Teche Action Clinic opens #6 this week


Teche Action Clinic

Teche Action Clinic officially opens in Pierre Part, this Wednesday, with a celebration from 4 to 6 p.m.

For 35 years, this federally subsidized non-profit health care operation has existed, with clinics in Baldwin, Franklin, Dulac, Houma, and Edgard.

Now the operation will move into Assumption Parish, at 3617 Hwy 70 in Pierre Part, formerly the site of the Larrison Family Practice and Health Center. The move comes in the wake of the operation receiving a $1.4 million stimulus grant from President Barack Obama.

Teche Action Clinic Chief Executive Officer Dr. Gary M. Wiltz said initial expansion into Pierre Part will include: family medicine, diagnostic service and specialty referrals. Future services will include Oral Health (Dental), Mental Health, and Pharmacy.

The clinic will be open Mondays thru Thursdays, from 7:30 a.m. to 5:30 p.m., and Fridays from 8am to Noon. Persons wishing to make an appointment may call 985-252-6211.

Teche Action Clinic will provide primary care treatment to people within the community regardless of their ability to pay. Their fees are based on a sliding scale, according to income. However, they do accept insurance. Medicaid, Medicare, and most major insurances are accepted.

The St. Mary Multi-Jurisdictional Drug Task Force, consisting of St. Mary Sheriff Dept., Morgan City Police Dept., Patterson Police Department Franklin Police Dept., Baldwin Police Dept., Berwick Police Dept., and Chitimacha Police Dept., report the following arrests:

Tyron Gaudeau 28 yoa , Dianna Gaudeau 49 yoa , Donavin Mingo 33 yoa and Lawrence Blackburn 31 yoa all of 125 Eleventh St., Morgan City were arrested on 6-23-2009 at 5:30 pm for Possession of Marijuana, Possession of Cocaine and Possession of Drug Paraphernalia. Tyron Gaudeau was also charged with a warrant for Parole Violation and Dianna Gaudeau was also charged with warrants for five counts of Issuing Worthless Checks. Agents of the Narcotics Task Force executed a search warrant at 125 Eleventh St. Upon Agents arrival at the residence above suspects were located sitting outside the doorway of the residence and were detained for investigation. Agents conducted a search of the residence and located several drug paraphernalia items, a bag of marijuana and several small plastic bags with cocaine residue. After investigation above suspects were placed under arrest and booked into the parish jail with no bonds at this time.


According to Sheriff David Naquin during the last 24 hours the Sheriff’s Office responded to 31 complaints and reports the following arrests:

Thelma B. Craig 31 yoa of Plantation Inn room # 122, Patterson was arrested on 6-23-2009 at 1:58 pm on warts for two counts of Issuing Worthless Checks. Suspect turned herself into the Morgan City Sheriff’s Office after learning of warrants for her arrest. Suspect was placed under arrest and issued a summons to appear in court on 9-9-2009.

David W. Hawkins 50 yoa of 1305 James St., Morgan City was arrested on 6-23-2009 at 7:52 pm on a warrant for Failure to Appear on the charge of Littering and was also charged with Simple Burglary. Deputy was called to 1403 James St. in reference to a burglary. Upon Deputy’s arrival it was learned from complainants that they had inherited their parent’s residence and that it had been burglarized. During investigation it was learned that above suspect had admitted to complainants that he had broken into the residence and sold items he had taken. Deputy located suspect at his residence and conducted an investigation. After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.

According to Sheriff David Naquin during the last 24 hours the Sheriff’s Office responded to 32 complaints and reports the following arrests:

Kerry W. Sons Jr. 17 yoa of 219 Jones St. Apt. # 5, Berwick was arrested on 6-22-2009 at 2:15 pm on a warrant for Issuing Worthless Checks. Suspect turned himself into the Morgan City Sheriff’s Office after learning of a warrant for his arrest. Suspect was placed under arrest and issued a summons to appear in court on 9-9-2009.

Terrance Johnson 26 yoa of 310 Terrebonne St., Morgan City was arrested on 6-22-2009 at 4:25 pm on a warrant for Second Degree Battery. Suspect was located at his residence and brought in for questioning in reference to a June 10th incident where victim was robbed of his wallet and several batteries were committed. After investigation suspect was placed under arrest on warrant and booked into the parish jail with no bond at this time.

Alejandro Tenorio Jacobo 19 yoa of 144 West Syls Lane, Amelia was arrested on 6-22-2009 at 8:32 pm for Hit and Run Driving and Operating a Motor Vehicle without Lawful Presence in the United States. Deputy was called to the Movie Gallery Parking Lot in Bayou Vista in reference to suspect vehicle backing into another vehicle and leaving the scene. Upon Deputy’s arrival witness gave information on above suspect vehicle. Suspect vehicle was located on Hwy 90 and Duhon Blvd. in Amelia and transported back to the scene were he was identified by witnesses. After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.

Sherrick D. Walker 33 yoa of 407 Railroad Ave., Patterson was arrested on 6-22-2009 at 10:16 pm for Loud Music Prohibited, No Drivers License on Person, and warrants for Failure to appear on the charge of Angling without a License, Failure to Appear for Revocation Hearing and Failure to Appear on the charges of Driving Under Suspension, Expired Inspection Sticker and Expired License Plate. Deputy was patrolling Hwy 90 in the Bayou Vista area, when he observed suspect vehicle playing loud music and conducted a traffic stop. Upon conducting investigation with suspect it was also learned that he had no Drivers license on his person and had several warrants for his arrest. Suspect was placed under arrest and booked into the parish jail with no bond at this time.

Desiree Anne Frentz 46 yoa of 300 Wise St., Patterson was arrested on 6-23-2009 at 1:41 am for DWI 2nd and Speeding. Deputy was patrolling Hwy 90 in the Berwick area, when he observed suspect vehicle speeding and conducted a traffic stop. Upon Deputy making contact with suspect an odor of alcoholic beverage was observed upon her person. After investigation suspect was placed under arrest and transported to the Berwick Police Department and run on the Intoxilyzer 5000. Suspect had a test result of .135g%. Suspect was booked into the parish jail with no bond at this time.

Nicholas D. Wiggins 19 yoa of 213 Tupelo St., Morgan City was arrested on 6-17-2009 at 7:20 pm for Possession of Marijuana. Agents of the Narcotics Task Force were patrolling the Bayou Vista area, when they conducted a traffic stop on Clark Road. During investigation a search of suspect vehicle was conducted with a marijuana cigar being located in the ashtray. After investigation suspect was placed under arrest and issued a summons to appear in court on 9-9-2009.

Ronald Armond 36 yoa of 248 Murial St., Bayou L’Ourse was arrested on 6-17-2009 at 11:03 pm for Possession of Lorcet with Intent to Distribute. Agents were patrolling the Morgan City area when they conducted an investigative stop on above suspect walking on Levee St. and Garber St… During investigation suspect was observed holding several Lorcet pills in his hand. Agents retrieved the narcotics and after investigation, placed suspect under arrest and booked him into the parish jail with no bond at this time.

Jeffery Mayon 45 yoa of 3229 Mayon Lane, Amelia was arrested on 6-17-2009 at 4:35 pm for Hit and Run Driving and Reckless Operation. Deputy was called to Ganaway’s store in Amelia in reference to a Hit and Run accident. Upon Deputy’s arrival it was learned from witness that above suspect was backing out of the parking lot when he hit a vehicle parked next to him and then drove off in a reckless manner. Information of suspect vehicle was gathered and suspect and vehicle was located at his residence. After investigation suspect was placed under arrest and issued a summons to appear in court on 9-9-2009.

According to Sheriff David Naquin during the last 24 hours the Sheriff’s Office responded to 33 complaints and reports the following arrests:

Nathan Jones 51 yoa of 1509 Cherry St., Patterson was arrested on 6-16-2009 at 12:54 pm for Theft by Shoplifting. Deputy was called to Wal-mart in Bayou Vista in reference to a shoplifter. Upon Deputy’s arrival it was learned from Wal-mart security that above suspect was attempting to walk out of store with merchandise valued at $140.00. Suspect was detained by security. After investigation suspect was placed under arrest and issued a summons to appear in court on 9-9-2009.

Rachel N. Carbins 24 yoa of 436 Leo Dr., Patterson was arrested on 6-16-2009 at 6:04 pm for Remaining Where Forbidden, Disturbing the Peace Obscene Language, Criminal Trespassing, Resisting an Officer with Force, Battery on a Police Officer and Threatening a Public Official. Deputy was called to Wal-mart in reference to a shoplifter. Upon Deputy’s arrival store security was walking suspect from the store and she was causing a disturbance. Upon Deputy speaking with security, he was advised that suspect was with another suspect who was caught shoplifting and she began causing a disturbance. Deputy arrested above suspect and placed her under arrest at which time she began resisting and committed a battery upon Deputy. Suspect was booked into the parish jail with a $4250.00 bond and was later released.

Toris Smith 45 yoa of 436 Leo Dr., Patterson and a Female Juvenile 15 yoa were arrested on 6-16-2009 at 6:12 pm with Toris Smith being charged with Simple Battery and Resisting an Officer and Juvenile being charged with Theft by Shoplifting. Deputy was called to Wal-mart in reference a shoplifter. Upon Deputy’s arrival it was learned from security that juvenile was caught concealing items in a bag and was detained. During investigation juveniles father arrived at scene and began committing a battery on the juvenile. Toris Smith was placed under arrest and had to be physically restrained. After investigation Juvenile was placed under arrest and released to guardian pending juvenile court proceedings and Toris Smith was booked into the parish jail with a $1500.00 bond and was later released.

Demarcus Kemp 20 yoa of 458 Verdun Lane, Verdunville was arrested on 6-16-2009 at 6:47 pm for Driving Left of Center, Possession of Marijuana with Intent to Distribute, Possession of Cocaine with Intent to Distribute, Possession of Drug Paraphernalia and Resisting an Officer. Agents of the Narcotics Task Force were patrolling Verdun Lane, when they observed suspect vehicle driving in the middle of roadway and attempted to conduct a traffic stop. Suspect the driver of the vehicle exited the vehicle while it was moving and fled on foot with Agents giving chase. Suspect was observed dropping a bag containing several rocks of crack cocaine when he exited the vehicle. While suspect was running he was observed throwing several bags of marijuana. Suspect was apprehended and narcotics recovered. During a search of the vehicle Agents located a money box containing $210.00 in cash and drug paraphernalia. After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.

Leonard Ceasar 24 yoa of 205 MLK Blvd., Baldwin was arrested on 6-16-2009 at 9:56 pm for Possession of Marijuana and Resisting an Officer. Agents of the Narcotics Task Force were patrolling the Baldwin area when they observed several subjects standing on the side of roadway on Lockett St… Agents exited their unit and two of the suspects began to run with Agents giving chase. Agents apprehended above suspect when he fell to the ground. Upon searching suspect’s person two bags of marijuana was located. Suspect was placed under arrest and booked into the parish jail with a $3000.00 bond and was later released.

According to Sheriff David Naquin during the last 24 hours the Sheriff’s Office responded to 45 complaints and reports the following arrests:

Craig C. Watts 46 yoa of 168 Friendship Alley, Amelia was arrested on 6-15-2009 at 10:19 am on a warrant for Failure to Appear on the charges of Simple Escape, Resisting an Officer and Threatening a Public Official and was also charged with two counts of Criminal Mischief. Deputy was investigating an incident where copper wire was burning behind the above location. During investigation contact was made with above suspect and learned of a warrant for his arrest. While conducting investigation suspect had entered his residence and had made calls to 911 giving false complaints in an attempt to have Deputy leave the residence. After investigation above suspect was placed under arrest and booked into the parish jail with no bond at this time.

Robin L. Sumrall 46 yoa of 2556 Bayou Blue Houma, La. was arrested on 6-15-2009 at 9:03 pm for Open Alcoholic Container. Deputy was patrolling Hwy 90 in the Berwick area, when he conducted a traffic stop. During investigation an open alcoholic container was located in the vehicle. Suspect was placed under arrest and issued a summons to appear in court on 9-9-2009.

Christina Everitt 29 yoa of 539 Clark Road, Bayou Vista was arrested on 6-12-2009 at 10:30 am on a warrant for Issuing Worthless Checks. Suspect was located at her residence, placed under arrest and issued a summons to appear in court on 9-9-2009.

Billie M. Gros 39 yoa of 533 Teche Road, Bayou Vista was arrested on 6-12-2009 at 1:27 pm on a warrant for Issuing Worthless Checks. Suspect was located at her residence, placed under arrest and issued a summons to appear in court on 9-9-2009.

Jordan B. Fontenot 24 yoa of 1400 McDermott Dr., Morgan City was arrested on 6-12-2009 at 3:05 pm on a warrant for Domestic Abuse Battery. Suspect turned himself into the Morgan City Sheriff’s Office after learning of a warrant for his arrest. Suspect was placed under arrest and booked into the parish jail with a $7500.00 bond at this time.

On 6-12-2009 at 7:15 pm two Male Juveniles 15 and 16 yoa of Bayou Vista and Thibodeaux were arrested for Criminal Trespassing with 15 year old also being charged with Possession of Marijuana with Intent to Distribute and 16 year old also being charged with Illegal Possession of a Firearm by a Juvenile. Deputy was called to Teche Road in Bayou Vista in reference to a gun being fired. Upon Deputy’s arrival to the area, two juvenile males were located walking on the headland behind Teche Road. Deputy conducted an investigative stop and located 16 yoa juvenile to have a handgun in his possession. Upon further investigation 15 yoa juvenile was searched and found to have several small bags of marijuana on his person. After investigation juveniles were placed under arrest, processed and released to guardians pending juvenile court proceedings.

Bret A. Sparks 20 yoa of 122 Riverbend Dr., Patterson was arrested on 6-13-2009 at 12:22 am for DWI and Speeding. Deputy was patrolling Hwy 90 in the Berwick area, when he conducted a traffic stop on above suspect vehicle for speeding. Upon Deputy making contact with suspect an odor of alcoholic beverage was observed upon his person. After investigation suspect was placed under arrest and transported to the Berwick Police Department to run on the Intoxilyzer 5000. Suspect refused to take test and was booked into the parish jail on above charges with a $7500.00 bond and was later released.

Kevin M. Verret 29 yoa of 721 Arlington St., Bayou Vista was arrested on 6-13-2009 at 5:59 pm for Loud Music Prohibited and No Drivers License. Deputy was in the McDonalds parking lot when he observed suspect vehicle pull into the parking lot playing loud music. Deputy advised suspect to turn down the music but he refused. Suspect was placed under arrest and during investigation learned that he also had no driver’s license. Suspect was issued a summons to appear in court on 9-9-2009.

Michael T. Jones Jr. 30 yoa of 140 Mill Road Lot # 18, Patterson was arrested for DWI and Failure to Dim Headlights. Deputy was patrolling the Bayou Vista area, when he observed suspect vehicle traveling on Hwy 182 with his bright lights on and failed to dim them when he passed. Deputy conducted a traffic stop and upon making contact with suspect an odor of alcoholic beverage was observed upon his person. After investigation suspect was placed under arrest and transported to the Berwick Police Department to run on the Intoxilyzer 5000. Suspect had a test result of .207g%. Suspect was booked into the parish jail with a $2500.00 bond and was later released.

Robert A. Galloway 29 yoa of 73601 Chapman Dr. Apt. D 2, Abita Springs, La. was arrested on 6-14-2009 at 4:46 am for Speeding and Driving Under Suspension. Deputy was patrolling Hwy 90 in the Berwick area, when he observed suspect vehicle speeding and conducted a traffic stop. After investigation suspect was placed under arrest on above charges and issued a summons to appear in court on 9-9-2009.

Denise P. McMichael 35 yoa of 1321 Arbor Circle, Bayou Vista was arrested on 6-14-2009 at 6:50 pm for Leash Law. Deputy was called to the area of the Bayou Vista Recreation Center in reference to a dog running loose chasing the children. Owner of the dog was located, placed under arrest and issued a summons to appear in court on 9-9-2009.

Cotina Rink 33 yoa of 1815 Saturn Road, Bayou Vista was arrested on 6-14-2009 at 1:35 pm on warrants for Accessory After the Fact to Simple Burglary and Illegal Possession of Stolen Things. Suspect was located at her residence, placed under arrest and booked into the parish jail with no bond at this time.

St. Mary Sheriff's Office 6/12

According to Sheriff David Naquin during the last 24 hours the Sheriff’s Office responded to 34 complaints and reports the following arrests:

Markita Turner 18 yoa of 521 Tiffany St., Patterson and Linda Richard 19 yoa of 332 Oriole St., Morgan City were arrested on 6-11-2009 at 12:38 pm for Disturbing the Peace by Fighting. Deputy was called to Wal-mart in Bayou Vista in reference to a fight. Upon Deputy’s arrival it was learned from store management that the two females were fighting in the store. After Investigation both suspects were placed under arrest and booked into the parish jail with a $250.00 bond and were both later released.

HOME ROBBERY INVASION IN HOUMA

On June 9th at 11:45pm, Houma Police responded to a residential burglary in progress in the
300 block of Merrill Drive.

Upon arrival, officers discovered that three (3) unknown male suspects wearing masks armed with guns forced their way into a residence and demanded money. The armed suspects took a black fire proof safe containing an undisclosed amount of cash from the residence and left the area in the residents 1997 Mercury Vehicle Bearing License Plate Number PWX488 headed towards Acadian Drive.

The suspects are described as being light skin black males who were in their 20's.

They hid their faces and heads with dark or black t-shirts, as one of the subjects was approx: 5'7", 160lbs with a scar or a tattoo mark in the face area of his body, another suspect was approx: 5'6", 140lbs., wearing a white pull over t-shirt with white shoes, and the other suspect was approx: 5'7" unk. Weight, wearing a black shirt with black shorts, who had dread locks style hair.

The officers patrolled the area and were unable to locate the suspects therefore anyone with information is asked to call Houma Police at 873-6371. The investigation is continuing.

FOUND - MISSING JUVENILE FROM HOUMA



On 06-15-09 Hailey Massey and her parents came to the Houma Police Department as her parents located her in Lafayette LA. She was charged with runaway juvenile and was released to her mother. She was taken out of the NCIC computer.
Clayton Long also came in and turned himself in to detectives. He was issued a summons for contributing to the delinquency of a juvenile. This case has been forwarded to city court of Houma.

INCIDENT- MISSING JUVENILE

On 06-05-09 at 7:54am Houma Police was dispatched to 301 Myrtle Street in reference to a runaway juvenile complaint.

Upon arrival officers contacted a 36 year-old female complainant who advised her 16 year-old daughter, Hailey Massey, W/F, 06/03/93, of 301 Myrtle Street left their residence and did not return home. She was last seen at approximately 11:30pm on 06/04/09 wearing an Ellender High School shirt and a pair of softy shorts. She was described as being 5’-00” tall, 110lbs, with reddish hair and blue eyes.

She may have possibly left with her 22 year-old ex-boyfriend Clayton A. Long, W/M, 11/01/86, unknown address.

Officers believe they may be in a brown Chevrolet pickup truck, early 1990 model enroute to Texas. Officers also learned that on April 26, 2007 Houma Police arrested Clayton A. Long for felony carnal knowledge of a juvenile.

Mr. Long was also seen in the Mechanicville area and it’s unknown what type of clothes he’s wearing.

Officers patrolled the area but were unable to locate the 16 year-old juvenile therefore if anyone knows the whereabouts of Hailey Massey call Detective Nicole Voisin at 873-6340.

Hailey Massey has been entered into the NCIC computer as a runaway juvenile.

According to Sheriff David Naquin during the last 24 hours the Sheriff’s Office responded to 36 complaints and reports the following arrests:

On 6-10-2009 at 9:45 pm two male Juveniles 14 and 15 yoa of Berwick and Bayou Vista were arrested for Simple Burglary and Criminal Damage to Property. Arrest stems from an investigation into the burglary of Citi-Trends in Bayou Vista that occurred on 6-9-2009. During investigation the two juveniles were developed as suspects and brought in for questioning. After investigation both juveniles were placed under arrest, processed and released to guardians pending juvenile court proceedings.

Juan Ramos Espirito 49 yoa of 284 Lake Mechant Road, Houma, La. was arrested on 6-11-2009 at 1:44 am for DWI 2nd, Speeding 71 mph in a 55 mph zone and Open Alcoholic Container. Deputy was patrolling Hwy 90 in the Berwick area, when he conducted a traffic stop on suspect vehicle for speeding. Upon making contact with suspect an odor of alcoholic beverage was observed upon his person. After investigation suspect was placed under arrest and transported to the Berwick Police Department to run on the Intoxilyzer 5000. Suspect had a test result of .119g%. Suspect was booked into the parish jail with no bond at this time.

HURRICANE SEASON 2009 IN ST MARY PARISH

Flooding could once again be an issue for Franklin as well as West St. Mary residents who live along the Franklin and Hanson Canals, in the wake of any possible storms that approach St. Mary’s coast during the 2009 Hurricane Season.

Franklin Mayor Raymond Harris said levee protection against any possible storm surge that enters the Franklin Canal, which is located just seven miles away from the Gulf of Mexico, is now in “the hands of the Corps of Engineers.”

Last September, the lack of a flood gate over the Franklin Canal to keep away rising tides from the Gulf of Mexico, caused more than 1,000 homes in St. Mary Parish to take in water from Hurricane Ike’s surge along the St. Mary Parish coast. The impacted area stretched east to Garden City.

But that wasn’t the first time. State Rep. Sam Jones (D-Franklin), Harris’ predecessor who served as the city’s top boss for 22 years, said the problem surfaced first with Hurricane Lili, in Oct of 2002. “There was flooding on the streets. However, it was nothing like what happened in 2005 with Hurricane Rita, and last year with Hurricane Ike,” Jones said.

Prior to Ike’s impact on the coast, Harris and his staff took matters in their own
hands and led an effort to build a six foot levee along the Franklin Canal, in order to protect the residents who live to the east of Willow Street. However, due to the large seven ft surge from Ike, the levee failed and sent water to east of the canal. Also, loop holes in the levee caused from some landowners who refused to allow Harris to build the levee on their property, sent water west of the canal, into the Pecan Acres area of Franklin.

“Unless the Corps gives us permission, our hands are pretty much tied this year,” Harris said.

The Corps is now working on a temporary plan, which includes a 7-foot sheet pile levee from the canal northward to the Yokley levee.

The second phase of the plan include incorporating the temporary structure with the materials needed to close a 20 to 30 ft navigational opening the levee will have created, consisting of a set of gates that will connect both sides of the waterway, with a swing barge at the bottom.
Estimates on the project total $1.9 million. So far, the levee district has about $1 million in its coffers.

The project was somewhat of a standstill, waiting on the U.S. Corps of Engineers who want to conduct a soil boring analysis of the Franklin Canal area, to determine whether sheet piling will be sturdy enough to keep away rising storm surge waters.

As to whether or not the project will be finished this year, Jones said “I believe they are aggressively moving. It’s going to be close.”

Duval Arthur, however, disagrees.

Arthur, the parish director of emergency preparedness and homeland security, said he believes that this year, “there will be nothing in place to stop the water from coming into the parish, because the Corps will not yet have finished the temporary project.”

“And if we get a 12ft storm surge along the coast, there is going to be a lot of water coming in the parish, because the canal is only 7 miles from the gulf, unlike Morgan City, which is about 23 miles,” Arthur said.

But while some of the outlook could be grim for some Franklin residents, Arthur said he feels St. Mary Parish is better prepared in 2009 than what it was in 2008.

“Last year, things fell apart when it came to evacuating the parish- we had only two buses for transportation. This year, we have contracted 10 to 14 coach buses for any possible evacuation, which will include handicapped transportation,” Arthur said.

In 2008, the parish evacuated 890 people, and 12 dogs and 1 parakeet. The people were shipped to Alexandria, where this year, Arthur said will once again plans are once again in the works for that city to serve as the evacuation center for St. Mary Parish.

Arthur said buses will pick up persons with no transportation at: Morgan City Jr. High, Patterson Jr. High, the School Board Office in Centerville and at West St. Mary High School.

He said that St. Mary Community Action will provide the bus pick-up transportation to the five sites throughout the parish, with the coach buses leaving for Alexandria destination.
Arthur said that he parish has also met with the East St. Mary Parish Ministerial Alliance to provide post storm recovery, which will include food, water and ice distribution should a storm impact the area.

ST MARY SHERIFF'S OFFICE - 6/10

According to Sheriff David Naquin during the last 24 hours the Sheriff’s Office responded to 39 complaints and reports the following arrests:

On 6-9-2009 at 3:00 pm a Juvenile Male 16 yoa of Patterson was arrested on warrants for two counts of Simple Assault, two counts of Simple Battery and Obscenity. Arrest stems from May 7th and 8th incidents that occurred at Patterson High School where suspect made threats to other students. Juvenile was placed under arrest, processed and released to guardian pending juvenile court proceedings.

On 6-9-2009 at 5:14 pm a Juvenile Male 15 yoa of Franklin was arrested for Domestic Abuse Battery. Deputy was called to 854 Parish Road 131 in reference to a disturbance. Upon
Deputy’s arrival it was learned from witness that juvenile and his mother were arguing and juvenile committed a battery upon his mother. Juvenile was placed under arrest and booked into the St. Martin Juvenile Detention Center awaiting juvenile court proceedings.

Christine S. Crane 38 yoa of 866 Parish Road 131, Franklin was arrested on 6-9-2009 at 5:45 pm for Battery on a Police Officer. Deputy was conducting an investigation into a disturbance at 854 Parish Road 131, when suspect became very upset was making threats to harm herself. Deputy attempted to calm suspect down, when she committed a battery upon Deputy. Suspect was placed under arrest and booked into the parish jail with a $1000.00 bond at this time.

Larry J. Armelin 49 yoa of 135 Georgetown Road, Glencoe was arrested on 6-10-2009 at 2:04 am for Disturbing the Peace by Fighting and Simple Battery. Deputy was called to above location in reference to a fight. Upon Deputy’s arrival it was learned from complainant and suspect that they were arguing and they began fighting. Complainant was transported to Franklin Foundation for a minor injury for treatment with charges pending. Suspect was placed under arrest and booked into the parish jail with a $750.00 bond at this time.

Don M. Fryou 21 yoa of 222 Vandale Dr. Lot D, Gibson, La. was arrested on 6-10-2009 at 2:47 am on a warrant for Domestic Abuse Battery. Deputy was called to Wal-mart in Bayou vista in reference to a complaint. During investigation it was learned of a warrant for suspect’s arrest. Suspect was placed under arrest and booked into the parish jail with No Bond at this time.

Agents of the Narcotics Task Force were patrolling Locket Road # 1 in Four Corners when they conducted an investigative stop on two subjects on the roadway. Upon Agents making contact above suspect attempted to run from Agents and was detained. During investigation Agents located drug paraphernalia along with cocaine on above suspect’s person. After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.

Lori Thompson 47 yoa of 341 Ratcliff Lane, Franklin was arrested on 6-9-2009 at 9:49 pm for Possession of Marijuana. Agents of the Narcotics Task Force were patrolling the Morgan City area, when they conducted a traffic stop on Egle St. During investigation consent to search vehicle was obtained from driver and passenger above suspect was removed from vehicle. During a search of vehicle a small amount of marijuana was located on that passenger floorboard and recovered. After investigation above suspect was placed under arrest and issued a summons to appear in court on 9-9-2009.

The St. Mary Multi-Jurisdictional Drug Task Force, consisting of St. Mary Sheriff Dept., Morgan City Police Dept., Patterson Police Department Franklin Police Dept., Baldwin Police Dept., Berwick Police Dept., and Chitimacha Police Dept., report the following arrests:

Kevin Landry 26 yoa and Brittany Dinger 21 yoa both of 635 Teche Road, Bayou Vista were arrested on 6-9-2009 at 12:06 am Landry being charged with Turn Signal Required, a warrant for Probation Violation, Possession of Methamphetamine with Intent to Distribute, Possession of CDS in the Presence of a Juvenile, Manufacture of Methamphetamine, Reckless handling of Hazardous Materials and Operating a Clandestine Laboratory and Dinger being charged with Possession of Methamphetamine with Intent to Distribute, Possession of CDS in the Presence of a Juvenile, Manufacture of Methamphetamine, Reckless handling of Hazardous Materials, Operating a Clandestine Laboratory and Possession of Drug Paraphernalia. Agents of the Narcotics Task Force were patrolling Wise St. in the Patterson area, when they conducted a traffic stop on suspect vehicle for failure to use turn signal. Upon Agents coming into contact with suspects a warrants check was conducted when it was learned of a warrant for Landry. Suspect was detained and Agents received consent to search vehicle. Dinger and an 18 month old child were removed from the vehicle. While Agents were searching vehicle a duffle bag containing several items used in the manufacturing of Methamphetamine were located. Agents evacuated the area and contact was made with Louisiana State Police and DEA Agents, and a Hazardous Materials Response Team was called to the scene to clean up the site. During investigation it was learned that suspects had just left a residence at 713 Leonard St., Apt. C in Patterson. Agents were sent to the residence to conduct an investigation. After investigation with Landry and Dinger it was learned that suspects also had a lab at their residence and Teams were sent to that location to clean up the site. After investigation both suspects were placed under arrest and booked into the parish jail with no bonds at this time.

Jeffery P. Meadows 27 yoa of 713 Leonard St., Apt. C, Patterson was arrested on 6-8-2009 at 10:03 pm for Possession of Methamphetamine, Possession of Drug Paraphernalia and Obstruction of Justice. Agents of the Narcotics Task Force had conducted a traffic stop on Wise St. in Patterson when it was learned that suspects had just left the above location and sold Methamphetamine to above suspect. Agents were sent to the above location and conducted an investigation. Upon Agents arrival two subjects were standing outside the residence. Agents advised suspects of the investigation and were taken into the residence by suspects. During investigation it was learned that suspect had purchased methamphetamine from suspects from the traffics stop. Agents retrieved a cigarette pack containing a ziplock bag containing methamphetamine behind the residence. Agents also located drug paraphernalia in the residence. After investigation above suspect was placed under arrest and booked into the parish jail with no bond at this time.

Brandon M. Hanks 18 yoa of 4512 Flexi Road, Youngsville, La. was arrested on 6-8-2009 at 4:28 pm for Simple Battery. Deputy was called to 20504 Hwy 182 in reference to a disturbance. Upon Deputy’s arrival it was learned from complainant that they were returning with her grandfather to the residence, when they observed subjects riding his scooter, when they advised them about riding the chair an argument ensued with above suspect committing a battery on victim. After investigation suspect was placed under arrest and booked into the parish jail with a $500.00 bond and was later released.

Deshawn D. Williams 32 yoa of 909 Antigo Alley, Franklin was arrested on 6-8-2009 at 8:19 pm on a warrant for Failure to Appear on the charges of Speeding and Expired Inspection Sticker. Deputy was patrolling the Amelia area, when he conducted a traffic stop on Lake Palourde Road. During Investigation it was learned of a warrant for suspect’s arrest. Suspect was placed under arrest and booked into the parish jail with a $333.50 cash bond and was later released.

Russell A. Smith 46 yoa of 122 Mariana St., Gibson, La. was arrested on 6-8-2009 at 11:43 pm for Disturbing the Peace Intoxicated and Threatening a Public Official. Deputy was called to Judy’s Lounge in Amelia in reference to a Disturbance. Upon Deputy’s arrival it was learned from barmaid that above suspect was cursing her and refused to leave. Upon deputy making contact with suspect an odor of alcoholic beverage was observed upon his person. During investigation suspect refused to cooperate and was placed under arrest. While suspect was being transported to Jail he began to make threats to Deputy and was additionally charged. Suspect was booked into the parish jail with a $1250.00 bond at this time.

HOUMA POLICE REPORT 6/8

INCIDENT-AGGRAVATED ASSAULT

On June 7, 2009 at approximately 4:51pm Houma Police responded to a disturbance at a residence on the 1100 block of Academy Street in West Houma.

Upon arrival officers learned that Michael Amacker, 12/03/63, of 243 Magnolia Street tried to stab a 10 year-old male juvenile in the back with a screwdriver. He was also swinging the screwdriver around at other people near the residence in an aggressive manner.

Officers located Mr. Amacker on the 800 block of Lafayette Street and recovered the screwdriver from his pants pocket, which was seized as evidence.

The 10 year-old juvenile informed officers the incident began over Mr. Amacker refusing to move out of his way so he could throw water out of his cup.

Mr. Amacker was arrested for aggravated assault and was transported to the Terrebonne Parish Jail where he was incarcerated awaiting trial or bond.

Dale A. Wilson Jr. 29 yoa of 128 Andras St., Morgan City was arrested on 6-4-2009 at 6:44 am on two warrants for Failure to Comply with Terms and Conditions of Drug Court. Suspect was located at his residence, placed under arrest and booked into the parish jail with no bond at this time.

Rudolph Edwards 56 yoa of 1200 James St., Apt. # 5, Siracusa was arrested on 6-4-2009 at 1:29 pm for Failure to Appear on the charge of Disturbing the Peace. Suspect turned himself into the St. Mary Sheriff’s Office Amelia substation after learning of a warrant for his arrest. Suspect was placed under arrest and booked into the parish jail with a $1500.00 bond at this time.

Rust V. Lawrence 42 yoa of 240 A Freetown Lane, Belle Rose, La. was arrested on 6-4-2009 at 3:59 pm for Failure to Yield when Entering a Roadway and Driving Under Suspension. Deputy was blocking traffic for a funeral detail in the Amelia area, when he observed suspect vehicle enter the roadway from a parking lot causing an 18- Wheeler to slam his breaks and swerve from hitting him. Deputy conducted a traffic stop and after investigation placed suspect under arrest on above charges and issued a summons to appear in court on 9-9-2009.

Almetra J. Franklin, St. Mary Community Action Agency Chief Executive Officer announced today that the agency is venturing into assisting with capacity building efforts of nonprofits, both secular and faith based, within the St. Mary Parish area. A representative and board president of each organization are asked to attend an interest meeting on Thursday, June 11, 2009 beginning at 10:00 am. The meeting will be held at the agency’s Central Office on 1407 Barrow Street.

Jones 46 yoa of 220 Southeast Blvd., Bayou vista were arrested on 6-3-2009 at 5:19 pm with Verdun being charged with Possession of Cocaine with Intent to Distribute, Possession of CDS in the Presence of a Juvenile, Possession of Marijuana and Possession of Drug Paraphernalia and Jones being charged with Possession of Xanax and Possession of CDS in the Presence of a Juvenile. Agents of the Narcotics Task Force executed a search warrant at 106 Bergeron Lane. During a search of the residence Agents located a bag containing crack cocaine, a small amount of marijuana, and several drug paraphernalia items along with $280.00 in U.S. Currency. Agents also located a Xanax pill on Jones person. After investigation suspects were placed under arrest and booked into the parish jail with Verdun having a $20,000.00 bond and was later released and Jones has no bond at this time.

The St. Mary Multi-Jurisdictional Drug Task Force, consisting of St. Mary Sheriff Dept., Morgan City Police Dept., Patterson Police Department Franklin Police Dept., Baldwin Police Dept., Berwick Police Dept., and Chitimacha Police Dept., report the following arrests:

Robert Skipper 28 yoa of 2419 Apple St., Morgan City was arrested on 6-1-2009 at 8:59 pm for Possession of Marijuana with Intent to Distribute, Possession of Drug Paraphernalia, Possession of a Firearm in the Presence of CDS, Possession of a Firearm by a Convicted Felon, Violation of uniformed Controlled Dangerous Substance Law Drug Free Zone (Housing Authority). Agents of the Narcotics Task Force executed a search warrant at 2419 Apple St. Upon Agents entering the residence suspect was located in a bedroom with two handguns and a large amount of marijuana. Upon further searching the residence a large amount of packaging material was also located. Agents also located $455.00 in U.S. currency on suspect’s person. After investigation suspect was placed under arrest and booked into the parish jail with no bond at this time.

Sheldrick R. Agents of the Narcotics Task Force executed a search warrant at 305 Fourth St. in Morgan City. Upon Agents entering the residence several subject along with juveniles were detained as an investigation was conducted. Upon Agents entering a bedroom Andrews was observed throwing a bag containing crack cocaine onto the bed. Andrews was placed under arrest at which time he began to resist and committed a battery on agent. Upon Agents continuing search of the residence a large amount of cocaine, marijuana, packaging material, scales and two guns and a loritab pill was recovered. After investigation above suspects were placed under arrest and booked into the parish jail on above charges with no bonds at this time.

COULD ST MARY COUNCIL STILL WANT TO FLOAT FERRY?

News from St. Mary Parish Chief Administrative Officer Bo LaGrange indicates the parish government may be interested in keeping the Avoca Island ferry afloat, even though taxpayers have paid more than $705,000 since 2005 to tote one or two vehicles in two out of every three trips.

LaGrange informed the Parish Council last week, the parish was successful in having the regulatory tonnage of the ferry reduced from 115 to 86.5 gross tons, which would keep the ferry in a weigh range that is less regulated, almost unnecessary to be inspected, by the Coast Guard.

In February, the Coast Guard told the Parish Council that the 41 year old Avoca Island ferry in its current operation is violating new regulations. In March, the Coast Guard informed the Parish Council it has six months to get the vessel compliant.

To achieve the reduction, LaGrange said the parish hired Greenwood Marine Management, Inc. of Morgan City, marine consultants, to study the vessel. That study, which cost the parish $2,800, was in a draft form and did not include price estimates on repairs. However, the study did note 50 areas of concern regarding the ferry, with each area listing various items needing repair.

But before any repairs are made, the parish will have to dry dock the 41 year old locomotive, which could play a large role in the final parish decision.

The vessel is a cable ferry, which travels just off the Morgan City Coast to Avoca Island, a 16,000 acre virtually uninhabited private island, with only one resident, a care taker.

Additionally, it serves as the site for a private hunting club, as well various oil and gas interests.
Some consider Coast Guard violations as the straw that actually broke the camel’s back, regarding the Avoca Island Ferry.

St. Mary Parish Councilman Kevin Voisin last fall launched an inquiry into the future of the ferry, citing liability issues, among other concerns.

LaGrange said that should the parish council decide to keep the operating the ferry, service will be interrupted for a two to four week period. He said that during his 13 year stint on the job, he has never known the ferry to be in a dry dock status. However, he said it has been inspected every two years or so. “I would imagine folks would have to find their own means of transportation to the island,” he said.

“I just don’t know where we kind find these kinds of funds to fix this,” St. Mary Parish Councilman Kevin Voisin said.

Avoca, Inc. has owned the island since 1931. The company’s headquarters are located in the Whitney Bank building in New Orleans, at 228 St. Charles Ave. Its owner is Avoca Inc, which lists on its board of directors executives from Whitney Bank of New Orleans.

Dustin M. Liles 17 yoa No Address given was arrested on 6-1-2009 at 12:11 pm for Remaining Where Forbidden. Deputy was called to 313 Sunset Ave. Bayou Vista in reference to suspect trespassing after being told to stay off property. Upon Deputy’s arrival it was learned from complainant that suspect returned to her residence after being told by Deputy on previous incident not to return. After investigation suspect was placed under arrest and booked into the parish jail with a $500.00 bond at this time.

Robert J. Wright 29 yoa of 37 Jefferson Ave., Ponte Vedra, Fla. Was arrested on 6-1-2009 at 7:27 pm for Remaining Where Forbidden and warrants for Failure to Appear on the charge of Issuing Worthless Checks and two warrants for Issuing Worthless Checks. Deputy was called to the Amelia Bell in reference to a suspect that has been banned from property. Suspect was located on the property, placed under arrest and booked into the parish jail on above charges with a $4250.00 bond at this time.

Francisco J. Balderas 24 yoa of 317 N Louisa Road, Cypremort Point was arrested on 6-2-2009 at 1:49 am for Hit and Run Driving and No Drivers License. Deputy was called to Sugar Mill Lane in Louisa in reference to a single vehicle crash. Upon Deputy’s arrival to the area, vehicle was located in the bayou partially submerged with no one around the vehicle. Deputy learned of owner of vehicle and located him at his residence. After investigation suspect was placed under arrest and issued a summons to appear in court on 9-9-2009.

Ahmad Rashad 22 yoa of 1603 Glenmont Dr., Morgan City and John A. Gibson 19 yoa of 115 Headland St., Morgan City were arrested on 6-2-2009 at 12:51 am with Rashad being charged with Turn Signal Required and Public Intimidation and Gibson being charged with Battery of a Police Officer, Possession of Marijuana, Possession of Cocaine with Intent to Distribute, Resisting an Officer and two counts of Criminal Damage to Property. Deputy was patrolling the Amelia area, when he conducted a traffic stop on Hwy 182. While Deputy was conducting investigation Gibson the passenger in the vehicle was removed from vehicle at which time he dropped a plastic bag to the ground containing marijuana. Deputy attempted to place suspect under arrest at which time he pushed Deputy and took off running. Deputy apprehended suspect and had to physically subdue him. Upon further searching suspect a pill bottle was located on Gibson containing several rocks of crack cocaine. After investigation both suspects were placed under arrest and booked into the parish jail on above charges with no bonds at this time.

Lois Harmon 39 yoa and John Verdin 56 yoa both of 204 Kathleen St., Patterson were arrested on 6-2-2009 at 2:36 am for Battery on a Police Officer, Resisting an Officer and Disturbing the Peace. Deputies were called to above location in reference to a disturbance. Upon Deputies arrival suspects were arguing and causing a disturbance. After speaking with suspects they were advised to calm down and go inside the residence. As Deputies were leaving suspect exited the residence yelling and cursing, both suspects were placed under arrest. During the arrest Harmon began to resist deputy hitting him in the face, suspect was subdued. Deputy had placed Verdin in the unit at which time he began kicking the window of the unit. Deputy opened door to restrain Verdin when suspect kicked Deputy. Both suspects were booked into the parish jail with no bonds at this time.
