under arrest at which time she began resisting and causing a disturbance.  Martinez also began causing a disturbance and when he was placed under arrest he began fighting and resisting Deputy's.  Martinez was also taken into custody.  Both suspects were booked into the parish jail with Martinez having no bond and Slawson having a $203,250.00 bond at this time.


 

Ryan A. Billiot 29 yoa of 101 Teche Road, Bayou Vista and Joseph B. Williams 49 yoa of 521 Tiffany St., Patterson were arrested on 10-31-2009 at 6:16 am with Billiot being arrested on a warrant for Failure to Appear on the charge of Simple Battery and Williams being arrested on a warrant for Failure to Appear on the charges of Speeding, Resisting an Officer and Possession of Alcoholic Beverage in a Motor Vehicle.  Deputy had conducted a traffic stop in the Bayou Vista Truck Stop parking lot and while conducting investigation it was learned of warrants for above suspects, passenger's in the vehicle.  Suspects were placed under arrest and booked into the parish jail with Billiot having a $3500.00 bond and Williams having a $1500.00 bond, both were later released.


 

Anita M. Steel 34 yoa of 311 Fifth St., Morgan City was arrested on 10-31-2009 at 2:33 pm for Theft by Shoplifting.  Deputy was called to Wal-mart in Bayou Vista in reference a shoplifter.  Upon Deputy's arrival it was learned from store security that above suspect was observed taking some items and concealing them in her bag.  After investigation suspect was placed under arrest and issued a summons to appear in court on 1-6-2010.


 

Kristina H. Keplinger 38 yoa of 110 St. Nicholas Dr., Lafayette, La. was arrested on 11-1-2009 at 1:05 am for two counts of Simple Battery and Simple Criminal Damage to Property.  Deputy was called to 525 Joey St. in Patterson in reference to a disturbance.  Upon Deputy's arrival it was learned from complainants that suspect was causing a disturbance and when they attempted to calm her down she began fighting with them pushing complainant down onto a coffee table breaking it.  Deputy searched for suspect and located her hiding behind a shed.  Suspect was placed under arrest and booked into the parish jail with $1500.00 bond and was later released.


 

Robert Choate 52 yoa of Primeman Power Labor Camp in Amelia was arrested on 11-1-2009 at 6:08 pm for Disturbing the Peace Intoxicated, Resisting an Officer by Giving False Information and Possession of Drug Paraphernalia.  Deputy was called to Primeman Power in reference a disturbance.  Upon deputy's arrival it was learned that above suspect was causing a disturbance and had been previously warned by Deputies.  Deputy located suspect hiding under his bunk and was removed.  During investigation when asked his name suspect gave deputy a false name.  During investigation suspect was found to be in possession of drug paraphernalia.  After investigation suspect was placed under arrest on above charges and booked into the parish jail with a $2750.00 bond at this time.


 

Charles Boudreaux 44 yoa of 11407 Hwy 182, Franklin was arrested on 11-1-2009 at 10:47 pm on a warrant for Failure to Appear for Criminal Neglect of Family.  Deputy was called to Jubilee on Hwy 317 in Centerville in Reference to a disturbance.  While Deputy was conducting investigation it was learned of a warrant for above suspect's arrest.  Suspect was placed under arrest and booked into the parish jail with a $24,493.29 Bond at this time.
