HURRICANE GUSTAV - NEWS ITEMS

1.Lafourche Parish Evacuation Details

The Lafourche Parish Office of Emergency Preparedness announced Evacuation times earlier today as follows:

¨ A RECOMMENDED EVACUATION will be issued at 4:00 P.M. today (Friday) for the area South of the Leon Theriot Floodgates in Golden Meadow.

¨ A MANDATORY EVACUATION will be issued at 9:00 A.M. Saturday for the area South of the Leon Theriot Floodgates in Golden Meadow

¨ A MANDATORY EVACUATION will be issued at 3:00 P.M. Saturday for the ENTIRE Parish of Lafourche.

At this time, NO shelters will be opened in Lafourche Parish as Gustav is forecast to affect Lafourche Parish as a Category 3 Hurricane.

Residents evacuating during the “Recommended Evacuation” period must have their own means of transportation. Since no shelters will be opened in Lafourche Parish, residents will be able to obtain sheltering information at information points which will be set up along evacuation routes.

A “Mandatory Evacuation” means that all residents of Lafourche Parish should evacuate by any means necessary. This also forces businesses to close in order to allow their employees to evacuate. If a resident makes the decision to stay, they will not be forced to leave their homes; however, assistance may not be available during the storm until conditions are safe for First Responders.

A curfew will be likely be established at some point on Sunday to keep people off the streets. If you are out after curfew, you will be stopped and questioned by law enforcement personnel. The Lafourche Parish Sheriff’s Office deputies are patrolling throughout the parish and will be enforcing the curfew when one is issued.

Empty bags can be picked up between 7:30 a.m. and 4:30 p.m. Mondays through Thursdays
and from 7 a.m. to 3:30 p.m. Fridays at the parish Public Works office, 1860 Grand Caillou
Road. Each household is given 25 bags and instructions are included.

For information, call the Public Works’ director’s office at 873-6735. The other divisions
under Public Works do not handle sandbags.

6. St. James Parish

Press Release #1 – Hurricane Gustav
The St. James Parish Office of Emergency Preparedness along with the St. James Parish
Sheriff’s Office effective 10:00 a.m. on Saturday, August 30, 2008 will have a
recommended evacuation for all residents and a highly recommended evacuation for all
residents living in trailers, manufactured homes and flood prone areas. The Special Needs
Population should call 1-800-228-9409 or 985-447-0916 should you need to go to a special
needs shelter. Because the storm is projected to make landfall as a Category 3 storm no
general population shelters will be opened. Sand and sandbags will be available beginning at
3:00 p.m. this afternoon at the Grand Point Fire Department, Gramercy Water Plant, Lutcher
Water Plant, South Vacherie Elementary and the Welcome Fire Station. All St. James Parish
Public Schools, Chanel Interparochial and Headstart Centers will be closed on Tuesday.

7. Lafourche Parish Special

Special Needs and Transportation Assistance

Any resident with Special Needs must call the Department of Health & Hospitals Hotline in Thibodaux at (985) 447-0916 to pre-register. Even if you have called the Lafourche Parish EOC with your information, you still must call the DHH Hotline to pre-register.

Any resident, including those with Special Needs, can call the Lafourche Parish EOC for transportation assistance, if you have not already done so. These residents must call (985) 537-7603 as soon as possible to provide your information if you need transportation assistance.

All “Special Needs” residents requesting transportation assistance from the Parish MUST be accompanied by a caregiver. Be sure to have all medications with you along with any other supplies recommended by DHH.

All residents utilizing parish transportation should bring items such as a five-day supply of food and water per person, money, identification and important papers, bedding and clothing, medications and first aid, personal hygiene products, toiletries and any other necessities.

8. Nicholls State University

EVACUATION OF NICHOLLS ORDERED;
NO SHELTERS WILL BE AVAILABLE

THIBODAUX – Having received the mandatory evacuation
orders issued by Lafourche Parish earlier today, the administration
of Nicholls State University announced this afternoon that Nicholls
students will be evacuated from the campus by 2 p.m. tomorrow,
Saturday, Aug. 30.

Only emergency personnel, including university police,
will remain on campus.

Additionally, by order of the state of Louisiana, no shelters – including special needs shelters
– will be operating on the Nicholls campus.
Once the approaching tropical system has passed, state agencies will determine the location
and type of shelters, if any, that will be available within Lafourche Parish.

Former State Rep Says Its a Brand New Day

Looking back, former State Representative Carla Dartez said she’s now over six months sober from successful efforts at a rehab program in Arkansas, and is a better person for learning from her mistakes.

However, she feels her misfortune has been micromanaged in the press, unlike that of a
certain federal lawmaker, whose activities she said the media “have overlooked and forgot.”

In court last week to answer charges against her for a second DWI arrest in January of this year, Dartez said she got a break when learning the records of her first DWI were expunged under a state law, because the incident happened over 10 years ago. This occurred in East Baton Rouge.

Instead, Dartez said plead guilty to first-degree charges, from a traffic stop in January, near Bayou Black Road. This was for failing to stay in a lane.

“First, I’d like to commend you for calling me. No other media outlet called. I have respect for you for this,” Dartez said.

“Second, I’m glad it’s over. I’ve learned much from my mistakes. But the more important thing is that I am now a better person for what has happened. I can’t blame anybody but me. But today, I can happily say I’ve been sober for over six months, and frankly, this is the best I’ve felt in quite a long time,” she said.

However, the former state lawmaker believes she is now the victim of a double standard in the press.

“I’m totally amazed at how the media has micromanaged me in the press, yet they seem to ignore the senator who used money for sex!” she said.

“It’s truly sickening, and it’s a double standard, all because I’m a woman,” she said. “But you know what – I’m praying for the media, and frankly, the government as well.”

Dartez, 42, is a Democrat from Morgan City who represented State House Seat District 51, which is comprised of parts of Terrebonne, Assumption and St. Mary parishes, from 2000 to 2008.

She lost her re-election bid to the state House of Representatives last year to challenger Joe Harrison, an Assumption Republican, some say, after she called the mother of Terrebonne Parish NAACP President Jerome Boykin, “buckwheat,” at the close of a telephone conversation.

She apologized for that then, saying she believed it was a term of endearment, as seen in the 80’s during Saturday Night Live skits featuring comedian Eddie Murphy.

Still Boykin remained steadfast in voicing the incident locally and nationwide, as both he and his mother were working for Dartez’s campaign.“It was a matter of principles, especially making that statement to my 75 year old mother,” Boykin said.

Recently, Dartez attended the 27th Annual Terrebonne NAACP Freedom Fund Banquet earlier this month, and spoke to Boykin.

“I regret what I did. But I was not going to let what happened stop me from attending, particularly since I had been at the past seven or eight as a legislator. I was even a member of the NAACP before I was in office. I just never renewed my membership,” Dartez said.

Boykin said he had an opportunity to speak with Carla before and at the banquet.

“She looks and sounds better than ever. Whatever she’s doing, she’s doing the right thing,” Boykin said.

Melancon Gets "Super" welcome


Franklin – Teche Action Clinic CEO Dr. Gary Wiltz gave U.S. Congressman Charlie Melancon a “super welcome” last Tuesday, complete with a superman costume.

Melancon toured the Franklin headquarters as part of National Health Care Center week. Teche operates two satellite clinics here in Terrebonne, one in Dulac and the other on West Tunnel Blvd.

Wiltz’s “super welcome” was also part of the theme of National Health Care Center week, honoring health care heroes.

“Congressman Melancon is our hero in Washington – always there for us as we focus on the medically underserved,” Wiltz said.

Melancon replied, “It’s always a pleasure for me to stand up for this facility and its satellite clinics, as well as those across America. You are so vital to the nation’s health care system.”

Teche Action Clinic, 1115 Webre Street in Franklin, also operates two other satellite clinics – one in Edgard (St. John Parish) and another in St. Mary, a school based clinic at West St. Mary High/Boudreaux Middle School in Baldwin.

“The White House Office of Management and Budget has ranked health centers as one of the 10 most effective government programs – a designation earned by only six percent of all federal programs,” Wiltz said. “We save the United States health care system more than $17 billion a year by providing affordable, preventive health care to low-income, uninsured people who may rely on hospital emergency rooms as a source of care.”Wiltz said $18 billion a year is wasted on avoidable visits to emergency rooms that could have been redirected to a health center.

He said health care centers were an initiative started by President Lyndon Johnson in 1965 to combat the war on poverty.

“Our health care heroes at Teche Action Clinic work hard every day at providing people in the community a heath care home so they can stay healthy and out of hospitals,” Wiltz said.
Teche Executive Assistant Alfreida Edwards, said the clinic is also registering people to vote, at its Franklin headquarters.


“National Health Center Week is a time that we set aside not only to recognize the work of health centers, but also to spread the message that America needs to invest in an accessible and affordable community health system that can reduce disparities, improve health, and achieve cost savings in health and prevention,” Edwards said.

According to Sheriff David Naquin during the last 24 hours the Sheriff’s Office responded to 43 complaints and reports the following arrests:

On 8-19-2008 at 9:44 am a Juvenile Male 15 yoa was arrested for Disturbing the Peace. Deputy was patrolling the Halls of the St. Mary Parish Alternative School when he observed the above juvenile causing a disturbance in the office. Juvenile was placed under arrest, processed and released to guardian pending juvenile court proceedings.

Larry N. Paul III 41 yoa of 107 Saturn Road, Bayou Vista was arrested on 8-19-2008 at 6:16 pm on a warrant for Issuing Worthless Checks. Deputy was patrolling the Bayou Vista area, when he conducted a traffic stop on Saturn Road. During investigation it was learned of a warrant for suspect’s arrest. Suspect was placed under arrest and issued a summons to appear in court on 11-13-2008.

Joel M. Floyd 19 yoa of 1711 Cross Road # 2, Bayou Vista was arrested on 8-19-2008 at 9:54 pm for Possession of Marijuana. Deputy was patrolling Cotton Road in Patterson when he conducted a traffic stop. During investigation suspect a driver in the vehicle was searched with a bag of marijuana being located on his person. After investigation suspect was placed under arrest and issued a summons to appear in court on 11-13-2008.

The St. Mary Multi-Jurisdictional Drug Task Force, consisting of St. Mary Sheriff Dept., Morgan City Police Dept., Patterson Police Department Franklin Police Dept., Baldwin Police Dept., Berwick Police Dept., and Chitimacha Police Dept., report the following arrests:

Justin W. Webb 206 Jeff Davis Road, Fair Hop, Alabama was arrested on 8-14-2008 at 5:04 pm for Possession of Loritab, Open Alcoholic Container and a warrant for Jeanerette for OWI. Agents were patrolling Chitimacha Trail in the Charenton area, when they conducted a traffic stop. During investigation suspect a passenger in the vehicle was observed to have an open alcoholic container. Suspect was removed from vehicle and a search of his person was conducted with two pills being located in his pocket. After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.

Braylan Hamilton 24 yoa of 524 Augustine Maze St., Franklin was arrested on 8-14-2008 at 7:16 pm for Possession of Marijuana and Obstruction of Justice. Agents of the Narcotics Task Force received information of illegal narcotics being sold on Augustine Maze St. in Franklin. Agents responded to the area and conducted an investigation. During investigation several subjects a marijuana cigar was located on the ground next to several subjects sitting. Agents recovered the marijuana and after investigation above suspect was placed under arrest and booked into the parish jail with a $1500.00 bond and was later released.

D’Juanille Diggs 22 yoa of 103 Issac St., Franklin was arrested on 8-14-2008 at 8:45 pm for Possession of Cocaine with Intent to Distribute and Obstruction of Justice. Agents of the Narcotics Task Force were patrolling the St. Joseph area, when they conducted an investigative stop on several subject standing on the corner of Gumpoint Lane and Thomas St. Upon Agents exiting vehicle above suspect was observed reaching in his pocket and throwing an item to the ground. Agents retrieved plastic bag containing nine rocks of crack cocaine. Suspect was placed under arrest and booked into the parish jail with no bond at this time.

According to Sheriff David Naquin during the last 24 hours the Sheriff’s Office responded to 39 complaints and reports the following arrests:

Travis W. Darby 40 yoa of 7104 Park Road, Morgan City was arrested on 8-14-2008 at 7:09 am on a warrant for Issuing Worthless Checks. Deputy conducted a traffic stop on Bowman St. in Berwick. During investigation it was learned of a warrant for suspect’s arrest. Suspect was placed under arrest and issued a summons to appear in court on 11-13-2008.

Brian G. McDonald 48 yoa of 379 T Joe Road, Sunset, La. was arrested on 8-14-2008 at 12:30 pm on a warrant for Failure to Appear on the charges of DWI, Driving on Shoulder, and Speeding. Suspect turned himself into the Sheriff’s Office after learning of a warrant for his arrest. Suspect was placed under arrest and booked into the parish jail with a $10,000.00 bond and was later released.

Courtney D. Dupas 25 yoa of 801 Iberia St., Franklin was arrested on 8-14-2008 at 7:01 pm for Disturbing the Peace and Resisting an Officer by Refusing to give Booking Information. Agents received information of Illegal Narcotics being sold from a yard on Augustine Maze St. in Franklin. Agents went to location and conducted an investigation. Upon approaching Agent approaching suspects, the above suspect began cursing and causing a disturbance. Suspect was placed under arrest, during investigation suspect refused to give any of his personal information for his booking. Suspect was booked into the parish jail with a $750.00 bond and was later released.

Bobby Jackson 20 yoa of 110 Alexander Lane, Franklin was arrested on 8-14-2008 at 8:47 pm for Disturbing the Peace. Agents of the Narcotics Task Force were conducting an investigation on Gumpoint Lane in Franklin when a vehicle passed with above suspect sitting on the window of the vehicle cursing and causing a disturbance. Vehicle was stopped with suspect being placed under arrest and booked into the parish jail with a $250.00 bond and was later released.

Chadwick M. Landry 35 yoa of 221 Aristile Road, Morgan City was arrested on 8-14-2008 at 10:40 pm on two warrants for Failure to Appear on the charge of Speeding. Agents were patrolling the Siracusa area, when they conducted a traffic stop on Ciro St. During investigation it was learned of warrants for suspect’s arrest. Suspect was placed under arrest and booked into the parish jail with a $750.00 bond and was later released.

NAACP BANQUET - TERREBONNE

Terrebonne Parish NAACP President Jerome Boykin awarded Houma Police Chief Patrick Boudreaux the organization’s president’ s award , ignoring accusations lodged against the city’s top police officer, who remains on a paid leave until investigations are complete.

Boykin announced the honor during the 26th Annual NAAACP Freedom Fund Banquet Saturday, which also featured Hollywood Actor Louis Gossett, Jr. as its guest speaker, and native son, Hollywood Actor Cordell Moore as its master of ceremonies.

“The NAACP is not concerned about what complaints have been made against Chief Boudreaux. His record is unblemished,” Boykin said.

“Furthermore, this NAACP will do all that we can to see that Chief Patrick Boudreaux remains the Chief of the Houma Police Department,” he said.

Boudreaux, choked up with the honor, told the crowd, “This is the best award I have ever received. It’s the best, because I got it for who I am, what I stand for and what I believe. It wasn’t for something I did, and that’s what makes it so special.”

Boudreaux said when Boykin informed him that he was going to be the recipient of the 2008 award, “I told him, what about the letters. You need to read the letters say. In turn, Jerome responded, ‘I don’t need to read anything. I know who you are. I know what you stand for,’.”

The crowd gave Boudreaux a standing ovation.

Shortly before the start of summer, accusations of sexual harassment and an instance of improper use of police equipment were lodged against Boudreaux by members of his department, in letters sent to the Houma Terrebonne Civic Service Board.

Just as the items surfaced, Boudreaux went on a medical leave of absence to take care of a spinal cord injury, which required physical therapy and previously, chemotherapy and radiation.

When he was about to return to work at the beginning of July, Parish President Michel Claudet placed him on a 60 day paid administrative leave, until the results of the investigation are complete.

Boykin told the crowd on Saturday, that it wasn’t until news of the chief’s illness that the accusations surfaced.

“You know all last year, and the year before, in Jefferson Parish, there was a Sheriff, sick with leukemia. Not once while he was seeking treatment, were there allegations thrown against him. Not once while he was sick, did someone start a movement to recall Harry Lee,” Boykin said.

“Whoever is doing this against this man, whom I believe is one of the best chief’s we’ve ever had, better watch out. It’s a vicious attack,” Boykin said. “Several officers saw their boss’ sickness as a weakness. They’d better watch out,” he said.

Boykin has been president of the Terrebonne Parish NAACP since 1995. Since that time, through his efforts, the organization has given away more than $250,000 in scholarships to graduating seniors, both black and white, from Terrebonne Parish High Schools.

On Saturday, he received a check from the Olive Garden Restaurant in Houma, in the amount of $15,000 for scholarships, and $20,000 from the Outback Restaurant, also in Houma.

Gossett was the keynote speaker during Saturday’s banquet, saluting the 2008 graduating class.
“Nothing is impossible,” he told them. To the mixed race crowd, he said, “Look at yourself, how beautiful this is.”

Gossett then told the crowd, “Somewhere along on the line, this country has placed oil as its most valuable commodity. I disagree. I believe it is our children. What we plant in them is how the future will grow.”

Moore was the master of ceremonies. A graduate of South Terrebonne High School, his recent work includes two Tyler Perry films, “Why Did I Get Married” and “Dairy of a Mad Black Woman”.

Also during the banquet, Lafourche Parish President Craig Webre deputized Gossett with an honorary commission and Claudet presented keys to the city-parish.

Branden M. Leger 21 yoa of 113 Judy Lane Lot # 12, Patterson was arrested on 8-4-2008 at 7:34 pm for Possession of Marijuana. Agents were patrolling the Morgan City area, when they conducted a traffic stop on Levee Road. During investigation suspect a passenger in the vehicle was removed and during a search of his person two bags of marijuana were located. After investigation suspect was placed under arrest and issued a summons to appear in court on 11-13-2008.

Richard Barrick III 22 yoa of 202 California St., Berwick was arrested on 8-4-2008 at 9:46 pm for Possession of Drug Paraphernalia. Agents of the Narcotics Task Force were patrolling Railroad Ave. in Morgan City when they conducted an investigative stop on above suspect walking down the street. During investigation a search of suspect’s person was conducted with drug paraphernalia being located on his person. Suspect was placed under arrest and issued a summons to appear in court on 11-13-2008.

Eddie B. Norman Jr. 29 yoa of 1615 South Road Apt. D, Bayou Vista was arrested on 8-4-2008 at 8:09 am on warrants for Simple Assault and Simple Criminal Damage to Property. Suspect was located at his residence, placed under arrest and booked into the parish jail with a $750.00 bond and was later released.

Lakeisha P. McDaniel 31 yoa of 1703 Fern St., Patterson was arrested on 8-4-2008 at 12:56 pm on a warrant for Failure to Appear for Revocation Hearing. Deputy was called to Wendy’s in Bayou Vista in reference to a disturbance. Upon Deputy’s arrival it was learned that above suspect was causing a disturbance in the business. A warrant’s check was conducted with suspect being placed under arrest and booked into the parish jail with a $500.00 bond and was later released.

Harold L. Williams 23 yoa of 406 South Mabel St., Bunkie, La. was arrested on 8-4-2008 at 1:10 pm on a warrant for Simple Battery. Suspect turned himself into the Sheriff’s Office after learning of a warrant for his arrest. Suspect was placed under arrest and booked into the parish jail with a $500.00 bond and was later released.

Orrando M. Guidry 36 yoa of 318 Fifth St., Morgan City was arrested on 8-4-2008 at 9:48 pm on a warrant for Failure to Appear on the charge of Issuing Worthless Checks. Deputy was called to Mount St. and Railroad Ave. in Morgan City in reference to Agents conducting an investigative stop and locating above suspect. During investigation it was learned of a warrant for suspect’s arrest. Suspect was placed under arrest and booked into the parish jail with a $500.00 bond at this time.

St.Mary Parish Sheriff's Office Release

According to Sheriff David Naquin during the past 24HR period the Sheriff’s Office responded to 40 complaints and reports the following arrests:


Anthony James, 49yoa of 1403 Pine street Franklin, La. Was arrested on 7-31-08 at 709am charged with Violation of a Protective order following a complaint that Mr. James was on the property he was ordered to stay away from resulting in said arrest. He was transported to the Parish Jail for processing and incarceration.

Gregory Dupree 25yoa of 403 Hwy 71/84 Coushatta, La was arrested on 7-31-08 at 1010am on a warrant charging him with Simple Battery from an incident that happened on 7-22-08. He was transported to the parish jail for processing and incarceration.

Levy Williams, 40yoa of 129 Friendship Alley, Amelia, La. Was arrested on 7-31-08 at 950am on warrants for Flight from an officer, Turn signal required, careless operation, improper lane useage and driving under suspension that had happened on 7-29-08. He was transported to the parish jail for processing and incarceration.

Shelly Lacaze, 30yoa of 301 BDC Lane Lot #20, Centerville, La. Was arrested on 7-31-08 at 748pm on a warrant from Iberia Parish for Failure to appear for Possession of Marijuana, She was transported to Parish Jail for processing and incarceration.

Chandler Chaisson 37yoa of 114 South Boudreaux st Montegut, La. Was arrested on 7-31-08 at 1128pm and charged with Simple Battery and Disturbing the Peace following an incident at Sandies Bar where Mr. Chaisson was accused of pushing a subject against the bar counter and then stumbling on the parking lot in an intoxicated manner.
