Stratton still at large

Cecil Stratton, one of three men who escaped from the Allen Parish, La. Correctional Center, has a lengthy criminal record, and is still at large. Authorities believe he is the Morgan City/Berwick areas. Persons who see him, call 911 immediately.

According to Sheriff David Naquin during the last 24 hours the Sheriff’s Office responded to 33 complaints and reports the following arrests:

William H. Goudy 52 yoa of 923 Jackson Landing Road, Picayune, Mississippi was arrested on 1-29-2009 at 8:43 am on a warrant for Jefferson Parish for Failure to Appear. Deputy was patrolling the Patterson area when he conducted a traffic stop on Hwy 90. During investigation it was learned of a warrant for Jefferson Parish. Suspect was placed under arrest and booked into the parish jail and later released on his own recognizance.

Shelly L. Scott 18 yoa of 108 Duet St., Houma, La. was arrested on 1-29-2009 at 6:46 pm on a warrant for Telephone Harassment. Suspect turned herself into the Sheriff’s Office after learning of a warrant for her arrest. Suspect was placed under arrest and issued a summons to appear in court on 4-6-2009.

Rene Pascual Rivera Romero 32 yoa of 6433 Madison St., New Orleans, La. was arrested on 1-28-2009 at 7:05 am for Operating a Vehicle without Lawful Presence and Careless Operation. Deputy was patrolling the Amelia area, when he came upon a single vehicle accident on Duhon By-pass Road. Upon Deputy conducting investigation it was learned that suspect lost control of vehicle running into the cross arms of railroad track and going into the ditch. After investigation suspect was placed under arrest on above charges and booked into the parish jail with n o bond at this time.

MORGAN CITY POLICE


Morgan City Police are searching for Cecil Michael Stratton, a 29 year old white
male who escaped from Allen Parish Detention Center on Jan 25th, around 11 p.m.

His birthdate is March 3, 1979, he weights 175 pounds and is 6ft tall.

If you see him, use extreme caution as he has a known criminal history, and possesses
violent and dangerous behavior. He is known to carry firearms, and has committed robberies and burglary.

If you see him, call 911.
Officials also say Stratton could be in contact with his sister Marie Stratton, who also is from Morgan City. She is believed to be driving a 1998 Mercury Sable, beige in color, License OZK138.

Stratton wore, as part of his prison uniform, navy blue scrubs with a white undershirt or blue jeans, blue jean button up shirt or grey sweat shirt.

Two other men also escaped with Stratton, 24 year old Daniel Reeder and 32 year old Troy Hargrave.

Reeder was serving a 30-year sentence for a manslaughter conviction in Caddo Parish.
Hargrave was serving a 40-year sentence for a manslaughter conviction in Calcasieu Parish.

The St. Mary Multi-Jurisdictional Drug Task Force, consisting of St. Mary Sheriff Dept., Morgan City Police Dept., Patterson Police Department Franklin Police Dept., Baldwin Police Dept., Berwick Police Dept., and Chitimacha Police Dept., report the following arrests:

Antonio Collins Jr. 24 yoa of 304 Halsey St., Morgan City was arrested on 1-26-2009 at 3:52 pm for Possession of Cocaine with Intent to Distribute, Possession of Marijuana with Intent to Distribute, Possession of Drug Paraphernalia and Keeping a Disorderly Place. Agents of the Narcotics Task Force executed a search warrant at 304 Halsey St. in Morgan City. Upon Agents entering the residence suspect took off running from residence inside the residence and exited from a window were he was apprehended and detained. A search of the residence revealed a large amount of marijuana with a street value of $600.00, cocaine with a street value of $1000.00 and drug paraphernalia. Agents also seized $273.00 in U.S. currency. Suspect was placed under arrest and booked into the parish jail with no bond at this time.

Harley Francis 21 yoa of 108 Headland St., Morgan City was arrested on 1-26-2009 at 5:00 pm for Attempt to Possess Marijuana. While Agents were conducted investigation at 304 Halsey St. in Morgan City, when above suspect made contact with Collins cell phone. Agent answered phone and spoke with above suspect, at which time suspect made a deal to purchase marijuana. Suspect then arrived on scene, was detained and after investigation was placed under arrest and booked into the parish jail with no bond at this time.

Blake J. Smith 18 yoa of 406 Tiffany St., Patterson was arrested on 1-26-2009 at 12:25 pm for Loud Music from Vehicle Prohibited. Deputy was patrolling the Wal-mart parking lot when he observe4d suspect vehicle playing loud music. Deputy conducted a traffic stop and after investigation suspect was placed under arrest and issued a summons to appear in court on 4-6-2009.

Timothy Duval 20 yoa of 316 Camille St., Patterson was arrested on 1-26-2009 at 7:50 pm for Criminal Trespass. Deputy was called to Hwy 182 and Airport Circle in the Patterson area, if reference to suspect trespassing of the property again. Upon Deputy’s arrival Patterson Police Department was on scene detaining suspect. After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.

Weighlyn C. Madison 47 yoa of 761 Utah St., Berwick was arrested on 1-27-2009 at 12:52 am for Tail Light Required, Flight from an Officer, Driving Under Suspension and Unsafe Vehicle Conditions. Deputy was patrolling the Amelia area, when he observed suspect vehicle parked at a closed business. Upon Deputy pulling into the parking lot suspect vehicle pulled off. Deputy then attempted to stop suspect with him refusing to stop. Other Units were called to assist and spike strips were Deployed stopping Vehicle On Hwy 90 in the Amelia area. Suspect was taken into custody and booked into the parish jail on above charges with no bond at this time.

Crystal Duke 27 yoa of 111 Lydia Lane, Charenton was arrested on 1-22-2009 at 9:47 am on warrants for Failure to Appear on the charge of Issuing Worthless Checks and Failure to Appear on the charge of Stop Sign Violation. Suspect was located at her residence, placed under arrest on warrants and booked into the parish jail with a $2500.00 bond and was later released.

Patrice M. Granger 27 yoa of 526 ½ Augustine Maze St., Franklin was arrested on 1-22-2009 at 10:05 am on a warrant for Failure to Appear on the charge of Theft. Suspect turned herself into the Sheriff’s Office after learning of a warrant for her arrest. Suspect was booked into the parish jail with a $5000.00 bond and was later released.

Sammar Hebert 30 yoa of 1709 Providence St., New Iberia was arrested on 1-22-2009 at 12:04 pm on a warrant for Reckless Operation. Information was received that suspect was at 1754 Hwy 83 in Ashton. Deputy went to location, located suspect and placed her under arrest on warrant and issued her a summons to appear in court on 4-6-2009.

Ananias Bourgeois 59 yoa of 3703 Old Jeanerette Road, New Iberia was arrested on 1-22-2009 at 1:29 pm for Aggravated Battery and Resisting an Officer. Deputy was patrolling Hwy 182 in the Baldwin area, when he conducted a traffic stop on above suspect for speeding. When suspect was issued a citation he became irate and got back in his vehicle speeding off and throwing rocks at Deputy. Deputy then conducted another stop on suspect. Suspect then exited his vehicle in an aggressive manner at which time he was placed under arrest and had to be physically subdued. Suspect was booked into the parish jail with a $5000.00 bond and was later released.

Renodio K. Toussaint 31 yoa of 211 Batiste St., Baldwin was arrested on 1-22-2009 at 5:35 pm for Open Alcoholic Container and Resisting an Officer. Agents were patrolling Batiste St. in Baldwin, when they observed several subjects standing in the roadway with open alcoholic containers. Agents conducted an investigative stop, at which time above suspect placed his drink on the vehicle and began to walk away. When suspect was ordered to stop he began to run with Agents giving chase and was later apprehended. After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.

Stephen A. Boyd 20 yoa of 533 Teche Road, Bayou Vista was arrested on 1-22-2009 at 6:00 pm on a warrant for Thibodaux City Court for Disturbing the Peace and Resisting an Officer. Suspect was located at his residence, placed under arrest on warrant and booked into the parish jail with a $1000.00 bond at this time.

Kim L. Ayo 40 yoa of 104 Little Flower Lane #6, Bayou Vista was arrested on 1-22-2009 at 7:04 pm for Disturbing the Peace Intoxicated. Deputy was patrolling the Bayou Vista area, when he observed suspect stumbling in the roadway on Saturn Road. Deputy conducted an investigative stop and upon making contact observed that he was intoxicated. Suspect was placed under arrest and booked into the parish jail with a $250.00 bond at this time.

Ned R. Tardy 53 yoa of 111 Jolivette St., Baldwin was arrested on 1-22-2009 at 9:40 pm on a warrant for Probation Violation. Agents were patrolling the area of Labau St. in Baldwin when several subjects were observed on the corner of Labau and Jolivette St… Agents conducted an investigative stop, at which time it was learned of a warrant for above suspect. Suspect was placed under arrest and booked into the parish jail with no bond at this time.

Tina M. Rock 31 yoa of 310 Lake Palourde Road, Amelia was arrested on 1-22-209 at 10:55 pm for Possession of Drug Paraphernalia. Deputy was patrolling Hwy 90 in the Bayou Vista area, when he conducted a traffic stop. During investigation a search of suspect’s person was conducted with drug paraphernalia being located on her person. Suspect was placed under arrest and issued a summons to appear in court on 4-6-2009.

Barry J. Burnett 22 yoa of 617 Superior Lane, Bayou Vista was arrested on 1-23-2009 at 12:06 am on warrants for Failure to Appear on the charge of No Seat Belt and Failure to Appear on the charges of No Seat Belt and Unsafe Vehicle. Agents were patrolling Cross Road # 2 in Bayou Vista, when they conducted an investigative stop on two subjects sitting in a vehicle. During investigation it was learned that above suspect had warrants for his arrest. Suspect was placed under arrest and booked into the parish jail with a $398.50 cash bond at this time.

Kentrell Arceneaux 25 yoa of 124 Collins St., Baldwin was arrested on 1-21-2009 at 5:35 pm for Open Alcoholic Container, Possession of Loritab and a warrant for Baldwin Police Department for Disturbing the Peace. Agents were patrolling the Baldwin area when they observed several subjects in the roadway near a parked car. Upon Agents making contact with the above suspect he was observed holding an open alcoholic container. During investigation a search of suspect’s person was conducted with three loritabs being located. It was also learned that suspect had a warrant for his arrest with Baldwin Police Department. Suspect was booked into the parish jail with no bond at this time.

Kenneth Evans Jr. 54 yoa of 513 Williams St., Patterson was arrested on 1-21-2009 at 8:45 pm for Driving Under Suspension, Stop Sign Violation, Possession of Marijuana, Possession of Cocaine, Possession of Drug Paraphernalia and a warrant for Failure to Appear on the charge of Issuing Worthless Checks. Agents were patrolling the Franklin area, when they conducted a traffic stop on Third and MLK. During investigation marijuana, cocaine and drug paraphernalia were located in the vehicle. Suspect was placed under arrest and booked into the parish jail with no bond at this time.

Clint P. LaCoste 46 yoa of 302 Degravelle Road, Amelia was arrested on 1-21-2009 at 7:59 am on a warrant for Failure to Appear on the charge of Expired Inspection Sticker. Deputy was patrolling the Amelia area, when he conducted an investigative stop on suspect. During investigation it was learned of a warrant for his arrest. Suspect was placed under arrest and booked into the parish jail with a $273.50 cash bond at this time.

Lionel Jones 56 yoa of 416 Morris St., Franklin was arrested on 1-21-2009 at 10:10 am on a warrant for Issuing Worthless Checks. Suspect turned himself into the Sheriff’s Office after learning of a warrant for his arrest. Suspect was placed under arrest and issued a summons to appear in court on 4-6-2009.

Morris J. Gloston 43 yoa of 134 August Dr., Lafayette, La. was arrested on 1-21-2009 at 11:30 am on a warrant for Failure to Appear on the charge of Issuing Worthless Checks. Deputy was patrolling the Bayou Vista area, when he conducted a traffic stop on Polaris St… Upon Deputy making contact with suspect an odor of alcoholic beverage was observed upon her person. After investigation suspect was placed under arrest and transported to the Berwick Police Department Jail to run on the Intoxilyzer 5000. Suspect refused the test and was booked into the parish jail with no bond at this time.

Leon A. Lipari 51 yoa of 152 Cremo Lane, Patterson was arrested on 1-20-2009 at 4:15 pm for Aggravated Battery. Deputy was called to 152 Cremo Lane in reference a battery. Upon Deputy’s arrival it was learned that suspect was having an argument with complainant when he hit her with a cane. After investigation suspect was placed under arrest and b9ooked into the parish jail with no bond at this time.

Clarence T. Sheets Jr. 38 yoa of 405 ½ Bush St., Morgan City was arrested on 1-20-2009 at 9:45 pm on warrants for St. Martin Sheriff’s Office for Disturbing the Peace and Criminal Trespass and a Parole Violation Warrant. Agents were patrolling Bush St. in the Morgan City area, when they conducted an investigative stop. During investigation it was learned of warrants for suspect’s arrest. Suspect was placed under arrest and booked into the parish jail with no bond at this time.

Katie S. Helms 68 yoa of 113 Rose Park Lane, Morgan City was arrested on 1-20-2009 at 11:50 pm on a warrant for Failure to Appear on the charge of DWI. Deputy was patrolling Hwy 90 in the Bayou Vista area, when he conducted a traffic stop. During investigation it was learned of a warrant for suspect’s arrest. Suspect was placed under arrest and booked into the parish jail with a $5000.00 bond and was later released.

Troy D. Brown 28 yoa of 606 Jennifer Ann St., Jeanerette was arrested on 1-21-2009 at 1:52 am for Possession of Cocaine. Deputy was investigating a disturbance complaint on Edmond Lane. During investigation it was learned that suspect left the area driving a small grey vehicle. Deputy left location in an attempt to located suspect. Deputy located suspect vehicle and conducted a traffic stop on Hwy 182 near Albania. During investigation above suspect a passenger in the vehicle was removed and an item dropped to the ground. Deputy retrieved a pill bottle containing several rocks of crack cocaine. After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.

CLYDE CHARLES PASSES


A Houma native who enjoyed just eight years of freedom after serving nearly two decades of his life in Angola for a crime he did not commit, died peacefully in his home last Wednesday.

Clyde Alton Charles, 55, of Shrimper’s Row, just off Grand Caillou, died peacefully on Jan 7, according to his sister, Lois Charles Hill of Thibodaux.

She, together with her bothers – Octave, Wilfred, Arnold, Leo and Marlo, and her sisters, Wilberine Charles Theriot, Rochelle Charles Abrams, and Trudy Charles, worked from March of 1981 to December of 1999, to get their brother freed from having been accused and convicted of a raping a white female, also from Houma.

It was DNA evidence that freed Clyde Charles in the fall of 99.

Hill said that the alleged rape occurred on March 11, 1981 off Grand Caillou Rd involving a 26 year old Houma woman. She alleged she was beaten and raped by a black man.

Clyde Charles, who was 27 at the time, was leaving a bar in Houma where he had been with his brother Marlo. A police officer spotted Clyde and had brought him to the hospital in handcuffs, “where the woman was asked, ‘Is this the man who raped you,” and she replied, while seeing him in handcuffs, yes,” Lois Hill said.

Clyde was tried one year later by an all white jury of 10 women and two men. The only evidence the prosecution had were two strands of Caucasian hair that were found on Clyde’s clothing that were never conclusively proven to belong to the alleged victim, Hill said.

“This testimony was gathered from an identification the woman made, barely, hours after she was allegedly beaten and raped. She is white, her assailant was allegedly black. Being human, and being a white female in South Louisiana, what else was she going to say?” Hill asked.

Nonetheless, Hill said the family pooled their financial resources, to begin helping their brother Clyde in appeals of case, both of which were lost in 1982 and 1987.

In 1990 Hill and her sister Rochelle Abrams, sought DNA attempts to test the evidence in the case. However, Hill said for years their requests were ignored, blocked or denied by the state.

“We then found Barry Scheck – and the Innocence Project, who took the case,” Hill said.

DNA results eliminated Clyde as the rapist of the alleged victim, and he was released on Dec. 17, 1999. However four months later, his brother Marlo was arrested after a profile implicated him in the rape of the woman. However, the Charles family also stands behind their brother Marlo, “until we all really know the truth. But, we’re just financially tapped out,” she said.

“The state and Terrebonne Parish never once apologized publically or privately to Clyde for what they did, nor did they repay him for the injustice done against him,” Hill said.

“Terrebonne Parish gave him $200,000 and then told him to go away,” Hill said.

“This week, it’s about my brother, and all I can say is that a man set free after serving 18 years in prison for a crime he did not commit, on January 7, became truly free indeed,” Hill said.

“I have no regrets. Two weeks ago while visiting my brother at his home, while talking, Clyde looked at me and said, ‘Lois, I know what you did for me. I know you stood beside me when many people had fell along the way, and that made me feel real good. You can’t buy that kind of love.’ I have my brother’s love, and that is the best gift I have ever received,” Hill said.

The Charles family will hold a memorial service, Sat Jan 17, from 2 to 5pm, at the Blaine Clay Lodge #14 F.M., also known as “Prince Hall”, on 915 Lafayette Street in Houma.

Also, Lois Hill said the her brothers and sisters are planning to set up a checking account at a local bank, to create a foundation in Clyde Charles’ name.

She asks that persons interested in sending flowers to the memorial service, instead send donations to this fund.

According to Sheriff David Naquin during the last 24 hours the Sheriff’s Office responded to 35 complaints and reports the following arrests:

On 1-14-2009 at 1:18 pm a Juvenile Male 14 yoa was arrested for Simple Battery. Deputy was called to Centerville High School in reference to a Battery. Upon Deputy’s arrival it was learned from school official that juvenile committed a battery upon another student. Juvenile was placed under arrest, processed and released to a guardian pending juvenile court proceedings.

Rusty S. Bordelon 20 yoa of 916 Main St., Franklin was arrested on 1-14-2009 at 3:07 pm on warrants for Failure to Comply with Terms and Conditions of Drug Court and a warrant for St. Landry Parish for three counts of Simple Battery. Agents received information that above suspect was at 1450 Prairie Road Circle Verdunville and that he had warrants for his arrest. Suspect was located at the residence, placed under arrest and booked into the parish jail with no bond at this time.

Terrance T. Skipper 21 yoa of 305 Fourth St., Morgan City was arrested on 1-14-2009 at 7:03 pm on warrants for Failure to Appear on the charge of Possession of Marijuana and a Probation Violation. Agents were patrolling Apple St. in Morgan City when they conducted an investigative stop on subjects walking. During investigation it was learned that above suspect had warrants for his arrest. Suspect was placed under arrest and booked into the parish jail with no bond at this time.

Harold Holly 31 yoa of 129 Friendship Alley, Amelia was arrested on 1-14-2009 at 9:00 am on a warrant for Distribution of Cocaine. Agents learned that suspect was being held in Franklin Police Department Jail. Suspect was placed under arrest on warrant and is being held at the Franklin Police Department Jail with a $100,000.00 bond on the above charge.

Joseph Young 39 yoa of 300 Tiffany St. Patterson was arrested on 1-14-2009 at 7:45 pm for Possession of Drug Paraphernalia, Resisting an Officer and Obstruction of Justice. Agents of the Narcotics Task Force were patrolling Siracusa area, when they conducted an investigative stop on subject walking on James St. Agents approached suspect and advised him to stop at which time he continued to walk away. Agents observed suspect throw an item to the ground. Agents detained suspect and retrieved item thrown which contained drug paraphernalia. After investigation suspect was placed under arrest on above charges and booked into the parish jail with no bond at this time.

Irwin D. Celestine 27 yoa of 1108 Sixth St., Morgan City was arrested on 1-14-2009 at 8:21 pm for Possession of Marijuana 2nd and Failure to use Turn Signal. Agents of the Narcotics Task Force were Patrolling the Morgan City area, when they conducted a traffic stop on Victor II Blvd at Redwood. During investigation a search of vehicle was conducted with a small amount of marijuana being located. Suspect was placed under arrest and booked into the parish jail with no bond at this time.

ST MARY POISED TO GET $19.6 million

The St. Mary Parish Council learned Wednesday that $10.6 million in federal hurricane-relief spending is on its way to the parish, and a second allocation of $8.7 million could follow soon after, to fund recovery projects in the areas of housing, infrastructure, business recovery and economic revitalization.

Parish Chief Administrative Officer Henry “Bo” LaGrange told the council that the money earmarked for St. Mary, $19.4 million in total, is part of the Louisiana Recovery Authority plan that state lawmakers earlier this month. It awaits final approval by the U.S. Department of Housing and Urban Development.

“We know that we’re going to receive the first allocation of $10.6 million shortly,” LaGrange said. “So in the next three to six months, we plan to come before you to get your help in identifying projects we can address.”

In other fiscal matters, the Council approved the issuing of $2.5 million in general obligation bonds for library improvements across the parish, excluding Morgan City, who maintains its own system.

The council agreed to incur the debt from Patterson State Bank and Iberia Bank of Lafayette, at a rate of 3.96 percent.

In a public hearing before the meeting, bond attorney Lonnie Bewley said the parish was in good shape to borrow the money, due to the parish recently being awarded an A rating, “which is important because it’s hard to get people excited about buying long-term bonds.”

In other business, the Council took under advisement a report from its St. Mary Parish Charter Review Commission, four major suggestions which range from how they do business, to their own salaries, and to the salary and role of the parish president.

Later, the Council will consider placing the changes before voters on a congressional ballot, which if done so, would take effect in 2012.

Charter Review Chairman Stan Beaubouef pitched the suggestions to the council.

The first is to require the Parish Council adhere to the Parish Charter more closely, in spending money not budgeted, by ordinance instead of resolution, allowing time for public input.

The committee cited Article II, paragraphs two through 11 of the charter, which states that any act which “appropriates funds and or adopts the operating budget and capital improvement budget for the parish government.”

The report states that the current practice of the St. Mary Parish Council, as well as those before them, is to consider and approve by resolution expenditures which are not budgeted.

The second suggestion is to prohibit any councilman or any at-large councilman from seeking an at-large member or individual council seat, once they have served for two consecutive terms in office. If passed, the charter change would stop a councilman from serving 12 or 16 years consecutively on the council, in either seat.

The third suggestion is to raise the pay of a single member district councilman from $450 to $800 monthly, and the at-large councilman pay from $800 to $1,000 montly. It also suggests that the salary of the parish president, which currently is a part-time job, be raised from an annual $12,000 to an annual $36,000.

The fourth suggestion is to change the job description and salary of St. Mary Parish President to full-time status, with an annual salary of $65,000.

The suggestion moves all direction of the parish, including operations, from the chief administrator to the parish president, and it would give the parish president the opportunity to hire whomever he would like to hold the chief administrator’s job, with a job description designed by the parish president.

TERREBONNE NAACP CELEBRATION




Television actress Jackee Harry headlines the Terrebonne Parish Chapter of the NAACP’s annual salute to Dr. Martin Luther King Jr.


The group’s 48 hour celebration will be held Sunday Jan 18 and Mon Jan 19 at the Dumas Auditorium on Tunnel Blvd.


The Terrebonne NAACP Youth group will kick off the chapter’s activities, with a special program at 5 p.m. Sunday, featuring local youth ministers. There will also be a gospel and teen solos, according to Diane Collins, NAACP Youth Director.


On Monday, television actress Jackee Harry, star of the tv shows “Sister Sister” and “227” will deliver the keynote address to the Terrebonne NAACP Adult Chapter.


The program will begin at 11 a.m. and will feature the NAACP Youth Choir, and various musicians and singers from the Beacon Light Baptist Church of Houma.


Elder Herbert K Andrew, pastor of Beacon Light, will be the presiding minister for the program.

Also, NAACP President Jerome Boykin said he has received interest from a spokesman within Gov. Bobby Jindal’s office, that Jindal is interested in attending the event, however his appearance has not yet been confirmed, “although we were told that there is a 90 percent chance he will attend.”


“It should be a day on, not a day off, in order for all of us to celebrate what Dr. King did for everyone – the fight that we’re all equal, both black and white,” Boykin said.


Jerome Boykin is the recipient of the 2008 Louisiana NAACP Badge of Courage Award.
“It’s not always easy to do what’s right, to stand up for what you believe in. You take a lot of heat, and then you take more,” Boykin said.


While adults can attend the Monday program inside Dumas, children can enjoy amusement rides, as well as hamburgers and other snacks outside, from 11 a.m. until, part of an annual fundraiser for the NAACP Youth Department, Collins said.

Robert W. Epling 42 yoa of 5780 West Shore Dr., Pensacola, Florida was arrested on 1-13-2009 at 2:55 pm for Theft. Deputy was called to Morgan City Bank Branch on Frontage Road in Amelia in reference to suspect refusing to pay a cab fare. Upon Deputy’s arrival it was learned from cab driver that she picked up suspect in Morgan City and advised him of the cab fare. Suspect then wanted her to make a stop, which she advised would cost him more. When suspect could not retrieve money from his account he wanted cab to wait. Suspect advised that it would cost him additionally. After an excessive amount of time suspect was advised of the cab fare at this time, he became irate and advised cab driver to leave and refused to pay. After investigation suspect was placed under arrest and issued a summons to appear in court on 4-6-2009.

Jules Joiner Sr. 38 yoa of 112 Leola St., Amelia was arrested on 1-13-2009 at 6:42 pm for Second Degree Battery, Battery on a Police Officer and Resisting an Officer. Deputy was called to 138 Westside Lane, Amelia in reference a battery. Upon Deputy’s arrival it was learned from complainant that subjects were at his residence, when an argument started and he advised subjects to leave. Above suspect then rushed him and began hitting him. While Deputy was conducting investigation, suspect approached complainant arguing. Deputy separated them and was attempting to walk suspect to vehicle to speak with him when suspect became irate and threw a phone at the deputy and began to flee. After a short foot pursuit suspect slipped and was apprehended. After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.

Tyler M. Kapp 17 yoa of 112 Billiot Lane, Bayou Vista was arrested on 1-13-2009 at 7:26 pm for Possession of Drug Paraphernalia. Deputy was called to above location in reference to drug paraphernalia being located in the residence. Upon Deputy’s arrival complainant advised that her husband located some drug paraphernalia in the bathroom of the residence and that she suspected the above. Deputy located suspect and after investigation he was placed under arrest and issued a summons to appear in court on 4-6-2009.

Arthur Collins 39 yoa of 157 Mary Garret Road, Baldwin was arrested on 1-14-2009 at 12:37 am for Disturbing the Peace Intoxicated, Resisting an Officer and Battery on a Police Officer. Deputy was called to above location in reference to suspect taking complainant’s vehicle without permission. Upon Deputy’s arrival a vehicle was located in the back yard running with the driver’s door open. Deputy checked the area, then proceeded to the residence and speak with complainant were it was learned that suspect had taken her vehicle without permission and had returned it prior to Deputy’s arrival. Deputy was leaving the residence when a noise was heard coming from the rear. Deputy went to the rear of the trailer and located suspect coming from under the truck. Suspect refused cooperate with Deputy and had to be subdued. During the arrest suspect resisted Deputy and committed a battery upon her. Suspect was booked into the parish jail with no bond at this time.

Adauto P. Hernandez 20 yoa of 115 Lenny’s Lane, Morgan City was arrested on 1-8-2009 at 6:35 am for Loud Music Prohibited and Speeding 37 mph in a 25 mph zone. Deputy was patrolling Barrow St. in Amelia when he conducted a traffic stop on suspect vehicle. After investigation suspect was placed under arrest on above charges and issued a summons to appear in court on 4-6-2009.

Kelly A. Bergeron 35 yoa of 5308 Bull Island Road, New Iberia was arrested on 1-8-2009 at 11:10 am for DWI 2nd, Driving Left of Center and Suspended Drivers License. Deputy was advised of a reckless driver on Hwy 90 east bound in the Bayou Vista area. Deputy located suspect vehicle and conducted a traffic stop on Southeast and Arlington St… During investigation it was learned that suspect had taken some medication earlier in the day. Suspect was taken to Berwick Police Department and a urine sample was collected for analysis. After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.

MORGAN CITY POLICE CHIEF JIM CHRISTY RESIGNS

Morgan City Police Chief Jim Christy resigned from his post as the city's top law enforcement officer, as of 5 p.m. Wednesday, according to a press release from the mayor's office.

Christy has held the post since April of 2002.

Mayor Tim Matte said that Asst. Chief Marc Folse will assume the reigns until a premanent chief is named. Folse brings 27 years of experience to his interim post, having served all with the Morgan City Police Department.

The Morgan City Police Chief answers to the Mayor of Morgan City, Matte said, and as such, he will be selecting a replacement for Christy, subject to approval by the city council, and from a list of candidates meeting civil service requirements.

In a brief telephone interview yesterday, Matte said that Christy resigned for personal reasons.
"With any change in administration (pause) well let's just say that he resigned for personal reasons," Matte said.

Desmond J. Charles 107 Oak St., Morgan City was arrested on 1-7-2009 at 3:33 pm on a warrant for Criminal Neglect of Family. Agents were patrolling Oak St. in Morgan City when an investigative stop was conducted on suspect walking. During investigation it was learned of a warrant for his arrest. Suspect was placed under arrest and booked into the parish jail with a $4462.50 at this time.

Joshua A. Bowie 23 yoa of 1008 Monnot Road, Jeanerette was arrested on 1-7-2009 at 10:35 pm on a warrant for Failure to Appear on the charges of No Drivers License, Switched License Plate and No Insurance. Agents were patrolling Georgetown Road in Glencoe when they conducted an investigative stop. During investigation it was learned of a warrant for above suspect’s arrest. Suspect was placed under arrest and booked into the parish jail with a $1500.00 bond and was later released.

Milton J. Barrilleaux 52 yoa and Brandon Barrilleaux 24 yoa both of 222 Mars St., Bayou Vista were arrested on 1-8-2009 at 1:13 am with Milton Barrilleaux being charged with DWI and Careless Operation and Brandon Barrilleaux being charged with Disturbing the Peace Intoxicated and Resisting an Officer. Deputy was called to Mars St. in reference to a vehicle accident and driver and a passenger having a disturbance then left the scene on foot. Upon Deputy’s arrival information was gathered from witness and suspects were located at their residence. Suspect were detained and transported back to the scene where driver was identified. After further investigation both suspects were placed under arrest with driver being taken to Berwick Police Department to run on the Intoxilyzer. Suspect had a test result of .169g%. Suspects were booked into the parish jail with Milton Barrilleaux having no bond and Brandon having a $1250.00 bond at this time.

Kevin Westley Jr. 26 yoa of 625 Big Four Corners Road, Jeanerette was arrested on 1-7-2009 at 9:47 pm for Possession of Cocaine with Intent to Distribute. Agents were patrolling Big Four Corners Road when they conducted an investigative stop on suspect walking. During investigation suspect was observed throwing a cellophane bag under the Agents unit, bag was retrieved containing crack cocaine. Agents of the Narcotics Task Force were patrolling Adams St. in Morgan City, when Agents attempted to conduct a traffic stop, suspect vehicle refused to stop and led Agents and Deputy’s on a chase with suspect vehicle finally coming to a stop in the Patterson Pipe Yard in Morgan City. Agents detained suspects and conducted an investigation. During investigation a cellophane bag was located with several rocks of crack cocaine. Also during investigation $597.00 in U. S. Currency was located and seized. After investigation above suspects were placed under arrest and booked into the parish jail with no bonds at this time.

Darren J. Boudin 48 yoa and Kizzy L. Jelks 26 yoa both of 158 Boudin Lane, Cutoff, La. were arrested on 12-30-3008 at 6:17 pm with Boudin being charged with Improper Lane Usage, Improperly Displayed License Plate, Possession of Loritab and Possession of Xanax and Jelks being charged with Possession of Loritab and Possession of Xanax 3rd offense. Deputy was called to Hwy 90 in the Amelia area, in reference to a reckless driver. Deputy located suspect vehicle and conducted a traffic stop. During investigation a search of suspect vehicle was conducted with a pill bottle containing several Loritab and Xanax pills. After investigation suspect’s were placed under arrest and booked into the parish jail with Boudin having a $5000.00 bond and Jelks having a $15,000.00 bond both were later released.

Brad D. Landry 27 yoa of 1622 Federal Ave., Morgan City was arrested on 12-30-2008 at 9:42 pm for Possession of Marijuana and Possession of Drug Paraphernalia. Deputy was patrolling Hwy 90 when he conducted a traffics stop on a vehicle. During investigation suspect a passenger in the vehicle was searched with a bag of marijuana and drug paraphernalia being located on his person. After investigation suspect was placed under arrest and booked into the parish jail with a $3500.00 bond and was later released.

Bridget L. Pierron 19 yoa of 106 Edwin Lane, Amelia was arrested on 12-31-2008 at 7:18 am on a warrant for Failure to Appear on the charge of Expired Inspection Sticker. Deputy was patrolling Siracusaville area, when he conducted a traffic stop. During investigation it was learned of a warrant for suspect’s arrest. Suspect was placed under arrest and booked into the parish jail with a $273.50 cash bond and was later released.

Albert Green 54 yoa of 151 St. Joseph Lane, Franklin was arrested on 12-31-2008 at 11:37 pm for Aggravated Assault Domestic Violence and Illegal Discharge of a Firearm. Deputy was called to above location in reference a disturbance. Upon Deputy’s arrival it was learned that suspect and victim were arguing when suspect pulled a gun on victim and made threats, and then shot the gun in the residence. After investigation suspect was placed under arrest and booked into the parish jail with a $50,000.00 bond and was later released.

Anthony T. Francois 32 yoa of 612 General Patton St., Morgan City was arrested on 12-31-2008 at 10:38 pm for Loud Music and DWI 1st. Deputy was patrolling Hwy 90 in the Berwick area, when Deputy conducted a traffic stop on suspect vehicle. Upon Deputy making contact with suspect an odor of alcoholic beverage was observed upon his person. After investigation suspect was placed under arrest and transported to Berwick Police Department to run on the Intoxilyzer 5000. Suspect had a test result of .083g%. Suspect was booked into the parish jail with a $10,000.00 bond and was later released.

Deputy was patrolling Pecan Acres in Franklin when he observed suspect vehicle hit a mail box and continued to drive on. Deputy pursued suspect vehicle and activated emergency lights. Suspect refused to stop and continued to drive until he came to his residence in Baldwin. Deputy was called to Boones Chevron in reference to suspect being intoxicated and bothering customers. Upon Deputy’s arrival it was learned that above suspect was asking customers for a ride and that he was intoxicated. Suspect was located and after investigation was placed under arrest and booked into the parish jail with a $750.00 bond at this time.

Stacey A. Tabor 26 yoa of 722 Fourth St., Morgan City was arrested on 1-4-2009 at 3:22 pm for Criminal Damage to Property. Deputy was conducting an investigation into an incident that occurred on 1-2-2009 at Wal-mart in Bayou Vista. Suspect came into the Morgan City Sheriff’s Office in reference to an investigation. After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.
