LIVE IN FOUR CORNERS? MOSQUITO PROBLEMS?
Four Corners resident Virgina Sutton told the St. Mary Parish Council last night that employees with Mosquito Control Contractors, Inc, the council’s mosquito control surveillance partners, are not providing proper spray service to the area, saying she was told by someone who spoke to one of the drivers, that the service is being conducted during the day, from 8 a.m. to 3:30 p.m., “due to issues you all have in Four Corners.”
“I would like to tell Mosquito Control Contractors, Inc., and anybody else for that matter, that you don’t have to be afraid of anything or anyone in Four Corners,”Sutton said. “I’m tired of being in my yard and getting eaten up. No one really sees the mosquito guy. It’s hard to pin point his schedule,” she said.
Sutton commented that residents of the area pay $2 a month for mosquito control. “I’d like to see it working,” she said.
Councilman Craig Matthews said he was told by the Principal of the Glencoe Charter School, that the drivers are spraying during the day from 8am to 3:30 p.m. “However, I know he comes down La. 318, where I live at night, around 8:30, because I sometimes see him.”
Councilman David Hanagriff, of Centerville, said that if Mosquito Control is spraying during the day, “I doubt its effectiveness. It’s obvious you guys, maybe some others, are getting the short end of the stick.”
Councilman Matthews questioned St. Mary Parish Chief Administrative Officer Henry "Bo" LaGrange. “Doesn’t our contract all for situations, where if there is a documented request, there should be immediate attention called to that area? Shouldn’t the contractor be willing to help with those problems?”
Councilman Albert Foulcard questioned where the monthly report was from the mosquito contractor. “Where is our monthly report? Why haven’t we been receiving this? We need to know when, where and how frequently spraying has been going on in the middle of the day, as well as in the night!”
Councilman Kevin Voisin, of Morgan City, questioned LaGrange on the expiration date of the contract with Mosquito Control. “The previous parish council signed this contract. We inherited it. When does this expire? Can we start looking at that? Can we perhaps think about looking into bringing this program in house?” Voisin asked.
Councilman Ken Singleton, who represents Patterson and its unincorporated areas agreed. “Mosquitoes are atrocious right now!”
LaGrange responded to all of the comments, saying, “Well this is the first time I’ m hearing of these things. People need to call me.”
Sutton replied to LaGrange, “Well I’m going to make a flier with your phone number and distribute it throughout Four Corners. People didn’t know who to contact. Now they will. You’ll be getting calls,” she said.
If you live in Four Corners, or anywhere else in St. Mary Parish, and mosquitoes are taking too much of a bite out of you and your family. Or if you don't see spraying in your neighborhood, please call St. Mary Parish Chief Administrative Officer Henry "Bo" LaGrange, and report the problem. He works at the parish courthouse, 337-828-4100...just press o and ask for his extension.

City of Franklin gets stimulus money
The City of Franklin approved an ordinance on Tuesday that allows them to receive $855,000 in grant free stimulus funds to improve its 41 year old utility water and sewage systems.
Although the ordinance requires the council to issue water and sewer revenue bonds in the said amount, Mayor Raymond Harris later commented that the move is just “a formality” in order for the city to receive the money.
Currently, he said the city is in the process of applying for $2 million in stimulus financing to upgrade its 41 year old waterworks plant and systems. “That’s money we will have to pay back, but the $855,000 we have been told, will be grant free stimulus funds,” Harris said.
Harris, along with the City Council, have been embattled in problems with the city’s water system, brought to light at the beginning of Harris term, when he presented a report from a state health inspector which indicated poor water disinfection, among other items, exist within the city’s water system.
The report is dated almost 5 years ago.
The City of Franklin supplies water to 3,100 paying customers, benefiting roughly 9,000 people.
City leaders contend they have not had the funds to correct the problems.
But now, city officials are issuing $2 million in utility bonds to the state Department of Health and Hospitals.
To pay back the money, the Franklin City Council is counting on provisions for financing infrastructure projects included in President Barack Obama’s stimulus plan.
To fix Franklin’s water woes, the city will first issue, “Build America Bonds” to the state. If the sale is approved, the federal government will pay 35 percent of the interest costs on the utility bond loan and could forgive the city council part of the utility debt.
Once the mayor and council receive the bulk of the stimulus funds, Harris said he and the council are eyeing the possibility of maybe adding a ground storage tank for the city’s drinking water supply.
Harris, now more than mid-way through his first full term in office, said the city has now corrected “25 percent of the problems that existed within the system, having spent about $1 million to make right the deficiencies.”
In a related matter, Councilman Kenny Scelfo questioned Harris Tuesday, on how well employees at the water plant are being instructed and supervised.
Scelfo said that recently, he noticed two employees in the process of cutting an empty tank container. “I know we as councilman are not supposed to direct city employees, but I cautioned the two men that they should not cut the tank because they had no idea of what was contained inside of it, whether or not it would be some sort of an explosive. Needless to say, they cut into it and both got burned,” he told the mayor.
In reply, Harris questioned Scelfo, “Why didn’t you call me about this matter?”
“I really didn’t have the number for their supervisor,” Scelfo said.
“But why didn’t you call me Kenny?” Harris asked Scelfo.
“Because you don’t always return my calls mayor,” Scelfo said.
“Oh no, that’s not true Kenny. There is not a person in this room right now, whose calls I don’t return,” Harris said.
In other business, after Tuesday’s meeting, Harris gave an update on the proposed Franklin Canal hurricane protection project and the U.S. Army Corps of Engineers.
The mayor said Glenn Miller, the project engineer, is scheduled to meet with the Corps this week, to find out where the project is along the Corps’ permitting timeline.
He said the project has now passed a three inch soil boring analysis, needed in order to test whether the canal can support a levee protection system with a swing gate.
The project calls for a flood control structure on the Franklin Canal that includes building a sheet pile levee perpendicular to the canal and placing a swing barge across the waterway. Estimates have put the project cost at $1.9 million for a permanent gate structure with 12-foot levees.
Last September, the lack of a flood gate over the Franklin Canal to keep away rising tides from the Gulf of Mexico, caused more than 1,000 homes in St. Mary Parish to take in water from Hurricane Ike’s surge along the St. Mary Parish coast. The impacted area stretched east to Garden City.

St. Mary Parish School Board
BY: HOWARD J CASTAY JR
A St. Mary Parish School Health Facilitator said Thursday 600 students parish wide have been absent so far with “flu like symptoms”.
Lydia Duval said this type of absence normally starts around early October, and not in August.
“I’m not saying they all had the flu. I just know they were sick,” Duval said.
The registered nurse elaborated on how parish schools are prepared for any possible epidemic, following a brief presentation to the School Board, where she explained that any child with fever is not allowed to remain in class, and is sent home until they are “fever free, which in some cases, could result in a child being absent for as much as seven days.”
Also at all schools, Duval said students who appear to have flu-like symptoms are separated from others, they are given a mask, and they are placed in a holding area, until they can leave the building.
“What we’ve been experiencing is a dress rehearsal, but it has allowed us to go through a much needed process which has allowed us to get acclimated to what could be a serious situation,” Duval said. “The best advice I can give is to wash your hands.”
During the meeting, board members reviewed a parish wide attendance report which showed 12 percent or slightly more absences in late August, at West St. Mary High, B.E. Boudreaux Middle, Patterson Jr. High and Patterson High.
Within the past week, Berwick High and Berwick Jr. High appear to be experiencing a 12 percent absentee rate.
Duval said a complete outline of how the school system is currently treating sickness is available at http://www.stmary.k12.la.us/, the parish’s school website.
In other matters, board members learned parents will have to dig a little deeper for the price of breakfast and lunch, which is now $1.85 and $3.75. These prices are also the same for a second full meal and a visitor meal. A visitor is anyone that is not affiliated with the St. Mary Parish School Board.
In other business, the board agreed to advertise for sale its four closed west end schools, following recent appraisals of each property.
The move comes in the wake of the board opening the new Raintree Elementary School last month, one school that consolidated the enrollments of Thomas Gibbs, G.W. Hamilton, Mary Hines and Baldwin Elementary Schools.
The board agreed to close the four schools almost three years ago, as each is in need of improvements that total $500,000 or more.
Also, the construction of Raintree Elementary will save the board an annual $600,000 starting this school year. In years prior, the board spent at least this amount on repairs, among other things, at each of the other schools.
Though the board agreed to advertise each property for sale, they also gave Schools Superintendent Donald Aguillard and his staff an open window on how they could advertise for each property.
Board Member Mary Lockley offered this suggestion, because of the portable buildings that are on each school campus. Lockley said because the buildings are movable, this could allow the board to receive additional, maybe higher revenue, or perhaps allow the board to sell the buildings for use within the community.
Nonetheless, initial price discussed for each school (including land and building) were:
Thomas Gibbs Elementary, without the portable buildings, $741,200; with the buildings, $760,400.
G.W. Hamilton Elementary, without the portable buildings, $707,600; with the buildings, $744,350.
Mary Hines Elementary, without the portable buildings, $705,600; with the buildings, $779,100.
Baldwin Elementary, without the portable buildings, $567,600; with the buildings, $596,200.
There are six portable buildings at Gibbs, four at Hamilton, eight at Hines and three at Baldwin.
